1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?: No. The Grand Emperor is Head of State and de-jure Head of Government, and many executive positions are appointed.
2. Are all members of all branches of the legislature elected by the citizenry?: All members of the House of Parliament are fairly elected by the citizenry, but the less powerful House of Nobles isn't.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: No. The Grand Emperor obviously doesn't have a term limit, the House of Nobles doesn't, and House of Parliament doesn't.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: Parliament holds most of the power to pass laws, but they must be signed by the Grand Emperor (3/4 supermajority to overturn).
5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: No, it can be restricted by the Grand Emperor and the unelected House of Nobles.

7. What percentage of the eligible population voted in the last general election?: 72%

9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?: Yes
10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?: All legal immigrants have the ability to apply for citizenship, but Fostoria does not have birthright citizenship.
11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?: The only factor that could prevent someone from voting is a major felony on their record. There is no racial/cultural/gender discrimination.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?: Fostoria does not currently have any state media.
13. Does the state censor any media for political reasons?: No, free speech is constitutionally protected.
14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?: Yes.
15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?: Yes, unless the demonstration is organized by a group designated as a terrorist organization (this is based on major criminal acts and not minor political quarrels).

16. Are elections fair and regular?: Yes. Despite the authoritarian nature of Fostoria, the elections for Parliament are fair.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?: Yes and no: there are unelected hereditary lords in the executive, but they will have been appointed by a Prime Minister who has won a general election.
2. Are all members of all branches of the legislature elected by the citizenry?: No. The House of Lords is composed of lords who have inherited their seats and Catholic bishops. The House of Commons, however, is elected.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: No, there are no term limits.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: Mostly; it is a principle of the constitution that Parliament is sovereign. Organisations such as municipal councils and the Church can pass secondary legislation, which is always superseded by anything the legislature passed. However, it is widely accepted that the Pope has the power to intervene however he wishes in Alenbel's affairs, even contravening the courts and legislature, but this power has not been used since the very early 20th century.
5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: Yes, although all legislation must receive the King's approval.
6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?: Not entirely. The nation's highest court of appeal is in fact a group of lords - the Law Lords - who sit in the House of Lords as legislators. Furthermore, it is accepted that Parliament itself can become a court of law and put any individual on trial, in a rarely-used process known as 'impeachment'. However, the judiciary is largely independent.

7. What percentage of the eligible population voted in the last general election?: 72%.
8. Is voting voluntary?: Yes.
9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?: Yes.
10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?: Yes - citizenship is either through the ius soli (being born in Alenbel), ius sanguinis (being born to Alenbeli parents) or through naturalisation for immigrants.
11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?: Yes.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?: There is only one state-owned broadcaster and it is required to be independent of politics.
13. Does the state censor any media for political reasons?: No.
14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?: Yes: the only unprotected speech is fraud, libel and incitement to crime.
15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?: Yes.

16. Are elections fair and regular?: Yes.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?: Elected, though some are appointed.
2. Are all members of all branches of the legislature elected by the citizenry?: A good 90% of them are elected.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?: There are no term limits as far as one is concerned. For the leaders anyway, a good 99.9% of the populace are more than satisfied with the current auhtorities.

4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?: Proposed by the authorities, discussed with the public. Ultimately passed and decided by the public.
5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: Very independent and cannot be vetoed by other institutions.
6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?: Very independent. No amount of money can influence that.

7. What percentage of the eligible population voted in the last general election?: 99.99999333 % (400 out of 6 eligible billion did not vote)
8. Is voting voluntary?: Yes.
9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?: Yes, they are allowed to.
10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?: Yes, and becoming a Valentian is an easy process.
11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?: Yes, as long as you're above 18, you're good to vote.

12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?: News are divided into two sections - factual reporting, followed by an opinion sharing, where it's an open mic session.
13. Does the state censor any media for political reasons?: No. Extremely gory and detailed graphics (NSFL stuff, basically) are taken out in newspapers, but a link is provided for those who are brave enough to see it.
14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?: Yes. And you will be granted witness protection if a private organisation is threatening you. The Valentian Government does not bow down to any private companies.
15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?: Yes, free speech is protected.

16. Are elections fair and regular?: Yes.

Of one note is that the Valentian Government System is a rather weird one - both OOCly and ICly. I'm not fond of killing off or changing my characters at the moment, so the current characters and leaders might be ruling for years, decades, centuries... though I might put some of them into retirement (they will live on, but they just stepped down). And add that to the fact that immortality is in play for almost all the Valentians (even the ordinary citizens), so a term can last for as long as a thousand years.

