A country based in values, a unique history and a rich culture

The Ancient Empire of Kylarnatia (Seraphic: Imperium Antiquum Kylarnatiae) is a world-spanning empire, but the homeland is a gargantuan nation located in the northern hemisphere, belonging to the region of Gholgoth on the continent known as Gholgoth Major. It shares a land border with the Empire of Sambizie to the north, as well as maritime borders with the Empire of Crimmond and Republic of Vetalia to its south and southeast respectively. Home to over twenty-one billion citizens, the Imperium Antiquum is one of the largest states on the planet, and is continuously ranked highly in the census' of the World Assembly, of which the Imperium Antiquum is a member-state. The Imperium Antiquum is also a member-state of the legendary Gholgoth Regional Alliance. The capital and largest city of the Imperium Antiquum is Krytopia.

The history of the Imperium Antiquum and the Kylarnatian people spans an almost 6,000 year long history, starting with some of the worlds very first territorial states forming on the banks of the Seraphis River. From these territorial states spawned a melting pot of cultures and worldviews, pulled back and forth between the competing influences of the Sambizie and the Crimm, who would also collect tithes from the territorial states in the form of raw and precious materials as well as slaves. This arrangement eventually led to coalition between the various states, led primarily by the ambitious Kylarii peoples of the Seraphis Delta from their city of Krytopia, and together they were able to expel their Sambizian and Crimm tyrants. A close knit network of diplomacy through marriage, as well as the swift gradual conversation to the one faith of the Silvier Sacerdotium, eventually led to the other states being absorbed into what eventually became known as the Regnum Kylarnatiae. This would last for a few hundred years before a lack of succession caused The Interregnum Wars, after which the state was reorganised into the Imperium Antiquum as it is known today. Apart from a brief period of isolation in the early twentieth century, the Imperium Antiquum has had a continuous presence on the world stage and various roles throughout its history.

Kylarnatia's government is organised as an Imperial Autocracy with a bicameral legislature. Ruled by Caesar Silvier Catherina Silvanus IV, she is the supreme political, judicial and religious authority in all of the Imperium Antiquum. Below her the upper chamber, the Imperial Senate (Seraphic: Senatus Imperialis) - made up of hereditary and life peerages all granted by the Caesar, as well as her nominated Secretaries of State, Lord Commanders of the Caesar's Imperial Armed Forces, Archpriestess' of the Sacerdotium and the twenty-one Tribunes of the People - puts forward and votes on various edicts that if passed and given the Imperial Seal become law. The lower chamber, the People's Council (Seraphic: Concilium Populi), is a body made up of over two thousand elected representatives that voice the opinions of the people and act as an advisory and oversight body to the Senate, providing scrutiny to proposed legislation and with the ability to propose amendments.

Economically the Imperium Antiquum is also quite powerful - currently ranked the second most efficient economy in Gholgoth by the World Assembly - with particularly large sectors in Tourism, Book Publishing, Information Technology and Arms Manufacturing. The Imperium Antiquum operates a mixed economy whereby all major industries deemed to be strategically vital to the well-being and security of the homeland are controlled by the state, although there are some cases where private alternatives are available (e.g. healthcare, transportation). Strong economic legislation has ensured a fairly equal distribution of wealth and a high average income. The official currency of the Imperium Antiquum is the Caesar's Aurum (₳).

The major faith of the Imperium Antiquum is the Silvier Sacerdotium. It's a religion that rejects the worship of gods and deities and instead practices a veneration of the dead, divine spirits and recognised forces of universal nature, usually embodied in the form of 'angels' known as Seraphim, the most universally worshipped being the Grand Mother: the angel Silvier who led mankind in the mythological war against the corrupt Old Gods and who then became one with the primordial forces that had created the universe, becoming the Aspect of Balance. When she ascended beyond existence and became one with all things, the angels swore to stay out of the affairs of mankind, promising to care for the dead and that they would return in the End Days. When a follower prays to the angels or the Grand Mother, they do not ask for direct intervention, but for inspiration and hope that they can follow in their example as set forth in the holy scriptures, the Libro Divinatio (Common: Book of Divinations) and the Libro Testamentum (Common: Book of Testaments).

2.1) Krytopia: The Beating Heart of the Imperium Antiquum
Krytopia is the capital and largest city of the Imperium Antiquum. A sprawling megalopolis situated at the centre of the Seraphis Delta, Krytopia is quite literally the heart of the Imperium. It's home not only to the Imperial bureaucracy - the Imperial Senate, People's Court, Ministries of State and the Supreme Court of the Imperium - but also home to the Caesar's seat of power, the Fangthane Palace and the largest symbol of the Silvier Sacerdotium faith, the Cathedral of the Grand Mother (Latin: Magna Mater Basilica). Krytopia is also home to a very vibrant nightlife and cosmopolitan culture, with world-renowned restaurants offering both Kylarnatian and international delicacies, as well as multiple music and theatrical venues performing every night. The city is also home to University College Krytopia, one of the highest-ranked universities in Kylarnatia.

