On a scale of 1 to 10, how easy it is to gain employment in the civil service? Maybe a 5
Is an exam required to be passed to join? There's an approved logical reasoning test to see if you are a rational person, and that's just to get you into the Antiudecte. Once there you're around 0.07% of the population, but even though most don't care to have a government position, there's still a lot of competition.
What are the educational requirements, if any, to join? Officially none besides passing 6th year Critical Thinking, but new members of the Antiudecte are often drawn from STEM graduates from tertiary institutions.
Officially or unofficially, are political connections needed to join? No
Generally, what is the public perception of the civil service? Generally quite high.
How difficult is it to be removed / fired from the civil service? Aside from the roughly 3 year term, not very common.
Does your civil service have a standardized pay structure, or does pay vary by agency? There is a standard way of paying, but the pay is not the same.
What government agency / department has the most employees? the Ministry of Expansion (273.2 million), closely followed by the Ministry of Resources (272.6 million)

Yes

On a scale of 1 to 10, how easy it is to gain employment in the civil service?
Perhaps a 4. While standards of education and experience are similar to the private sector for similar work descriptions, security requirements, stringent reference checks, in-depth multi-lead interviews, and a relatively long time-to-staff cause some applicants to withdraw.

Is an exam required to be passed to join?
This is largely dependent on the position. While most office or technical positions will require an exam, some manual-labour or low-ranking mailroom/clerical positions may only require judgement tests.

What are the educational requirements, if any, to join?
This is position dependent.

Officially or unofficially, are political connections needed to join?
Officially not - positions are merit based. However, some very-high ranks and appointees are made through connections behind the scenes.

Generally, what is the public perception of the civil service?
Mixed - some jokes about inefficiency, but cuts are usually a PR disaster.

How difficult is it to be removed / fired from the civil service?
Relatively difficult... hence the strenuous reference checks, interviews, and ensuing long time to staff.

Standardized pay for the most part within the core, though some departments provide special allowances for work location or for the recruitment and retention of employees. Exceptions are separate agencies and/or SOEs, which may sometimes attempt to match the core or sometimes branch out on their own.

The Department of Education. As a unitary state, all teachers and school staff are employees of Neonix through their school boards.

What are the educational requirements, if any, to join? It is dependent upon the position, but all civil service jobs require one to have finished high school.

How difficult is it to be removed / fired from the civil service? Every employee gets an annual review which combines both union and management representation. As long as you do your do you won't be fired. It takes very bad performance to be removed.
Does your civil service have a standardized pay structure, or does pay vary by agency? Pay varies by function, a doctor will not be paid the same as a keyboardist.
What government agency / department has the most employees? The Department of Education and Learning which encompasses libraries, museums, schools, and universities.

Generally, what is the public perception of the civil service? Positive. Public servants make less than private sector workers and do more difficult work. The public generally respects them.
How difficult is it to be removed / fired from the civil service? Hard. For most offenses, a "three strikes" approach is used, unless the offense is severe. However, Demotions are used for major offenses that aren't worthy of firing.
Does your civil service have a standardized pay structure, or does pay vary by agency? We have a tiered pay structure. A person's pay is dependant on position, hours worked, and years working for the civil services.

Depending on the possition a finished apprenticeship, a bachelor or a master's degree in the field of your future employment is required. However, it is also possible to join the civil service without any of the above listed requirements if you have worked in similar positions before.

For lower to middle ranking jobs generally no. Top jobs, aka heads of departemental agencies etc. are appointed by the responsible member of the executive. Good political connections are therefore helpfull but not always necessary.

It's okay... Most people think it has too much power.

How difficult is it to be removed / fired from the civil service?
As easyily as from any other job (in the free market). Any employee may be fired at his boss' discretion with 3 month's notice. However, this is less likely to happen in the civil service than in open market businesses.

The tiers of the pay structure are standardised across all agencies, however all agencies will apply them differently. (The same secretary may be on tier 14 in one agency, but considered tier 20 in another, but all indivicuals on tier 14 are payed the same amount). Some agencies and sub-agencies also have specialised pay structures (e.g. the Federal Railways).

