Tier 8 - The unemployed are usually sold into slavery and many prisoners may be sold into slavery instead of recieving the death penalty.

Laredo would be classified as Tier 5. While slavery is prohibited, and this restriction on slavery is enforced, our legal system has many convicted criminals forced to work in labor camps.

As an Amistad Signatory, Palmyrion is de jure a Tier One.

However, this ignores the nuances of Palmyrian society, one that isn't so readily visible to foreigners. Slavery is illegal in Palmyrion, and prison labour has been abolished on 2010 - however, in some of the poorer, more dangerous, and crime-ridden corners of Palmyrian society, anti-slavery laws are not properly implemented, at least not without heavy-handed application from the authorities, and thus "voluntary debt servitude" still exists in these areas. Slaver cartels do exist and do a systemic breeding programme for the purpose of breeding slaves; from birth, these slaves are raised and brainwashed for slavery, and the youngest these slaver cartels usually sell is children of the age of eight.

TL;DR The nation-state of Palmyrion is officially Tier 1, but as you go down the socioeconomic strata of Palmyrion you start seeing more traditionalist elements alongside descending along the tiers, going down to Tier 6 at worst. The criminal underworld of Palmyrion is largely Tier 7, but slaver cartels are among the dregs of the dregs at Tier 9.

We fall under a Tier 5 Society, slavery is generally prohibited, although some kingdoms, especially Catel, use prisoners as laborers, rather than sitting them in a dungeon. Consequentially, prisoners may be released sooner than in other kingdoms as they have paid their debt in hard work.

Those accused of treason or attempted assassination of a Monarch or his heir, however, will always be put into debt servitude. If they do not follow, they will be executed. There are not many cases of this, but such laws exist to prevent the spread of corruption.

The Wack-i don't necessarily practice "slavery", more so of foreign employment from other nations, we pay these "slaves" and they can quit any time. So I'd say were Tier 7.

We have gone back and forth in our history between Tier 7 and Tier 2, but at this moment in time we are at Tier 2.

The Incorporated States of XY is a Tier 7 Society: as slavery is legal but limited in scope as excess slavery is looked down upon for pragmatic reasons, as we are a consumerist culture (slaves aren't paid & thus not consumers). Thus slaves constitute only a small percentage of the population, and slavery does not play a major role in the country's culture and economy.

Slavery is illegal in Marsoslavia. But the serious criminals are often sentenced to slave labor camps to work for Marsoslavia, then after 6 months they are getting eliminated by starvation. Tier 6.

We have elements of Tiers 7, 8, and 9.

The fact that Decepticons are superior to other lifeforms, and that all other lifeforms should serve us, is a bedrock principle of our society. It is seen as patently ridiculous to even suggest otherwise, and not only that, making the suggestion is Treason Against the Decepticon People and punished with death. On top of that, it is seen as destiny for us to one day control the entire universe.

Needless to say, slavery is legal. Other lifeforms are lesser species, and naturally belong to us. Even inferior Decepticons, discovered by them being idiotic enough to install software into their minds without running a proper antivirus check on it first (and thereby getting themselves hacked), are eligible for enslavement. The latter practice is greatly frowned upon, and those who do it can be targets of lethal vigilante action, but it is legal just the same.

By the above, you would think we'd be a strictly Tier 9 society, but this is probably the most Tier 9ish aspect of it. Even then, as you will see, the "corruption" of our society isn't based on slavery per se, but on a wider philosophy that, in a nutshell, says that inferiors are fair game for whatever we throw at 'em. Slavery just isn't what we usually do throw at 'em, as you will see below.

Despite this, most Decepticons do NOT gain their social status by how many slaves they own. In fact, most Decepticons own ZERO slaves. Status is determined by skill at raiding - of the pirate variety - and most prefer to raid other planets for oil and other inanimate resources instead of livestock. Oil doesn't go stale, doesn't require special life-supporting spacecraft, needs no food or water, and doesn't try to get away. That makes it much easier to deal with as well as more profitable. Very few gangs actually raid for slaves, and when they do, it is because the government is specifically incentivizing this as a form of aggression against a specific enemy. (By this, we'd be more of a Tier 7, despite the likely-lethal response to the suggestion of actually freeing our lessers.)

Tier 8 only applies because, in terms of raw numbers, we do have many head of livestock under our dominion. However, ownership of these vast masses is concentrated into the hands of very few. Instead of random Decepticons each owning a slave or two, industrialists own millions (or more) per company. It is quite rare for any Decepticon to have a "personal slave."

Tier 9 kicks back in when you consider the mining system. This industry uses slave labor almost exclusively, and among mine owners, it is indeed a form of status to own a lot of livestock. This is because a mine with a lot of slaves produces a lot of ore due to the abundance of laborers, which in turn results in more profits and wealth for its owner.

That said, while our livestock is subject to genetic engineering, it doesn't have to put up with forced breeding. Livestock for ongoing needs are generated at the Cloning Centers, where we can strictly control the DNA content of each individual. Natural breeding is far too random, and almost all slaves we have that resulted from that process are captives from war actions. We do not in any way encourage, let alone force, the production of no-quality-control, randomly generated livestock.

We also don't "sacrifice" humans (or other livestock), though we certainly will control their numbers to keep them in check if need be. However, this is only a problem for them in the early years of taking over a planet. After the original population ages out, it is replaced by sterile clones according to our projections of labor needs. This eliminates unwanted population booms without the need for further mass-deactivations.

Torture, at least the kind done for the sake of it, is also rare. Damaged slaves do not work nearly as efficiently as healthy ones. However, if we find a slacker or malcontent, we will administer corporal punishment to speed him up.

Still, it is legal for an owner to do anything he wants with his property, biological or otherwise. He just won't stay in business for long if he causes his livestock to be unable to work.

