Well since a zombie is already dead, killing it is impossible. But the military would evacuate the Imperial Family and a few members of the Imperial Senate. Also the military would start evacuating some of the civilians as they see fit. And the soldiears would at least try to keep the zombies back with AK47's and bombs.

In case of a zombie attack, we would do what we always do with our garbage. We would create a huge trebuchet and launch them into outer space. If that doesn't work, our capital city is entirely zombie proof. If they some how manage to get us then, we will burn them with flame throwers and then pour sulfuric acid on them.

We would evacuate the citizens of the smaller cities to the larger cities, but keeping the Capital migration free and quarantined. In cities that are already infected a quarantine would be put in place on the city and any other infected areas. Small groups of citizens would be evacuated from the infected cities and brought to the major cities, where they will be kept in quarantine and examined for a month for signs of infection. Slowly, but steadily the infected cities uninfected citizens are evacuated and disposed of if show even the minimal signs of a zombie infection, and slowly the infected cities shall be citizen free, when the cities are evacuated a few volleys of artillery shells shall be shot at the infected cities, and then stormed with specially trained spec ops which will rid the cities of all zombies, even after the raids, the city is kept in quarantine for a month to give spec ops and medics to search the cities for zombies or remaining signs of infection if these seen the quarantine is extended for another month. All the time the capital remaining un- infected. Unless the infection starts in the capital which means that a similar plan will be adopted.

No decapitation and damage to the brain is the only way to kill it.

Or to destroy it beyond regeneration such as burning it to the point that it turns into ash. Or disintegrating it or blowing it up into very small pieces. Nukes would work well too.

We would begin with mass evacuation of the area, later quarantine the site for at least a week, to which we would just bomb them and clean off any remaining crap.

This has happened to Fisenesia before, in which case we quarantined the area and attempted to recue any survivors. At the same time we attempted to develop a cure, but the only means of prevention seems to be to kill all zombies by destroying their brain and decontaminating all infected areas.

P.S. Nukes don't work well on zombies, unless you like them radioactive.

Guns are extremely common in the households of our people, and our military has watched every zombie movie in existence... so I don't think it would be that big of a problem

Considering the leaders of 2nd PLT have dealt with a zombie epidemic before, and a book they wrote on how to deal with BOWs and a zombie out break is mandatory reading for school, the population would probably fair well, unless it was a new kind that had not been seen before.
The government would set up "Safe Zones" around the country, and call for the evacuation of all civilians to these places. And then they would pay people to go out and be Zombie hunters.

Zombie infestations were a common hazard prior to the introduction of effective countermeasures and mandatory cremation.

However, to describe an infestation as an "outbreak" is fallacious, as reanimation is not an infectious disease. The undead are principally created deliberately by necromancers (human or otherwise) or sometimes by powerful spirits who are themselves undead. They are dangerous to humans, whom they will kill and attempt to eat on sight, but even a powerful necromancer would have their work cut out turning every single corpse into a zombie.

That is why infestations were self-limiting. As soon as a critical number of undead were raised, the local government advertised for adventurers, and sooner or later the necromancer and his shambling horde would be dispatched.