The Open Anocracy rankings aren't in numerical order. I'm at the top of the list despite being the middle of the three nations.

Also, I'd like to see how you're allocating points. It'll be helpful for people who take this after you are done with the thread.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?: Yes

2. Are all members of all branches of the legislature elected by the citizenry?: The federal legislature is entirely elected. A few of the states, usually with bicameral legislatures, have a few seats in their lower houses that are appointed by the executive, granted to indigenous chiefs, or filled by some other means.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority? A constitutional amendment to set term limits for the Prime Executive is in the process of being ratified by the state legislatures. There are no term limits on Delegates (federal legislators). Many states have term limits on their governors, fewer have any for their legislators.

4. Does the ability to pass legislation and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature? No, there is separation of powers. The Prime Executive, who is popularly elected, plays an important role in deciding public policy.

5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?: Yes, but legislation is subject to judicial review to ensure its constitutionality.

6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?: Yes

7. What percentage of the eligible population voted in the last general election?: 77%
8. Is voting voluntary?: Yes
9. Are all citizens eligible to vote also eligible to run for any public office? Sure
10. Is citizenship granted to all individuals born in the nation’s territory... No, only those born to Kiravian citizens become citizens automatically at birth.
...and means of acquiring citizenship in place for all legal immigrants?: Yes
11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions? Voters must be legally domiciled in the state/territory where they are voting and cannot be incarcerated or on parole.

1. Are all members of the executive branch, or individuals otherwise holding executive authority, elected or appointed by and dependent upon elected officials?:
No. The Interim Committee for Designers of the State (ICDS) and the Chief Designer of the Interim Republic (CDIR) were not elected. Chief Designer Yovan Lyetni was the leader of the revolution, with the Interim Committee comprised of trusted revolutionary military and intellectual leaders.
2. Are all members of all branches of the legislature elected by the citizenry?:
Yes. The General People's Assembly is comprised entirely of directly elected citizens from across the nation. There are also people's assemblies operating at the commonwealth and city levels.
3. Are term limits in place and enforced on all governmental positions with executive or legislative authority?:
Term limits only placed on legislative positions. Assembly Delegates can only serve three terms. Executive positions have not changed since revolution, and unlike legislature do not have term limits. However, once the new state is designed and the Interim People's Republic is revised, it is expected that the Chief Commissar and the Interim Committee will resign.
4. Does the ability to pass legislature and decide public policy rest solely in the legislature or authorities delegated by and dependent upon the legislature?:
Solely decided by legislature. It is a direct representation of the people.
5. Is the legislature and its functionings, that is to propose, debate, pass, repeal, and amend legislation entirely independent of and unrestricted by other institutions?:
Any decision made in the General People's Assembly is submitted to the Interim Committee and Chief Designer for approval.
6. Is the judiciary and its ability to carry out its duties within accordance to established law independent of and unrestricted by other institutions?:
No. There is no independent judiciary branch. Local towns operate their own courts. Crimes against the state are tried in the General People's Assembly. A short term goal of the Interim Republic is to formalize judiciary proceedings.
7. What percentage of the eligible population voted in the last general election?:
64%
8. Is voting voluntary?:
Yes
9. Are all citizens eligible to vote also eligible to run for any public office, assuming they are of age, regardless of partisan loyalties or other conditions?:
No, candidates must be members of the People's Revolutionary Party
10. Is citizenship granted to all individuals born in the nation’s territory, and means of acquiring citizenship in place for all legal immigrants?:
Yes, and there are no laws restricting immigration. Becoming a citizen is a free and simple process.
11. Are all adult citizens eligible to vote regardless of sex, ethnicity, or other conditions?:
Yes. Voting age is 18.
12. Is state media entirely politically impartial and non-partisan, reporting objectively and or allowing a platform for dissenting or competing opinions when discussing political issues?:
No. State media is run by the People's Revolutionary Party and maintains ideological purity.
13. Does the state censor any media for political reasons?:
Yes.
14. Are residents allowed to express any speech free from censorship or persecution from state institutions, exempting fraud, libel, and incitement to violent crime?:
Yes. However, citizens who express reactionary or hateful views are often prescribed involuntary rehabilitation.
15. Are residents allowed to form non-violent and non-obstructive political demonstrations without threat of persecution?:
Some. Groups identified as "reactionary" are banned from holding demonstrations or even organizing.
16. Are elections fair and regular?:
Yes
