2. Are all members of all branches of the legislature elected by the citizenry?: Yes.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: On the state and federal level, there is a 2 term limit. All other "levels" of government may or may not have term limits, based on local law. The President has a 4 year term. The Vice President runs with the President and therefore has the same term limits as the President, but upon resignation, death, or another form of incapacitation that warrants a removal from office, the President has the authority to appoint the Vice President with the consent of the House of Lords. The secretaries/ministers of executive departments are appointed by the President (with consent). The State level of government closely follows this, except state Attorney Generals are elected by the state residents.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: Yes.
5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: Yes.
6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?: Yes.

7. What percentage of the eligible population voted in the last general election?: 93% during 2018 elections.
8. Is voting voluntary?: As much as it is voluntary, it is encouraged. The only exception to this are public officials and non-residents, who are prohibited under law.
9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?: Yes.
10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?: Citizenship is only granted upon request for all purposes. Typically, if a citizen has a passport, they are granted citizenship. This is not required, however, and can still be granted upon request. It cannot be taken away on request of the citizen. Children had by tourists while visiting are prohibited from citizenship upon birth, same with the families of foreign military personnel.
11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?: Taking the context literally, no. One must be the age of 25 before being permitted to vote. For comparison, the age of majority is 20. Once a person reaches the age of 25, the voting restrictions are lifted.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?: No. The government newspaper is released by the House of Lords every quarter and updates the public on the bills passed by both houses that quarter and any other important announcement(s). This is it's sole purpose, and may only express the facts (see below).
13. Does the state censor any media for political reasons?: No. There is a government newspaper released each quarter which, with the President's authority, may be censored or (temporarily) barred from being released. The government newspaper is the only form of media that can undergo this restriction.
14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?: Yes.
15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?: Yes

16. Are elections fair and regular?: Yes.

Are term limits in place and enforced on all governmental positions with executive or legislative authority?: Most of the time, yes. 5 of the 11 ex officio seats in the People's Soviet are held by religious leaders, who are neither subject to term limits nor appointed by the Central Government. All other executive and legislative positions have term limits.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: No.

Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: No. The Supreme Soviet's capacity to pass, repeal & amend laws are subject to a veto by the Supreme Secretary or an inquiry by the Anti-Corruption Tribunal, which functions as a constitutional court. While the Supreme Soviet can override a secretarial veto, the Constitution requires the Anti-Corruption Tribunal to continuously scrutinize the Supreme Soviet. There are no appeals for Anti-Corruption Tribunal rulings, including any that made with regard to the Supreme Soviet and the laws it passes, amends, or repeals.
6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?: Yes. The Anti-Corruption Tribunal, our constitutional court, is established as the highest law of the land--it outranks the Supreme Secretary, Supreme Soviet, & all other institutions. All judges are directly elected for life.

8. Is voting voluntary?: Yes.

Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?: No. The office of Supreme Secretary is restricted to far-left candidates sponsored by socialist or communist parties. Usually, the president publishes in his manifesto, all of the people he is nominating for the executive positions, during the election period.
2. Are all members of all branches of the legislature elected by the citizenry?: 50/50. The lower house is 100% elected by the people using proportional representation. The upper house has a constitutionally specified amount of seats reserved for the state church. This amounts to only 25% of the upper house, with the rest of the seats directly elected by each provincial governor.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: no. There are no term limits

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: yes

Elections are held every 5 years.

Otherwise, yes.

Yes.

Yes.

There are no term limits. However, elections are quite frequent (6 months for lower house, 1 year for leader, 2 years for upper house), so unpopular members of government can be voted out of office quite quickly.

The system of passing legislature is virtually identical to the United States.

The Prime Minister is the leader of the party with the most elected seats in Parliament after each general election (every 4 years). Hatsunia has a hereditary monarch known as the Emperor or Empress, but their role is ceremonial.

The head is elected by popular vote, and the head appoints his ministers with a vote of approval in the legislative branch.

Yes, infact the legislative branch is the people, as a representative to a higher body (state level) would come from a lower body (provincial), and all from provincial come from a lower body (townships/counties), and said people come from the lowest body (localities) which are citizen assemblies made up of the entire population of a small area

There is none as it is considered that if a person can, said person should continue to be in a position of power until they go out of touch and unpopular with the people, where they then must step down.

The ability to pass legislation is vested only in the legislative branch, though whoever the people voted in as head executive is expected to change public policy, but only through the legislative branch.

However, the Emperor/Empress, who retains some executive power, is not. (It should be stated that the monarch does not utilize their limited executive power)

3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: No, Members of Parliament can serve for as long as they keep getting reelected and the Prime Minister can serve for as long as they maintain the confidence of Parliament.

The Prime Minister is dependent upon the monarch in theory, but has never been anyone but the leader of the largest party/coalition of parties elected to Parliament. Government positions are appointed by the Prime Minister and his subsidiary elected officials, otherwise.
2. Are all members of all branches of the legislature elected by the citizenry?: The Chamber of Deputies is elected by citizens, but the Senate is elected by members of the cantonal legislatures, who are in turn selected by those deemed eligible to vote within each canton.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: There are term limits in place for all federal positions with the exception of the monarchy.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: The monarch can either assent to legislation passed by both houses of Parliament or refuse assent. The legal concept of judicial review does not exist in Vedastia.
