Filipinas has two public broadcasters. The first is the Sistemang Pagsasahimpapawid Filipino, and the second is the Sistemang Pagsasahimpapawid Pampag-aaral ng Filipinas.



The Sistemang Pagsasahimpapawid Filipino (abbreviated SiPag, English: Filipino Broadcasting System) is the flagship state broadcaster owned by the Government of Filipinas. Founded in 1974, it operates radio, television, and online services, being one of the biggest Filipino television networks. It was formerly part of the Ministry of Information and Communications but was separated after its charter declared it to be "independent of any political pressure". Its head office, studios, and transmitter are located at Sentro Sining, in the city of Capas, Clark Special Capital Province. It manages two public affairs TV and radio channel (SiPag 2, FilTeleRadyo), an entertainment-focused TV channel (Kultura), two general programming TV and radio channels (SiPag 1, FilRadyo 1), two international general programming TV and radio channels (SiPag Daigdig, FilRadyo Daigdig), and a TV and radio channel for the disabled (SiPag Aux, FilRadyo 2).

SiPag is a public corporation funded by the Filipino government and license fees but is managed independently. As part of the Constitution, the president and board of directors of SiPag are chosen by a joint resolution of the State Council and the President, after being recommended by the Broadcasting and Media Congress of Filipinas. They are then confirmed by the Commission on Appointments, consisting of members from both houses of the National Legislature and chaired by the Chairman of the Chamber of Regions (the upper house).

Around 37.8% of SiPag's revenue comes from a mandatory television license fee of 5,200 pisos, with another 47.6% coming from commercial advertisement sales. SiPag's international output such as SiPag Daigdig, as well as specialized services such as FilRadyo 2 for the disabled, receive public funding from the Filipino government.



Sistemang Pagsasahimpapawid Pampag-aaral ng Filipinas (Educational Broadcasting System of Filipinas) or SPP is a Filipino educational television and radio network owned by the Government of Filipinas. Established as SiPag Kaalaman, Sentrong Animasyón ng Maynila (Maynila Animation Centre) and FilRadyo Edukasyon in the 1980s, and became an independent corporation in 2002. SPP strives to supplement school education and promote lifelong education for everyone in Filipinas. Its head office, studios, and transmitter are located at Sentrong Pangkultura ng Filipinas, in the city of Pasay, Maynila Special Capital Province, and shared with the Sistemang Pagsasahimpapawid Filipino. It sustains a channel catering for the national audience and twenty more channels for each federated region of Filipinas.

Though considered a public broadcasting entity, SPP gets most of its yearly budget from advertisements and sales revenue. In 2012, 72.1% of its revenue came from textbook sales, publications and ad revenues on its TV, radio and internet platforms, while the rest came from TV license fees (SPP gets 3% of the total license fee being collected by the Sistemang Pagsasahimpapawid Filipino) and constitutionally-granted government grants through the Ministry of Education (through the Sentrong Pang-alaalang Rizal Pang-kaalaman (Rizal Memorial Center for Knowledge), Ministry of Culture and Sports (through the Museong Pambansa (National Museum), Aklatang Pambansa (National Library), Sinupang Pambansa (National Archives), Ministry of Science and Technology (through the Linangan ng Edukasyong Agham (Institute of Science Education), Ministry of Unity and Equality, Ministry of Information and Communications (through the Kalihiman ng Kabatirang Pangmadla (Secretariat of Public Information), Komisyon sa Wikang Pambansa (Commission on the National Language), Office of the President, Office of the Prime Minister, Office of the Chairman of the Chamber of Regions, Office of the Presiding Representative of the Assembly of the People, and the Office of the Chief Justice. It was formerly supervised by the Sentro Rizal, which in turn is attached to the Ministry of Education.

After the end of the Second World War in 1948, most public and private newspapers and broadcast stations in Germania were shut down or absorbed into the newly founded National Social Network, which since 1952 has been the only public broadcast station in the Reich. It is split into two divisions, Entertainment and News, the former broadcasts films and TV shows, the latter broadcasts news reports, speeches, and propaganda.

Mobian public broadcasting has its origins in the Acorn Broadcasting Organization (ABO). Originally a private company founded in 1891, the Acorn Herald was a telephone newspaper company that was centred in Mergiston. It became a radio company in 1915, and then it was nationalized in 1920 by decree of Sebastian who then renamed it to the Acorn Broadcasting Organization with two stations, ABO and Radio St. Bartholomew, the latter of which being more of a pan-Mobian station.

When Frederick became king in 1932, he personally ordered ABO to begin experimental television broadcasts from Mergiston. To ensure that private citizens could access a television, the king began a government initiative to ensure that every household in the Kingdom of Acorn would have a television, and to build so-called "TV Houses", public television broadcast rooms, so that all citizens wouldn't be too far from a television. The experimental broadcasts were well-received, and would last until 1946 when the ABO created its first public television network, tentatively named ABO Television, which began its first non-experimental broadcast in 1947.

