The College of the Blessed Virgin Mary and Saint Quirin in Wamberley, commonly known as Wamberley College, is a secular college in Wamberley, in Swent. Its foundation consists of a Warden, twelve Fellows Chaplain including a Subwarden and Precentor, twelve Lay Fellows, six Clerks and six Quiristers and receives income from several benefices and endowments in Swent, up to £60,000 a year in toto, allowing each fellow a considerable stipend in addition to rooms and commons. The College was founded in 1322 by the Duke of Caune to sing the canonical hours and daily masses in honour of the Virgin Mary and Saint Quirin and to pray for the family of the Lords Caune. While the daily Lady masses and masses of St. Quirin were suppressed under the New Statutes of 1683, the College still sings the Hours and Mass daily.

The College has a boys' school with 120 pupils (Commoners in addition to the Quiristers) from first to sixth form, employing masters to teach. While the Warden, Fellows and Clerks are bound to attend all hours and the High Mass, the masters and pupils of the School only need attend daily at Mattins, High Mass and Vespers. As a token of the relationship of the College with the Dukes of Caune, on recommendation of the Warden, two old boys annually are eligible to matriculate at Trinity College at the University of Aldesey by right as Scholars.

XVIII. Questions of Government.

What is the form of government? How is it structured?
The Free Land of Meraud is an Autocracy. The government is known as the Administration of Meraud and led by the Prime Administrator of Meraud. The Administration is composed of five Departments and their subsidiaries as detailed here.

What are some of the most fundamental policies of the government?
The most fundamental policy of the Administration of Meraud is that its agents share the same rights as non-criminal (innocent) citizens of Meraud.
  • The government's agents do not have any extralegal rights over innocent citizens.
  • The government may not tax innocent citizens or control their private property.
  • The government will execute judgment against criminals.
What is the political status of minority communities?
Minority communities share the same political rights as majority communities in Meraud: none.

How is government chosen?
The government was founded by the Prime Administrator of Meraud and his associates. He handpicked each department head who in turn was given the liberty to hire subordinates in any manner he or she wished.

What is the country’s general foreign policy?
Meraud pursues a foreign policy of neutrality: avoiding agreements that may result in Meraud being involved in foreign wars. Meraud is completely open to free trade as long as it is free of criminal elements.

Who decides whether someone has broken a law? How?
The Department of Justice uses evidence gathered by the Department of Investigation during criminal cases. Ultimately, a Magistrate will decide on whether or not a law has been broken after reviewing evidence.

What kinds of punishments are meted out? By whom? Why?
Magistrates authorize the legal punishment of criminals. Punishments fall under three categories: restitution, exile, and Nowaki. Criminals ordered to pay restitution must do so immediately or be transferred to the Prison Camp Network to have their restitution supervised. Exiles are banished from the Free Land of Meraud with imprisonment being the punishment if they return. Nowaki refers to the Nowaki Supermax Prison, where new prisoners have an average life expectancy of one week. Three examples of crimes are provided below in alphabetical order for each category of punishment.
  • Restitution: Assault, Theft, Vandalism, etc.
  • Exile: Espionage, Sedition, Trespassing, etc.
  • Nowaki: Murder, Rape, Terrorism, etc.
How are new laws created or old ones changed?
Meraudian law is based on private property rights and formally listed in the Meraudian Criminal Code (MCC). The MCC is an extensive but not all inclusive list of illegal acts that grows with every unique court case. The purpose of the MCC is to provide a shortcut in punishing crime not to provide a list of rules. Every Meraudian citizen with an Elementary education is expected to be fully capable of interpreting Meraudian law.

Is there some form of clemency or pardon? What is involved?
Clemency is illegal in Meraud, but pardons are legal. A crime punishable by restitution is pardonable if the victim drops the charges. Only the six Administration heads can reverse the status of exiles. The Warden of Nowaki is allowed to release prisoners, but this is an exceedingly rare occurrence.

