Slavery Tier System

The Free Kingdom of Allanea, concerned about the problem of slavery in the modern world, has issued the following ranking system to better study the relationship between various states and the global problem of slavery and forced labor. The FKA has ordered a distribution of this questionnaire to the nations of the world, with the hope of receiving more information to better inform its policy. Please select one of the Tiers below to describe your nation's policies. In addition, it would be best if you provided as much information as possible about the situation in your nation.

Tier 1 Society: This society has no slavery in any form. The society's government armed forces and police services work actively to prosecute any unlawful slavery within the country, and to abolish it beyond its borders where possible. (Signatories of the Amistad Declaration are considered Tier 1 Free Societies by default).

Tier 2 Society: This society has no slavery in any form. The society's government has no interest in actively eliminating slavery beyond its borders, due to a lack of resources or a peace-seeking foreign policy.

Tier 3 Society: Slavery is prohibited in this society, but the government lacks resources to enforce the prohibition fully despite an effort to do so.

Tier 4 Society: Slavery is prohibited in this society, but the government does not attempt to enforce the prohibition, due to geopolitical reasons, or otherwise.

Tier 5 Society: Slavery is prohibited in this society, but social arrangements exist that approximate slave-like conditions – 'voluntary' debt servitude, large-scale prison labor, large-scale civilian labor draft, etc.

Tier 6 Society: Slavery is formally prohibited in this society, but social arrangements exist that are de-facto slave-like conditions – large-scale labor camps and prison labor, either with no proper legal defenses for potential inmates, or where the legal system is clearly drafted to generate a supply of prison labor, large scale civilian labor draft to the benefit of private and semi-private entities, peonage, etc.

Tier 7 Society: Chattel slavery or serfdom is legal in this society, but it is limited either in scope (i.e., enslaved persons slaves constitute a small percentage of the population, and slavery does not play a major role in the country's culture or economy) or in extent (for example, individuals may only be enslaved for a brief period of time, or the society prohibits importation of slaves from beyond its borders).

Tier 8 Society: Slavery constitutes a major element of the society's culture – large amounts of persons are enslaved, and the majority of the country's elite are slavers or derive a large percentage of their profit and social position from the "ownership" of other sapient beings.

Tier 9 Society: The society's culture and politics are thoroughly corrupted by long-term oppression. A large proportion of individuals are held in slavery by other sapients. Torture, forced breeding, mass human sacrifice, or other iniquities of this form are common.

Societies can be also reclassified as Tier 8 if they act to promote slavery abroad or deliberately disrupt abolitionist efforts abroad for ideological efforts, even if they would not otherwise qualify for membership in this tier, including societies pursuing an absolute definition of 'Westphalian' sovereignty.

The Free Kingdom of Allanea is a Tier 1 Society:.

Clarification: It is possible in some cases for several tiers of societies to exist in the borders of one country. For example, the nation's government might be a Tier 3 society, but a terrorist organization controlling a remote area of land within the nation may be a Tier 8 or worse.

As a nation borne out of a successful slave revolution, Artemea is aggressively anti-slavery. We have a long record of working both within our borders and internationally to curb the global slave industry, which would drop us into the category of a Tier 1 Society. Artemea has always been, and will be for the foreseeable future, a proudly abolitionist state.

Slavery is common here. Those who commit acts of heresy can be forced into slavery. If you’re a someone within the territory of luminumbra, tourist or citizen or otherwise, it is very important that you know the holy texts. Tourists don’t have to convert, but if they want to avoid getting into trouble they should still practice the commands set in the holy texts. Any mistep can result in them waking up at an auction block. The worst offenders receive capital punishment. Most asteroids in Luminumbra are mined by slaves. There is no forced breeding involved in Luminumbran slavery, but torture and mass sacrifice are an every day practice. New slaves arriving at their work station are petrified to hear the constant screams of other slaves that made even the tiniest mistake, but he eventually gets used to the screams, and it encourages him to work harder, lest that be his voice others hear. Every week, the slave who has had the least production for that past week will find themselves bound to a spell circle, ready to be sacrificed to the Gods. If production is particularly low within the whole unit, which comprises of around 100 slaves or so, several tens can be sacrificed at once. The state even rewards those who make sacrifices, as it “pleases the gods”, so there’s also an incentive structure. About 5%-10% of the population is enslaved at any given time, meaning anywhere from 1 out of every 20 to 1 out of every 10 people are enslaved.