When Maximillian II became king in 1958, one of his first acts was to introduce colour television to the Kingdom of Acorn with the first experimental colour broadcast happening in 1959. The first non-experimental colour broadcast began in 1965 with ABO Television, which by then became the Acorn Broadcasting Company, being the first network in Mobius to adopt it.

ABO became trilingual (though it broadcasted English and French programming ever since it nationalized) in 1976 when Mobius was established, it would also become part of the federalized RMBC (Royal Mobian Broadcasting Corporation) around this time. The Acorn Broadcasting Company was shortened to ABC in 1979.

ABO began international operations in 1998 (though Radio St. Bartholomew began international operations in 1960 when it became a shortwave radio station) with two international TV channels, this was expanded to five.


Current ABO Television Channels & Radio Stations


ABO operates seven television channels and five radio stations. Funding comes from the Acornian government, with households with at least one television or radio being required to pay an annual fee of 0.0525 MBR ($126), any additional radio or television increases it by 0.005 MBR ($12), with the maximum fee being 0.0875 MBR ($210).

Current ABO TV channels:
ABC - Began in 1947, this is the primary ABO channel. It airs mainstream programming aimed at all viewers. It airs on channel 4 (channels 1-3 being reserved for local programming).

ABC X - Began broadcasting in 1979 as ABC 2, renamed to ABC X in 2009. It airs programs that aims at those between the ages of 18 and 45. Said programs tend to be aimed at more niche groups. It airs on channel 5.

ABC Kids - Began broadcasting in 1964 as ABC Schools, renamed to ABC Kids in 1984. Airs kid-friendly programming with the morning programming aimed at younger kids and afternoon programming aimed at older kids. Programming after 6:00 PM consists of re-runs of popular kid-friendly TV shows. Airs on channel 6.

ABN - Began broadcasting in 1992. A 24-hour news network in the Kingdom of Acorn. Sometimes airs documentaries and public affairs programming. Airs on channel 7.

ABC Français - Began broadcasting in 1976. A French-language channel, English subtitles are available. Airs on channel 8.

ABC Deutsch - Began broadcasting in 1976. A German-language channel, English subtitles are available. Airs on channel 9.

Current ABO radio stations:
ABO Radio 1 - Began broadcasting in 1915 as Radio Acorn, renamed to ABO Radio in 1920, and to ABO Radio 1 in 1963. Broadcasts mainstream music and radio talk shows.

ABO Radio 2 - Began broadcasting in 1963. Broadcasts niche music.

ABO Radio News - Began broadcasting in 1949. Broadcasts news programming.

ABO Radio Entertainment - Began broadcasting in 1965. Broadcasts radio dramas, comedies, soap operas, and serials.

ABO also owns and operates the Acorn Broadcasting Archives. The ABA was established in 1920 with the intention to preserve Alban radio programs before expanding to television programs and films in 1932. It always has been mandatory to send two copies of an episode of a radio program, television program, or a film to the archives. The earliest complete episode of any program dates back to 1905 with the earliest incomplete episode any program dating back to 1894 with there being no Alban films unaccounted for.


ABO International Television Channels

ABO currently operates five international television channels. These are commercial channels funded by advertising and fees from private satellite and cable companies.

Current ABO international TV channels:
Acorn International - Began broadcasting in 1998. Broadcasts ABO programming and acquired programming.

Acorn International 2 - Began broadcasting in 2001. Exclusively broadcasts acquired programming.

Acorn Kids International - Began broadcasting in 1999. Referred to as Acorn Kids, it's basically just an international counterpart of ABC Kids with the same schedule as its national counterpart.

ABN World - Began broadcasting in 1998. Broadcasts international news, documentaries, among other global programming.

Alba Français Internationale - Began broadcasting in 2004. Broadcasts acquired programming for an international Francophone audience.


Former ABO Services

Throughout the ABO's nearly 130 years of operations, there have been services that they've operated that have since ceased broadcasting under ABO.

Former ABO services:
Acorn Herald - Lasted from 1891 until 1925, the Acorn Herald was a telephone newspaper that had thousands of subscribers until the advent of radio left it in a zombified state before being discontinued after 34 years of operations.

Radio St. Bartholomew - Was a regular radio station from 1920 until 1960 when it became a shortwave station. It continued to be an ABO station until 1976 when it became an RMBC station. It was mainly broadcasted as a pan-Mobian station before becoming an international broadcaster in 1960.

ABO Civil Defense - Broadcast from 1952 until 1976, it was intended to only broadcast during national emergencies. It ceased broadcasting in 1976 when the Broadcast Alert System, which became the National Alert System in 1997, superseded it as per the Knothole Accords where it was agreed that all TV and radio stations would be interrupted by an emergency alert during an emergency.