Who has the right to give orders, and why?
The Administration of Meraud is based on hierarchy. Every Administrative agent is either a superior, subordinate, or both. For example, the Prime Administrator is able to command the Chief Judge, but the Chief Judge and the Chief Ambassador are not allowed to command each other. The Director of Intelligence is on an equal level with the Director of Criminal Investigation, but both individuals are under the Chief Inspector and so on. Agents agree to follow orders as long as they are employed by the Administration.

What titles do various officials have?
The titles of the six Administration heads along with their subordinate organizations are listed below.

How are the rules different for officials as opposed to the common person?
With the exception of contractual employment agreements, there is no difference between how the law treats an administrative agent versus an innocent citizen.

How do government officials dress?
Administrative agents either wear business attire or uniforms. The only notable exception is the Chief Ambassador of Meraud: she dresses like a princess.

Once accused, what recourse does someone have?
Anyone accused of a crime will be contacted by one of the three investigative units under the Criminal Investigation Division: Assault, Fraud, or Theft. Claimants are contacted by the Claims Verification Agency. If both administrative entities are in agreement the case proceeds to the Criminal Court Network where a bench trial (no jury) is conducted by a Magistrate. If found guilty and sentenced to restitution, he or she is classified as a criminal until restitution is complete either through the Asset Recovery Agency or the Prison Camp Network. If found guilty and sentenced to exile, the accused is classified as an exile and immediately deported. If found guilty and sentenced to Nowaki, he or she will spend the rest of his or her life imprisoned (unless granted a rare early release).

Is torture allowed? What kinds? Is capital punishment allowed?
Torture and capital punishment are both illegal under Meraudian law. That said, the Rapid Response Unit has been known to terminate active, dangerous criminals on the spot.

How are criminals executed?
Legally no executions take place. The Rapid Response Unit uses bullets when necessary. There are also several horror stories regarding the fates of those sent to Nowaki.

Who cannot rise to positions of leadership?
Non-citizens and criminals are prohibited from serving in the Administration.

Is bribery allowed? Under what circumstances?
Bribery is completely legal in Meraud as long as it is done in the open. Hidden acts of bribery run the risk of being investigated as criminal conspiracy.

What makes someone a bad ruler in this society? What can be done about it?
A bad ruler would be someone who violated Meraudian law. If the Prime Administrator was found guilty of violating Meraudian law, it is likely that his subordinates would disobey his orders and classify him as a criminal.

What are the most common or dangerous forms of criminal?
The most common criminal in Meraud is one that makes violent threats against another. Nearly every Meraudian has committed this crime sometime during his or her life, but most are quick to make things right before the Assault Investigation Unit gets involved.

City Watch & Sheriffs
Is there a civilian police force, or is law enforcement the province of the military?
The closest thing to a police force would be the Criminal Investigation Division. Both law enforcement and the military are considered administrative entities, but they have separate missions.

Is the police force a nationalized one, or are there multiple regional forces?
The Criminal Investigation Division is a nationalized police force with regional detachments available in most of Meraud's cities.

How militant or vigilante are they? Are they usually or ever armed?
The Criminal Investigation Division is composed of four units: the Assault Investigation Unit, the Fraud Investigation Unit, the Rapid Response Unit, and the Theft Investigation Unit. The Assault Investigation Unit wears red and black uniforms and is always armed with handguns and may carry carbines depending on the situation. The Fraud Investigation Unit wears yellow and black uniforms and is rarely armed and may carry handguns if necessary. The Rapid Response Unit wears white and black tactical gear and is always armed with rifles, shotguns and/or submachine guns at the bare minimum with an extensive military-style armory available. The Theft Investigation Unit wears orange and black uniforms and carry personal defense weapons (PDWs) as needed.

What is the extent of their authority? Can they shoot you? Can they use magic? Can they torture or otherwise force a confession? Can they use telepathy?
Administrative law enforcement have the same legal authority as other Meraudian citizens. They can restrain you if you commit a crime, and they can shoot you if you pose an active threat. Torture is illegal. No laws discussing the use of magic or telepathy exist due to every Meraudian apparently lacking in these abilities.