2.2) Caesaropolis: Sacred City and Resting Place of the Caesars
Caesaropolis is one of the most holy sites in all of Kylarnatia, being the burial place of the Caesars since the time of its namesake, Gaius Caesar, who reformed the state following the Interregnum Wars. As such it's a common stop of pilgrimage for many followers of the Silvier Sacerdotium faith who wish to secure their own burial place there, which is why the city has affectionately gained the nickname of the Living Necropolis. Far from being just a burial ground however, it is also the centre of many major festivals - both religious and non-religious alike - and of art and culture, serving as the home of Caesar's University and the Imperial Society of Philosophy and the Arts. Only two hours journey from Krytopia via bullet train and easily connected to the rest of the country, any embassy based here has ample opportunity to properly engage with the culture of Kylarnatia in all its beauty.

Aswan, a megalopolis in the north of Kylarnatia, is widely regarded as the home of business and finance in the Imperium. 3) Application Forms & Rules

3.1) Official Guidelines and Regulations

Kylarnatia is a full member of the World Assembly and therefore abides by the General Assembly Resolution #22 "Diplomat Protection Act" passed on the 18th October 2008, which affords your ambassadors and/or consuls and their staff various diplomatic protections (which are laid out in the table below).

Apart from provisions provided by the General Assembly Resolution #22, The Imperium Antiquum has a set of regulations pertaining to embassies and consulates within its territory. Foreign Embassies and Consulates Edict [Amendment] (2002) produces the following set of regulations:

1. The territory upon which the Embassy and/or Consulate is located shall be deemed as Imperium territory. International laws pertaining to Embassy extraterritoriality shall be respected.
2. No diplomatic mission may alter, reconstruct or further expand the Embassy or Consulate building without first gaining the permission of the Ministry of Foreign Affairs and local planning authorities. Further, no Embassy or Consulate may have a helipad or any similar structure that allows for aircraft to be landed or stored.
3. Embassies are limited to a maximum of 10 motor vehicles including motorcycles. Consulates are limited to a maximum of 5 motor vehicles including motorcycles. In accordance with the Environmental Protections and Conservation Edict (2000), all vehicles with petrol and diesel engines are subject to an eco-tax which is based on the carbon footprint the vehicle produces.
4. Military-grade armoured and armed vehicles are forbidden.
5. Each security staff at an embassy may only carry one weapon. At any given time, four security staff within the Embassy premises or two security staff within the Consulate premises may be armed. Out of Embassy premises a maximum of two security staff, or out of Consulate premises a maximum of one security staff may be armed. Weapons are limited to small arms. Ceremonial weapons without capability of firing live ammunition are exempt from this rule, but must be registered with the local authorities.
6. All other aspects of Embassy and Consulate security shall be overseen and coordinated by the Caesar's Vigilum.

I am delighted to announce that it is now possible for interested and applicable nations to apply for a High Commission in the Imperium Antiquum. These missions will hold the same benefits and entitlements as the Embassies, as well as be subject to the same legislation already outlined here, however they also have their own unique benefits. The eligibility criteria for nations to be applicable for a High Commission are as follows:

• The applying nation is either a dominion / protectorate of the Imperium Antiquum, and recognises the Caesar as their sovereign OR;
• The applying nation was once a dominion / colony / protectorate of the Imperium Antiquum, and wishes to be recognised as a member of the Imperium Commonwealth, the non-governmental, cultural arm of the Imperium Antiquum OR;
• The applying nation recognises the Silvier Sacerdotium as the official faith of their state.

Once recognised, the nations will receive the following extra privileges:

• They will become eligible for various state-sponsored grants for funding in areas such as education, infrastructure and development;
• They nation will be able to attend the annual Imperial Council (Latin: Imperatoria Concilio), where member-states of the Imperium Antiquum and the Imperium Commonwealth come together to discuss matters of trade, security and other international issues, as well as cultural exchange and the sharing of socio-political ideas.

It is with pleasure that I find myself sending this message to you, announcing the Compact's request to reopen our embassy in Kryotopia. The Senate has confirmed the Anax's pick of Jessabel Demna as High Commissioner to Kylarnatia, and a staff has been trained and prepared to take up their duties once they arrive. Enclosed with this communique is the relevant paperwork, security clearances, and declarations of regulated items. The Anax wish me to extend their thanks and gratitude, as well as that of the nation, once more. The losses incurred in the Duskflower Rebellion are still weighing on us all, as well as the loss of both Anax Yarikh and Bodeshmun. The reconstruction effort the Empire is putting in has helped many get off the streets as well as get access to food, water and medical supplies again.

As we move forward from this dark time, we are reminded of the bonds between our peoples, once hostile and indifferent, now to two cultures that recognize just how much they share, not how much they differ. On behalf of the Compact, we wish to further extend and renew our relationship with Kylarnatia as we enter the new era. I trust this finds you in good health; I do still plan to take you up on your offer to come to mainland Kylarnatia sometime; the Mother knows I need a vacation after all that has happened, but I can't leave the Anax by themselves just yet.
