Dear Madam Secretary,

Thank you for your thread creation of 19 June 2018 allowing for a Parliamentary Confirmation into agreement of embassy exchange between the Democratic Republic of Cartoonia and the Nineteen Countries of Yohannes. I am also responding on behalf of The Rt Hon First Lord Hilda Von und Zu Hartjenstein and The Hon Minister Emily Kirchweger to whom I report on the matter.

Cartoonia and the Nineteen Countries, I believe, share the same values of embassy and consulate partnership, of responsible government, and a history of open diplomacy — three important things to realising a harmonious relationship between two nation states. I have been impressed also by the good manner of the Cartoonian people during my visit to the thriving city of Gallagher. It is for that reason that I would like to acknowledge the strength that you have shown, and are showing, in furthering the economic and social well-being of your people. Your governing principles align well with the eighth introductory principle of Economy and Industry of our nation state. That is why I am committed to realising this embassy exchange agreement.

Following the discussion held by our respective diplomats behind the scene over the last few weeks, I would like to clarify that parliament did finally issue their assent on 15 September 2018, Parliamentary Motions — Ambassador Extraordinary and Plenipotentiary: The Democratic Republic of Cartoonia, which confirmed the letter of credence of Her Excellency Erika Pöpel in her place as Ambassador Extraordinary and Plenipotentiary of the Realm of Yohannes to the Democratic Republic of Cartoonia. A copy of the Executive Council’s response and parliament’s final assent and report of stipulations in their entirety will be published on the Electoral Debates Hansard website shortly.

I am keen to encourage Yohannesian businesses to participate in the Cartoonian market. As I suggested based on the discussion at our last meeting, I believe that new commerce and trade between companies of our respective citizen sectors may offer new opportunities to maintain our respective nation states’ growth target for the fiscal year 2018-2019.

I would like to finish by acknowledging the important contribution His Excellency the Supreme Leader of Cartoonia Jimmy Kudo is making to the cause of open diplomacy and the principle of open embassy exchange between members of the international community of nation states and regions. Raised by her parents Matthäus and Bianca in Clindover, the second largest conurbation in the Kingdom of Burmecia, Pöpel was educated at the state-integrated King’s College in Royal Burmecia and attended the University of Yohannes in Royal Alexandria to study Law. Upon her graduation in 2001, she was nominated to become one of many promising interns for the World Assembly Mission of the Nineteen Countries. Pöpel returned to the continent of Yohannes after two years to work at the specialist business law and corporate solicitor firm Yannik Hasselvander in Royal Burmecia. Coming into contact with the then local Member of Parliament for the Readwell electorate, the Late Clemens Marks, her name was forwarded as a possible Legal Attaché for the Yohannesian embassy in the United Republic of East Klent.

In February 2018, following the electoral victory and subsequent reign of The Right Honourable Marion Jeanne Maréchal-Le Men as the eighteenth Yohannesian Emperor, Pöpel was nominated, in her position as a middle-ranked senior diplomat and provisional parliamentary adviser to the Thirty-sixth Christian Democratic Executive Council by then, as a possible candidate for the Office of Ambassador of the Nineteen Countries to the Democratic Republic of Cartoonia. In September 2018, her candidacy was finalised before parliament’s select committee, and following her accreditation she became the first Ambassador of the Nineteen Countries to the Democratic Republic of Cartoonia.

Our country lies in North America, between Canada and Mexico. We were founded by Viking warriors who separated from Leif's Erickson's expedition to Terra Nova, under the leadership of a man named Thorvald Bogart. After some time, his people had conquered all the East Coast of our country over the native tribes, and started settling Westward. In 1340, the eight Kingdoms that had been created by the Vikings chose to unite themselves and form the First Empire of the Scarlet Eagle, under the guidance of Osgard Thorinov, who had a vision of a Scarlet Eagle one night telling him to unite the Kingdoms and conquer the rest of the lands they had yet to explore.
After some time, rivalries started to appear between the Kingdoms, which lead to mismanagement of their affairs, and to the Great Famine of the 1570s.
During this time, a General named Anaximander Blachkov had a vision of the Scarlet Eagle Spirits telling him that he was chosen, and that he would usher a new era of prosperity, and reborn a new Empire from the ashes of the first who was going in shambles.
So, for the next 10 years, he managed to reform a new Empire, bu uniting the various factions that were quarelling with each other, and on July 14th, 1582, he crowned himself as the new Emperor of the Scarlet Eagle.
With that done, the Empire had to repell invasions by the British, French and Spanish, who wanted to expand their colonial Empires, thinking that because we were still fighting with chainmail and swords, we would be easy prey over muskets. But we resisted, retro-engineered some guns, and were left alone afterwards.
in 1849, th entire conquest of the territories between the Missisipi and the Pacific Ocean was finally completed, and this year, Emperor Marcel Blachkov dissolved the nobility, and redistributed the wealth to the people.