Are there individuals or groups who are above the law?
No individual or group in Meraud is legally above the law. Criminals believe they are.

Is there a secret police?
No secret police exists, but the closest thing to a secret police would be the the Meraudian Intelligence Agency which legally gathers information on persons of interest to the Department of Inspection.

What is the role of police informants, if any?
Police informants do not exist in Meraud.


XIX. Questions of Warfare.

Does the country have an armed force? What types? What size?
The Department of Security contains the armed forces of Meraud. The Department of Security is composed of the Civilian Defense Network, Submariner Corps, and Strike Force Kraken. The Civilian Defense Network is the largest branch: a logistics system comprised of civilian volunteers. The Submariner Corps is the second largest branch: the professional military forces under the authority of the Administration of Meraud. Strike Force Kraken is the smallest branch.

How do the armed forces compare with others in the region or world?
Unlike most nations, Meraud lacks an army and air force: both branches would be redundant for an underwater nation. The Submariner Corps possesses the most powerful submarines and weaponry in Meraud. According to foreign intelligence, Meraud's navy has an extreme advantage over virtually every other nation's navy as long as conflict is limited to subaqueous battlefields.

Who declares war?
The Chief Admiral of Meraud (and thereby the Prime Administrator of Meraud also) has the authority to declare war.

Who has the power to declare conditions of peace?
The Chief Admiral of Meraud (and thereby the Prime Administrator of Meraud also) has the authority to declare conditions of peace.

How are treaties negotiated?
Treaties are negotiated by the Chief Ambassador of Meraud acting on behalf of the Prime Administrator of Meraud. The Chief Ambassador of Meraud has the authority to establish, suspend, and terminate treaties.

What happens to prisoners taken in battle?
Prisoners of war are held by the Submariner Corps in accordance with the rules provided by Sun Tzu's The Art of War. Prisoners of war are treated with kindness and given a pathway to citizenship (if they so desire it). Prisoners that attempt to escape are terminated. Prisoners are allowed to return to their homelands only after conflict ceases. The Chief Admiral of Meraud is strongly against the "catch and release" policy so often used by warring states.

What weapons are favored by the various armed forces?
All three branches of the armed forces use firearms capable of firing two types of ammunition: atmospheric and aquatic. The majority of research into these weapons was completed by the Soviets and later by the Chinese. Most atmospheric ammunition is identical to that found around the globe and is either imported or created in local factories. Meraud's Chinese population can be credited with the research and development of the current aquatic ammunition employed universally by Meraud. Submarines and submersibles employed for military purposes can fire aquatic .50 BMG, torpedoes, cruise missiles, and non-nuclear ICBMs.

What form of warfare does this society use?
The most common forms of warfare adopted by Meraud have been 3rd generation and maneuver warfare.

How do battles in the airs or waters or underworlds differ from surface warfare?
  • Meraud has no air combat capability. It was deemed unnecessary due to the ocean's surface acting as a shield against bombing runs.
  • Meraud primarily focuses on aquatic combat capability. All of Meraud's military machinery and most of its weapons are focused on complete dominance of the seas and subaqueous battlefields.
  • Meraud's cavernous combat capability is identical to its surface combat capability: small teams utilizing guerrilla warfare.
Who are the Elite warriors? What distinguishes them?
Strike Force Kraken is the elite group within Meraud's Department of Security. Strike Force Kraken wear armored suits and helmets capable of underwater and surface deployment. They always operate in foreign lands.

How does someone get command of troops?
Both the Civilian Defense Network and the Submariner Corps recruit commanders. The Civilian Defense Network's members elect local commanders to represent and lead them in the event of an attack. In exchange for military surplus, Civilian Defense Network members agree to follow orders given by their delegated commander. The Submariner Corps has a command structure similar to most navies with similar promotion methods.

Where do the loyalties of military units lie?
The Civilian Defense Network is decentralized with loyalties to the local regions while the Submariner Corps and Strike Force Kraken are loyal to the Administration of Meraud.

Are there professional soldiers? Do they make up the bulk of the military?
The Submariner Corps and Strike Force Kraken are filled with professional soldiers. The bulk of the military however is composed of the Civilian Defense Network which is not composed of professional soldiers.

