Circular Note The Embassy of the Commonwealth of Hindia Belanda presents its compliments to the Ministry of Foreign Affairs of the Kingdom of Nikolia and all Diplomatic Missions accredited to the Kingdom of Nikolia, and has the honour to inform that, as of today, 2 November, 2018, His Excellency Ambassador Pieter James Richard Doukan has taken a leave of absence from his post in Carigrad. His Excellency the Ambassador has been pleased to appoint Her Excellency Elisabeth Heijmans, the Minister Plenipotentiary, to act as Chargé d'Affaires ad interim during his absence. All future correspondence directed to the Head of the Hindia Belandan Mission shall be addressed to the aforementioned Chargé d'Affaires ad interim. This circular note requests no reply. This missive bears to you the message of our Rt. Honourable Minister of Foreign and Maredoratica Affairs, Mme Renée Lépicier. In the light of recent events in the country, need to exchange diplomatic missions with select nations has arouse. Her Majesty's Government wishes to send a full fledged diplomatic mission to Nikolia comprising 5 security staff, 10 diplomatic staff and 5 service staff with the aim of corroborating bilateral ties and representing the monarchy in the aforementioned sovereign state.

By the power vested in me, I appoint Mme. Voleta Paquet as the head of the soon to be formed Mizia diplomatic mission to Nikolia who shall henceforth be referred to as Ambassador Rt. Honourable Voleta Paquet who, I hope, shall discharge her duties well and maintain positive and immortal relations with the Kingdom. The other diplomatic staff shall comprise various Attaches and First Officers who shall be appointed in the due course of time.

Enclosed you will find the complete Embassy application with all details that are required and necessary for the establishment of a Mizia Diplomatic Mission. YOUR EXCELLENCY:

I have had a pleasure to receive a letter notifying about your government's decision to open an official diplomatic mission to the Kingdom of Nikolia.
Upon reviewing the full documentation of the application to open a Consulate General of the Kingdom of Akrafjall in Beograd, we have run onto a several discrepancies with our official policy regarding the requirements and the application process.

As per the regulations set in the Foreign Diplomatic Missions Law ("His Majesty's Gazette" - N°423/16), only small arms are to be allowed for the security staff of the foreign diplomatic mission. This goes against the type of weaponry you have reported for your security staff, namely Heckler & Koch MP 7 Submachine gun. Even though small in its size, that weapon, capable of firing in full automatic mode, cannot be regarded as small arms, and therefore cannot be authorised for use by your security staff.

Our second concern was about the use of the drug Fentanyl. We demand a further and detailed clarification of the purpose of said drug and the full documentation including the medical history and the official and formal approval of a doctor of the person that will use Fentanyl patches.

Until the aforementioned concerns are not answered, we are afraid that we may not accept the application to open a diplomatic mission of the Kingdom of Akrafjall in Nikolia.