At federal level: CIUREE Federal Department for Communications, Infrastructure, Urbanism, Energy and Environment
Main contributor are the federal railways and the state-run post service

Yes, the Imperial Civil Service. All government officials are members, from the highest minister to the lowest clerk. The organisation is divided into thirteen ranks. Higher ranks bring greater pay and prestige, in addition to noble titles. The work is considered monotonous, and less prestigious than service in the Tierran armed forces, but the chance to gain employment in the Imperial Palace and the favour of the emperor is a strong draw.

The number of grades differs depending on the specific position, but all bring pay increases as an employee advances in seniority.

Depends on the department. With 1 being certain and 10 being impossible, somewhere between a 4 and 7.

Fifth Form Certification (essentially a high school diploma) or equivalent is seen as qualifying an individual to join basic levels of the civil service. It is about a 6. It’s not hard to gain a position but several things can disqualify one from employment

Such things are dependent on the agency as a part of training. However there generally is no test or exam to take in order to be accepted into a training program if that job requires one. The vast majority of occupations in the Federal Civil Service do not require an exam.

What are the educational requirements, if any, to join?
The vast majority of posts require at minimum a college or university degree, though proof of honorable military service maybe acceptable in lieu of a college or university degree

Officially or unofficially, are political connections needed to join?
Under federal law it is illegal to help grease the wheels.

Generally, what is the public perception of the civil service?
Favorable, though many gripe about the redundancies or the inefficient bureaucracy.

How difficult is it to be removed / fired from the civil service?
It depends on your type of position.

If you are in an appointed position than you can be removed very easily by either the agency, department, or ministry head or by the Prime Minister or the President.

If you are in a non appointed position than you are subject to a three strikes rule. After your three strikes are over you are let go, however you are allowed to appeal which can only happen within 1 month after you have been terminated.

Non appointed positions related to national security are not allowed to appeal said decisions.

Non appointed tenured positions and appointed tenured positions are treated differently. Only the National University System has tenured employees in the form of the faculty and educators. Once an employee has reached 20 years of service they are considered to be tenured. Removal of a tenured employee requires several administrative hearings, however these hearings can be sped up at the discretion of the Minster of Education.

Yes the Federal Civil Service has a standardized pay structure made up of 16 grades with pay increases dependent on time in grade.

The National University System. Which comprises of 104 federal universities of which all members of the staff and faculty are federal employees.

Office of National Health Guidelines. Which has a grand total of 17 employees.

Does your nation have a civil service? (i.e. employees in government service): Yes, it is overseen by the Cabinet Secretary and the administrative courts, though personnel will mostly report to their own agency's management structure.
On a scale of 1 to 10, how easy it is to gain employment in the civil service? 6, we have high expectations of government employees but they are not impossible to meet. If you are at least a B average student and have a service-minded personality, you shouldn't have any trouble with the exam.
Is an exam required to be passed to join? Yes, the Civil Service Exam is split into the General Track, Health Track (for anyone involved in healthcare or health administration), and Police Track (for anyone in a law enforcement agency, including the Marshalcy.) University professors, Defense Forces personnel, and the Foreign Service are not part of the Civil Service so they do not need to take the exam. (Though the Foreign Service has a similar exam structure.)

It's very easy to be removed or fired, civil servants are heavily scrutinised by top officials and graded based on their loyalty and competence, low grade officials are often either heavily punished or removed from their positions for inefficiency.

On a scale of 1 to 10, how easy it is to gain employment in the civil service[b]: Depending on the agency, it can be as easy as one, on up to three. Each head of the agency is allowed to personally fill positions, or default to the hiring process. As the amount of employees is large, the agency head normally lets them be hired like normal. (This number applies to positions filled by hiring and firing, not by appointments or elections.)

? All civil servants are required to be literate and capable of performing certain skills in arithmetic (namely addition, subtraction, multiplication, long division, and finance). Some positions have further requirements, such as physical fitness for law enforcement. No such requirement exists for elected and appointed offices, though the voting public generally refuses to vote for illiterates.

What are the educational requirements, if any, to join? See above. A high school diploma is preferred, but not required to be hired for the civil service.

Officially or unofficially, are political connections needed to join? Yes. Good old-fashioned patronage is the traditional means of rewarding loyalty in the TurtleShroomian civil service.