What is campaign or camp life like?
During a military campaign each branch of the Department of Security has different postings. Civilian defenders secure their properties or any other locations given to them by their local commander: due to the buddy system no defender is allowed to operate alone. Submariners live aboard their vessels during wartime and peacetime. Strike soldiers operate abroad either on their submarine or in safe houses around the globe.

What ethical or moral codes do warriors adhere to?
Professional soldiers within the Department of Security have to take the following oath.
  • I shall preserve the Free Land of Meraud.
  • I shall never aim to take an innocent life.
  • I shall obey any lawful order given to me by my superior.
  • I shall eliminate the enemy unless they yield.
  • I shall give my life if necessary.
How are battle injuries treated?
Battle injuries are divided into three categories: spray, set, and surgery. Spray injuries are treated by combat medics as soon as hostiles are neutralized: medical sprays have almost fully replaced bandages. Set injuries are treated by ship or local doctors once the injured has been evacuated to safety: casts, splints, and braces are commonly used afterwards. Surgery injuries are treated away from the battlefield in professional hospitals: these typically will prevent the injured from returning to duty anytime soon.

How long do wars typically last?
The goal of the Department of Security is to end wars as soon as possible by eliminating enemy leadership. For hostile skirmishes this is not always necessary, yet it is always employed during enemy invasion. Once communication efforts have failed, Strike Force Kraken is deployed abroad to eliminate the enemy whether they are civilian, political, or military. Meraud recognizes that the responsible party is rarely the one announcing the orders: the head of the snake is taken wherever it is hidden.

Has this society ever attacked another? What was the nature of that war? What would make this society go to war?
Meraud has never been the aggressor in a war. In the late 2030's there was a brief military skirmish with the United States government and its allies. The fallout of this event resulted in the collapse of federal leadership and the balkanization of the former United States of America (USA). Additionally, several American allied nations were forced to adapt to avoid a similar fate. Meraud will always go to war when the security of the Free Land of Meraud is threatened.

Questions of Warfare
Does the country have an armed force? What types? What size?
1. The Legiō Pācis Imperātōriae (Latin for Legion of Imperial Peace, and also known as the "LPI") , which is the official national armed force of Byzantium Universalis, is notably different than most armed forces. Since Byzantium Universalis is a highly pacifistic nation, the national force is officially part of the law enforcement district, and collectively categorized as the "military police." In fact, higher ranking police officers are known to join the LPI, and the LPI has been used for training the police before they officially enter law enforcement.

2. The two major divisions / types of the LPI are the Mīlitēs Dracōnis (Latin for Soldiers of the Dragon), who are the naval forces, and the Mīlitēs Gladiī (Latin for Soldiers of the Sword) who are the ground force. There is no official air force, with most of its troops being divisions sent from either Greece or United Nations peacekeeper divisions.

3. The LPI is quite small, to the point where it is seen as weak across most other countries. This is due to its high specialization as mainly peacekeeper squadrons dedicated to Byzantium Universalis' spread of foreign aid.

How do the armed forces compare with others in the region or world?
Compared to others in the world, the LPI is rarely ever used, and is quite a bit smaller. In comparison to other South-East Asian countries, the size of the LPI is only somewhere between Laos' and Singapore's, around 90, 000. However, this is with all divisions and support, so its common state is around 5000 troops.

Who declares war?

Declarations of war are made by a community of three people who decide on a vote: The Minister of Defence, The Minister of Foreign Affairs, and the Prime Minister. However, the Augustus (current Monarch of Byzantium Universalis) can veto a decision, but only in the most dire of circumstances.

Who has the power to declare conditions of peace?

Similarly, conditions of peace are decided by the above three ministers, but their decision must be approved by the Augustus for it to be official.

How are treaties negotiated?

Treaties are negotiated by one ambassador from each country, and an impartial judge from the United Nations (when the conflict is global).