As such Luminumbra is a Tier 9 Society

Aikoland is a tier-2 society. Slavery has never been legal in our nation, but due to our nation's policy of self-defense, we do not interfere with the internal affairs of other nations.

Nowdays, Skyhooked is good ol' Tier-1 society. Since we broke free from our former tyranic governemnt, winning freedom by blood, we find slavery abhorrent, and swore to fight it till the end. Both within and abroad. We raid those, who enslave, and don't care about someone's internal affairs.

However, before revolution in 1982, when Skyhooked was called Enthorea, our society was 7-8 Tier. Many people were slaves in private prisons, due to extremely strict laws, which were almost impossible to obey and survive. Many poor population gone through this for even slightest offenses, while rich were above the law. And the church in fact supported this. Hell, even without those, people had to labor for 14 days without any rest for payment, which was barely enough to survive, if not food. Yet de jure it wasn't full slavery.

Thermodolia is a Tier 2 Society. Slavery in all it’s forms, including unpaid labor and prison labor, is illegal. However due to Thermodolia’s national security and defense doctrine we are not keen on actively destroying slaver nations.

Kendor is a Tier 1 Society. We prohibited slavery of all forms within out constitution, and actively enforce this law, with educations on why slavery is bad, and harsh punishments to any citizens found enslaving people, even if they do it outside of our country. We also actively participate in slave liberation programs, by freeing slaves from other nations and helping to participate in anti-slavery missions

Within Zhouranese society, slavery is seen as unjustifiable and even dishonorable, however Zhouranese people don't particularly care about other nations and are generally apathetic. As a result Zhouranese society is a Tier 2 Society, however if a weaker country with a weak military does conduct slavery, then the Zhouranese wouldn't mind invading such country and liberating the oppressed, therefore Zhouranese society is flexible enough to be a Tier 1 Society.

Dark panther prohibited slavery of all forms within our constitution in 1916 when the great leftist revolution occurred, and actively enforce this law, with educations on why slavery is a horrible practice, and harsh punishments to any citizens found enslaving people usually 45 years in prison or worse. and has invaded weaker states militarily with slavery to free the slaves so dark panther is a Tier 1 Society

We are a Tier 2 society. Although slavery is outlawed in our nation, we do not necessarily attempt to stop it in other nations. Technically we are Tier 4 since we do not enforce the prohibition of slavery, but since there is no culture of slavery in our nations this is not entirely true.

The nineteen countries is a Tier 4 Society: slavery is prohibited in the continent of Yohannes, but successive executive councils through the years have not attempted to enforce their prohibition, or would only do so to pay lip service to ardently anti slavery trading partners. Meanwhile, it conducted almost open trade with known slaver states. From 2014 to 2016 for instance, where the newly elected Thirty-sixth Christian Democratic Executive Council approved the sales of strategic bombers and frigates to the Scandinvans in its war against The Macabees.

At the same time, the nineteen countries have funded and openly supported international anti-slaver organisations. One was the World Anti Slavery Organisation in 2011; another being CAPINTERN in 2015.

At the end of the day, the Yohannesian Model economic policy presents the following question: would there be any commercial and industrial benefit from the nation state supporting a certain foreign cause? If the answer is yes, then the nation state will support that cause to pay lip service to potential trading partners; if no, then neutrality would be the official policy of the executive council of the day

By definition, the Pan-Universal Republic considers itself a Tier 1 society, given that slavery in all forms is outlawed and punishable by death (if you participate in any sort of slave trade). Slaver societies are considered highly reactionary by the Central Committee, and are to be annihilated whenever and wherever possible (ironically our treatment of former slavers often isn't much better than their treatment of their slaves). That being said, there are elements of Tier 5 within the state, given that forced labor camps and harsh reeducation facilities do exist.

