Nuclear weapons are listed as "Class 4" weapons, and are reserved entity for military use in Coconut Palm Island. Class 4 weapons are the only weapons that civilians absolutely cannot possess. Currently, the Island possesses no functioning nuclear weapons, but it is not opposed in theory to developing them if they become necessary for defense.

Civilians owning Class 4 weapons are subject to strict penalties, usually involving spending time in a rehabilitation center. If a person intended to use the weapon, they can also be charged with terrorism.

The civilian Atomic Energy Agency is responsible for the design and construction of nuclear weapons, including production of fissile materials and fabrication of nuclear "pits."

Nuclear devices are not specifically excluded from the Explosives and Incendiaries Act, leading to a widespread belief that one can own a nuclear weapon with nothing more than a permit issued by the local sheriff. This ignores the fact that the acquisition and possession of radioactive material is regulated by the AEA, which is highly unlikely to grant a license for suitable quantities of weapons-grade uranium or plutonium to a private individual. Private firms licensed to deal with such material for various purposes must (and usually do) follow stringent security procedures.

Well, our citizens would certainly be allowed to own nuclear weapons if they were stupid enough to want them. But they aren't, so they don't.

We are a warrior society and we view nuclear weapons in general as cowardly and fit only for the use of terrorists.

Civilian ownership of nuclear weapons is not allowed in the Syndicate. Companies can own nuclear power plants, but not nuclear weapons or the means to produce them. There are also plenty of safety procedures for reactor use too.

In the spacefaring United Pokemon Types nuclear bombs are widely used for spacecraft propulsion (the trusty Project Orion), resulting in them being not uncommon in civilian hands. Such propulsion bombs are heavily regulated, with electronics to prevent them from detonating away from the spacecraft drive and certification and vetting for those who work with them.

Civilian possession of a nuclear weapon, be it a tampered-with propulsion bomb or a dedicated weapon, remains highly illegal in the UPT. Of course that's not to say criminals don't have such weapons anyway.

And yes, we are aware that a nuclear pulse spacecraft could become a WMD by simply ramming its target. That's why the military has the capability to blow any would-be planet rammers to kingdom come.

Ha I'll have you know I bought my 2 year old son a play toy with four tactical nukes attached we practically have no need for nukes in our military since a little bit of the red matter can create a singularity to wipe an entire solar system out of exsistance.