What happens to prisoners taken in battle?
Prisoners taken in battle are treated well, and with honours because they served their country. They are kept in a contained area with their weapons removed, essentially a form of quarantine zone.

However, this is only for foreign prisoners. If a prisoner happens to be a defector from Byzantium Universalis, especially one accused of high treason, it is more likely for them to face the highest punishment: Oblīvio.*

What weapons are favoured by the various armed forces?


The weapons favoured by the LPI are most often firearms imported from either Greece, Thailand, or the United Nations, with two exceptions.

The first exception is Greek Fire, a form of incendiary grenade loaded with a particularly dangerous type of napalm that is nigh-impossible to extinguish. This almost never used though, with an approval by the three parties (Minister of Defence, Prime Minister, and the Augustus) being needed to use it because of its unethical capabilities.

The other exception is the fact that since most of the LPI is trained in close combat, they tend to carry a sidearm with them in the form of a sword which is somewhere between a Byzantine paramerion (a sabre-like single edged blade) and a Japanese katana. These are mainly symbolic though, and serve to represent the honour and loyalty of the LPI.

What form of warfare does this society use?
The types of warfare used are mainly amphibious warfare, land warfare, counterinsurgency warfare, and Blitzkrieg warfare; the latter of these because the LPI is small enough that it has to use Blitzkrieg tactics.

How do battles in the airs or waters or underworlds differ from surface warfare?

Battles in the air don't really happen, since there is no official air force. Instead, air battles mainly are composed of anti-aircraft artillery and missiles.

Water battles, however, are seen as one of the LPI's specialties, with their notorious tactic being something called "assassin diving." This tactic is composed of surrounding an enemy battleship with LPI vessels to distract them, before sending out a regiment of armed scuba divers to make a hole in the enemy hull with a blowtorch. Then, the LPI naval troops will enter into the vessel and destroy it from the inside out.

Underground battles happen very rarely, since the LPI tends to think of it as dishonourable. And when it does happen, it is more or less along the lines of trench warfare.

Who are the Elite warriors? What distinguishes them?

The elite warriors of Byzantium Universalis are in a separate force from the national force, being the official royal guard of the Augustus: The Excubitōrēs Novī. (Latin for New Sentinels) This guard, who are supposedly based off of the original Excubitors of the Byzantine Empire, are the highest and most elite level of the military. They are the fanatics who are the utmost loyal to the Augustus, being given their rank in exchange.

What distinguishes the E.N, also known commonly as the Personae (meaning Masks since they are the Mask / Shadow of the Augustus) is their equipment, training, and mindset. As the last hope of Byzantium Universalis, they are given more technologically advanced weapons and armour that is labelled with the flag of Byzantium Universalis, and the Greek double headed eagle. Their training is at least tenfold more brutal than the average training for an LPI member, including sparring, and trials which often end up with scars. Their mindset is best described as the "perfect tools": loyal, brutal, and highly efficient.
(Essentially, imagine a combination between a modern soldier, a Roman legionary, and the Adeptus Custodes from Warhammer 40k.)

How does someone get command of troops?

When the Personae are active in a war, command of the troops is automatically delegated to them. Otherwise, command is given through consideration of experience, personality, and trials.

Where do the loyalties of military units lie?
The loyalty of the LPI lies directly to the people of Byzantium Universalis, and to the Augustus. However, there are some groups who are remnants of the previous revolutions, whose loyalties are to themselves.

Are there professional soldiers? Do they make up the bulk of the military?

Yes, the Personae are the professional soldiers of Byzantium Universalis, making up about 2 to 5% of the military. However, their strength is comparable to three men per guard.

What is campaign or camp life like?

Campaign and camp life quality is lower than that of a civilian, with rations being often canned and bad tasting. Because of Byzantium Universalis' rare spending on the defence budget, people tend to see military life as either shoddy or rather disgusting.

What ethical or moral codes do warriors adhere to?

This is the following code of the LPI and the Personae:

Honour: It is better to fight honourably and lose than be dishonourable and win. Enemies must be battled in an honourable way, except if doing so threatens the safety of the nation's majority.