The Democratic Exodian Territories is a Tier 1 Society.
Having experienced both the racist, oppressive chattel slavery of the 18th-19th century and the cruel labor camps enforced by a Communist government in the later years, the original Exodian people from the colony of Asha-Wang have a strong hate for any type of forced labor. As such, the only labor permitted in Exodia must have the worker paid fairly, naturally.
Being interventionist with quite a few resources, the Exodian military will not hesitate to raid and liberate any slave areas abroad, and the Exodian Secret Service and municipal police departments are in constant patrol for prostitution rings and any type of criminal organization who forces a person into labor, both at our own cities, streets, and ports of entry, and areas abroad.

Based off of Allanea’s tier system, Granluras is can be classified as a Tier-5 society. Granluras has a institutionalized system of penal labor which has been extant since the 1950s. Although in comparison to other countries, past and present, which also have/had penal labor systems, Granluras’ penal labor is much more human and less dehumanizing. Lifetime penal labor is non-existent and the maximum sentence to penal labor is one year. Penal labor is also restricted based off physical abilities or disabilities, age, and origin (specifically, if you’re a naturalized citizen or unnaturalized/visiting foreigner).

PS: A factbook pertaining to Granlurasian penal labor is in the process of being made and might be released within the next ten days to two weeks.

We're Tier 1 or Tier 8, depending on if Agents count as people. Agents are confusing, as they are almost like Personalities, but not sapient, so kind of like an animal? But it's just a difference in code! Although they are how Fliont have bodies in the first place, are you enslaving your body?

Glad we finished that discussion long ago.

Great Nortend could tentatively be classified as a 'Tier 7' society in as much as serfdom still exists as a form of land tenure.

Land tenure in Great Nortend is either a fairly simple modern system of tenure in chartered towns and cities, or alternatively a rather complex feudal system in areas where manoralism is in place. A person may be either a freeman, a villein, or a cotter the latter being a person tied to land indefinitely at the whim of his lord. Most farmers in Great Nortend are villeins, however this status is less restrictive as it may have been in the Middle Ages. Villeins typically hold their land under the tenure of socage, meaning they are required to render to their immediate lord, typically the lord of the manor, a quantity of goods, labour or rent a number of times a year based on local custom. This has generally since the 19th century developed into a rent, however corvee (labour) and presentation of nominal produce is frequently still found, especially in areas of Aceshire and Haxoshire, Mure, Barard and Gortland. A form of socage known as petty sergeanty also exists where the serjeant provides services or goods to his lord, such as bedstraw, horse-grooming or serving as physician (or paying for), as required. Villeins holding land under socage are not permitted to sell, surrender or transfer their land without the permission of their lord, however they have the right since 1844 to choose to either escheat the land back to the lord or to pass the land to an heir.

Villeins may also hold their land under copyhold, which is essentially a form of tenure that is tailoured to the particular needs and customs of the lord. Nowadays, it is most often purely a form of rent. It is generally a form of tenure that is less restrictive for the tenant. Copyholds are typically in the forms of copyhold in inheritance, or copyhold for lives. In copyhold in inheritance, the title is inherited according to the local custom. Copyhold land held in inheritance can be 'sold' by surrendering the land to the lord and requiring the said land to be admitted to the 'purchaser'. In copyhold for lives, typically three people are listed as holders of the title, and while the first person listed hold the land, the latter are said to hold the land in reversion and remainer and form a queue for passing the land. Upon the death of the first person listed, the second person inherits the property and nominated a new person to form the last person in the queue. Titles for copyholds for lives cannot typically be sold, unless with the concurrence of all holders of the copyhold.

Tier-2. Slavery has been outlawed in Gandoor since the late 18th century, but we do not work to abolish it in foreign countries, as a result of our official stance of neutrality in all foreign affairs.

Any enslaved person who enters Gandoorese territory is automatically considered to be free and any slaveowners who enter our territory can and will be arrested and prosecuted for their crimes, with a maximum sentence of 75 years imprisonment.