The nomadic people who became the Andaristivans were known for raiding slavers, freeing slaves and taking them into their society.

The people have to be more discrete now they've got a permanent home that can be targeted by retaliatory attacks, but under the surface not much has changed: although their first tactic is to utilise their newly-gained standing as a formally recognised nation to diplomatically press for other nations to combat slavery, any nations who refuse to abolish slavery are likely to find themselves raided by 'totally random terrorists,' and any nation which refuses to acknowledge the likelihood of slavery within its borders is usually presented with slaves rescued from their nation by an 'anonymous party' (whose identity is pretty clear, as the former slaves always wind up living in Andaristiva somehow).

So all in all, Andaristiva is a fiercely Tier 1 society.

The Sultanate of Sharifistan opposes slavery, it being abolished upon independence from Turkey in 1919.
The government diplomatically opposes slavery oversees and the Police crackdown on cases of slavery within Sharifistan's borders.
One of our allies, however, Tarchuna and Ravenna, engages in slavery.
We are probably a tier 2 society.

We are a Tier one with a little taste of Peace seeking foreign policy. We will just embargo the Nation that legalize Slavery and we will try to condemn them. But if war is inevitable we will declare war.

The Radiatian Federation is Tier 1. Slavery is expressly prohibited by the constitution and the country regularly conducts operations to prevent slavery internationally, usually via trade embargoes and sanctions (and on one occasion, through international military intervention.)

It's...complicated.

Technically, Equestria would be considered a Tier 5 or Tier 6 society, but that doesn't quite capture what's going on here. Among ponies, slavery is absolutely forbidden and considered anathema. Ponies are free creatures, and our government works very hard to ensure that no pony's rights are deprived, both in Equestria and beyond its borders.

The same cannot be said for our non-pony subjects. Non-ponies in Equestria have various degrees of status, ranging from full citizenship (such as our Donkey and Zebra populations), to protected but socially restricted tribal status (such as our Buffalo population), to what could best be described as serfdom (such as our cattle and sheep populations). The latter are found on Earth pony farms, and are basically attached to the farm, providing their Earth pony masters with milk and wool in exchange for food, lodging and protection from predators. That said, Equestrian serfs are accorded considerable personal rights. It's illegal to abuse them, they're allowed to choose their own partners and socialize among their tribe the way they wish, and they're permitted to sell any excess product of their labor for their own gain.

There has been some commentary from foreigners that our system is shockingly racist. Our defense is that Equestria is a dangerous place, and some tribes simply aren't prepared to face the day-to-day threats that ponies have to deal with. Cattle and sheep in particular would be easy pickings for the numerous ravenous monsters that lurk our countryside were it not for the protection Earth ponies provide.

The Slaver Pirates of Vaas also contributes to an international market of slaves that are traded between nations and regions for the profit of Vaas's criminal empire and other crime families.

Xenos would rate it as Tier 9, absolute slavery, under the assumption that I dictate every aspect of my Children's lives. Nothing could be further from the truth. While it is true that I do run nearly all parts of my Children's society, it is by their consent, making it a truly Tier 1 society. I don't force any of my Children to do anything they don't want to do; I just guide and instruct them to hopefully make the best choices from the opportunities I provide.]

The Mandate is a tier 1 nation since we were formed with the goal of protecting humanity both from itself and everything else. That being said our Europan component state does actively recruit criminals into service with its unknown Legion.

Said individuals are cyberneticly enhanced and given an IFF chip just in case they decide to use this chance to turn their weapons on Europan or Mandate personnel. After five years of service they are set free and may live in Europan space if they wish with a stipend to help them get an education or to help until they find work. Should they serve for 15 years they are given the chance to have their augmentations removed (bar the IFF chip) for free and may live anywhere in Mandate space they wish.

The Sultanate of Al-Rum is a Tier 7 with elements of Tier 8. Compared to the wider population slaves are not large in number and are primarily owned by the Sultan (or state), merchants or by some of the tribes. The typical Al-Rumian will not own slaves or even interact with slaves Ina regular basis.

Slaves fulfill different functions in society. State owned slaves perform some functions of the civil service and the military. In the wider populationthey perform basic servile functions such as cleaning. Many of the leading figures in society maintain harems, most merchants will have a slave or two to work alongside their apprentices and the tribes typically have communal slaves to perform basic services. The worst slaves roles are reserved in some of the mining industries and slaves in this industry are often criminals.

Slavery has becomes increasingly racialised. The conversion of much of the European population to Islam (the Muwallads) has reduced the number of white slaves (although the Sultans harem and the Mamluks are still largely whites, although are slaves to the extent that they serve the Sultan, they cannot be sold and will eventually be freed). Additionally both Christians and Jews are protected as people of the book and can only be enslaved after acts of armed rebellion. Thus slaves are mostly taken from the pagan tribes to the south of the Sahara (the Abeeds), meaning that they are typically black.

The Allied Tribe has abolished and never practiced slavery despite having an economy based on farming and basket weaving. In addition, we can enforce it throughout our country, but we don’t outside of our borders. That makes us a Tier 2 society.

The Hobbes Dystopia not only prohibits the practice of slavery but also actively enforces this prohibition both inside and outside it's borders. The reasons for the prohibition of slavery are mainly pragmatic,since it is not profitable, deprives the state of useful citizens and is scientifically unjustified. The reason for enforcing this prohibition outside it's borders is that it helps to maintain the Dystopia's fragile international position reasonably stable. We are therefore a tier 1 society

Tier 9 Society - Slavery and the Slave trade is a key aspect of our economy, culture, religion and society. There are large scale farms and pens set up for slave breeding. Worthless slaves are often used in rituals, reaserch and as food.