Peace over Death: Because of honour, and the honour of enemy combatants, it is best for enemies to surrender and be taken as prisoners than killing them. However, dishonourable enemies and traitors are an exception.

Loyalty: The greatest value of a soldier is to serve their people, their Augustus, and their comrades-in-arms. Treachery is the greatest sin, and will be punished as such.

Justice: Most wars and battles should not be in the name of greed, but rather peacekeeping missions and ensuring stability.

Battle injuries are treated by the division's medic, using averagely modern technology in the most efficient manner possible.


How long do wars typically last?

Most wars are short, lasting from 2 to 4 years. However, some major conflicts last for over 10 years.

1 / 2. Byzantium Universalis' main offensive war was during the Greek Revolution, to support the homeland where order originated, and unify as Hellenic brethren.

3. The reasons why Byzantium would go to war are either due to a traitor defecting to another country, or being called into war by its allies.

There have been numerous civil wars, and three revolutions in Byzantium Universalis, two of which were led by the army. It is because of this that the army has been integrated into the police, and has been made to be much smaller than normal.

When there is no war, soldiers normally participate in their normal jobs as part of law enforcement.

The only notable tensions are with China and Turkey, but they are currently undergoing a détente.

There are currently no wars going on in Byzantium Universalis.

City defences consist of a communications network, and an understanding of the terrain. Everything else is rather difficult to obtain, especially in the rural areas.

How does your nation tell time? Meaning, how do they denote a certain hour and a certain minute? Like 9:37 pm for example, if your nation even tells time in terms of seconds, minutes and hours.

In casual oral speech, West Coralonians tell the time in 12-hour time:
"We'll meet at the restaurant at 8 in the morning"
"He's having the party at 6 this evening"

In formal speech, West Coralonians tell the time in 24-hour time:
"The meeting will be held in the 3rd floor basement, at 15."
"The parts were delivered to this building on the 24th of April, at 2130."

Many household clocks and privately owned cars tend to use the 12-hour time format. Privately owned companies tend to use the 12-hour time format as well. Public-owned companies, including public transportation, use the 24-hour time format. The 24-hour format is also used in the military, as well as in television networks.

Is it a mammal, a reptile, a bird, or what?
A plesiosaur is a marine reptile belonging to an order previously believed to be extinct.

Is it in the real world?
It is believed to be extinct in reality although there have been universal reports of its existence around the globe predating plesiosaur research.

Is it allowed to be hunted?
While no unowned creature is protected from hunting, most Plesiosaurs avoid migration and maintain territory. Most of the Plesiosaur nesting territories have been claimed and developed as property by private owners, legally protecting the Plesiosaurs from being hunted by outsiders.

It it near, at, or surpassing human intelligence?
Research is ongoing, but all evidence points to Plesiosaurs sharing a similar intelligence level to that of turtles.

What does it's flesh taste like?
Reports claim the Plesiosaur tastes like a hybrid of turkey and tuna.

How endangered is it?
Plesiosaur numbers have been growing since the original few were discovered. The Plesiosaurs, when discovered, were mostly living isolated from each other in remote territories. By introducing Plesiosaurs into the same areas, researchers have witnessed mating patterns. Domestication efforts have reportedly been successful. The Plesiosaur demonstrates affection for its owners in exchange for food.

Plesiosaurs have been found native to blue holes throughout the Pacific. Meraud believes that they exist in all of the oceans, but Meraud has no plans of expanding beyond the Pacific in the foreseeable future.

If one were to kill someone, what would people do to it?
If it was deemed as accidental or in self-defense, nothing. If it was deemed as aggression on the side of the creature, the creature would be terminated.

What are expensive resources you can get from it?
Both its hide and meat are similar to that of other reptiles. While there is a growing demand for experiencing Plesiosaur meat, most caretakers have stated that butchery must wait for population numbers to increase.

Does your nation have a Red Cross, Red Crescent, or other Red society? We have an official public healthcare service that include both red cross and red crescent, as well as other minor societies... as long as they operate fairly and in the interest of all persons regardless religion, race, sex etc.
