There aren’t any victims the entire nation is against, maybe except those who want Subhurbia to be a unitary state with one culture, one language etc. However in Subhurbia, there are many Subhurbian ethnic groups in the country, and each predominate each region of the country, and those who move to another region, especially a far away region from their home region will have a likelihood of being oppressed.

Our nation is formed as a decentralized affinity group (international conspiracy) of people who were victims of other nations (refugees, freethinkers, radicals, etc.) and decided to found a (secret) society where victimizing people was impossible, so all of our institutions are strictly voluntary. The worst thing that could happen to you is you could decide you don't like what anybody else is doing, and can't get anybody else to like what you're doing, so you are bored and lonely. But you'll never be forced to go along with something against your will.

This means that if somebody's an authoritarian, nobody's gonna obey them. That could cause the authoritarian to complain of feeling like a victim, but they would not be. We don't even punish our criminals, we try to reform/educate them and if they don't want to comply we establish boundaries between ourselves and them but we don't hurt them.

The most violent thing we do is slaughter animals and plants to eat. You could say they're kind of our victims. We're working on finding a way to fix this but haven't figured it out yet.
Also we conduct large-scale sabotage campaigns to dismantle other nations' militaries without causing loss of life. So in a way we "victimize" guns and tanks.