ABO Experimental Television - Broadcast from 1932 until 1946, this was the experimental television network which was superseded by ABO Television. Programming ranged from news to fascist propaganda (Frederick was a fascist sympathizer, he ended up abdicating due to the controversy surrounding it).


Interval Signals

Another aspect of Mobian public broadcasting was the interval signal, basically a signal that serves to aid the viewer in tuning, volume adjustment, and identifying whether or not they tuned to the right station.

NBRT (New Bornholm Radio and Television / Ny-Bornholms Radio og Television) is the national public broadcaster of New Bornholm. It was established in 1962 and is funded by a mixture of taxation and advertising. It broadcasts in both English and Danish.

there is no "mass" media at all, but instiead universal access to freely upload creative and or factually informative visual content to a universally accessable internet equivelant. open ended massively multiparticipant virtual sandboxes and local connections for exchange of services.

Waisnor Television Corporation (WTVC) is the country's main broadcasting company. It was founded on July 11, 2000, Waisnor Telecompany (WTC). It includes three TV channels:

First National Channel (Первый Национальный/Першы Нацыянальны) - founded in 1992. The channel shows information and entertainment programs, several TV series and some sports and cultural events.

Second Cinema Channel (Второй Киноканал/Другi Киноканал) - founded in 2007. This channel specializes in showing various television series, foreign and own production (Waisnor likes TV series). Films are also shown in the evenings.

Third Sports Channel (Третий Спортивный/Трэцi Спартыўны) - Founded in 2012. This channel shows various sporting events.

In Coconut Palm Island, the Monarchy (essentially the Executive Branch) runs public broadcasting. As most of the King’s power is assigned to him by the Senate (the Royal Charter limits the Monarch’s power, but the Senate can pass laws giving them more or fewer areas of control), the King must follow certain laws regarding public broadcasting. For example, the Public Broadcasting commission has one commissioner from each party (Liberal Democrats, Socialists, Nationalist, Libertarians, Conservatives). Programs must be approved by at least four of the five commissioners. If some commissioners want to censor material, but others think it is important, the issue is resolved by the Royal Court. While the plan was initially expected to devolve into an overly-censored partisan mess, public broadcasting has actually gone better than expected. No party wants to be seen as the party that censors facts from the public, so commissioners go along with any reasonable material.

In fact, being seen as free-speech supporting is so important to politicians, they frequently air criticisms or parodies of themselves. For example, the most popular show features a host who dresses up like the King and mocks him (but no government official is immune from ridicule).

The King’s Broadcasting Team maintains several TV and radio stations:
  • King’s News (TV, plus radio adaptation): A nonpartisan and fair take on the news of the day. It is half CNN, half C-SPAN, as it airs the most important government business. Each day, a summary of the work done by each branch of government is highlighted. It airs the King’s daily press conference, a daily summary of the Senate’s activity, and a statement by the Chief Justice of the Royal Court about what the court did that day. In addition, the top of each hour includes a summary by the King’s Royal Guard of any major criminal activity or public safety hazards.
  • King’s Recreation (TV only): A series of documentaries, nature shows, and lighthearted sitcoms geared toward adults and older children. In addition, each night features “The Island Tonight,” basically an SNL / Tonight Show knockoff, that features a King-impersonator who makes fun of just about every politician on the Island.
  • Children’s Channel (TV only): Cartoons and children’s shows, almost all with educational backgrounds. Local school districts have some control over this, and can set up programming relevant to what is being covered in school.
  • Comedy Channel (TV only, intended for adults): Unlike many other programs, the government gives shows to the most popular comedians with absolutely no censorship or even review of the material ahead of time. The channel was created in response to arguments that the government is so afraid of offending people that it can’t make effective comedy. The answer was giving each of the Island’s best comedians and sitcoms a slot.
  • Face the People (TV and Radio): Government officials debate each other, or experts and activists, on the most relevant issues. In addition, each party has its major speakers give their take on the actions of the government.
  • Tourism and Information Channel (TV and Radio): Not really a station, but an information channel that shows the Island’s attractions’ hours and closures. It highlights what activities are available for tourists, with a focus on areas that are not busy. For example, if all the rainforest tours are booked, the Tourist Channel will encourage tourists to visit the beaches and museums. The Tourist Channel also features weather and traffic reports.

As you have probably noticed, the shows are designed to create an atmosphere of accountability among politicians, and to be educational for citizens. However, it is also meant not to be overly stiff.

'Public' is a bit of a misnomer. The Republic is controlled by numerous merchants and commercial organizations. There aren't any public services of any kind funded by taxation. Rather, certain companies are given a charter to operate a certain industry in the public's interest. These public-private partnerships for the basis for all services whose equivalent would be public in most nations.
