The ICTS technically qualifies as a 'Tier 8' society, to the best of our ability to parse this system. We are compelled to disagree with some of the neighboring associations, however.

The overwhelming majority of incorporated citizens and citizen corporations are owned in whole or in part by individuals not themselves, with wholly independent participating operators making up a fringe minority.

The policies governing mutual ownership, corporate personhood and personal incorporation form the foundations of Scinan's economy, serving to protect and manage the development of all economic agents to unilaterally improve the net worth of our entire society. As all trade in the ownership and value in living assets is regulated by Government Services via the Department of Human Resources, GS itself is simultaneously the most owned and most owning entity in the Tribes.

Subscribers in all subsets of our society enjoy an excellent quality of life, investment, development and actualization. Poverty as it is known outside Scinan is unheard of beyond the immediate aftermaths of major disasters or conflicts.

We have made some efforts to engage in the personnel market beyond our borders, but sadly the state of Human Resources in the wider world seems to trend towards madness. We do not deliberately impoverish or otherwise abuse our employees, as doing so would negatively impact the growth of our society. We do not even maintain a prison system as we simply do not need to. It is as difficult for us to understand why anyone would do such things as it is for us to understand why some people seem compelled to eschew the safety systems provided by proper Governance against major economic difficulties...even to the point of violence on behalf of those who are content with the services their servitude pays for.

Judge as you must, but the slaves of Scinan are not revolting. All value is paid for.

Despite what you may think, we'd be a tier-5 society. Slavery has been illegal since 1879, but we can and often do require prison inmates to perform hard labor during their sentences, especially if they're minorities.

[TURTLESHROOM II]

In pertinence to slavery, TurtleShroom is a Tier II state. TurtleShroom has outlawed slavery for centuries, formally prohibiting slavery in the Constitution of TurtleShroom in 1796 AD. This ban is actively enforced: sex slavery and sex trafficking are punishable by death, and all forced labor is dispensed within the penal system according to the due process of law after a conviction in a fair and impartial trial.

Furthermore, and most famously, any slave owner who enters TurtleShroom with their slaves has their slaves seized, emancipated, and given permanent residency in TurtleShroom on the spot, with a path to citizenship. The master's property is seized and he is then deported to his country of origin at his or his country's expense. (If a former slave engages in criminal activity or otherwise breaks the law, he is deported to a country other than his country of origin to prevent any form of reenslavement.)

From the 1200's AD to the mid-sixteenth century, the non-human populations of TurtleShroom were subjected to enslavement, breeding a resentful opinion towards slavery. Before the founders of TS arrived in the 1600's AD, the preceding two non-human states, one for turtles and one for mushrooms, were formed in a slave revolt after a great plague weakened their oppressors and tore up their society.

The non-humans demanded an explicit prohibition on slavery when the Missionaries united to create the Constitution of TurtleShroom. They got it in spades.

Tier 9. Noteworthy, we usually do not torture our enslaved residents due to them being mindless skeletons in nature (making them completely immune to pain in general). The ones who control them, who do possess minds of their own, have a much higher chance of being physically/mentally tormented, should they screw up in their job.

However, in practice we are more like tier 5 or 6.

Of course anyone who alleges that we practice such oppression is clearly insane or deranged. Therefore they often volunteer for the most dangerous of work or human experimentation shortly after making such allegations, which is clearly the mark of a twisted mind. Others ate committed to the mental asylums or found to be linked to heinous crimes. Just goes to show you, nobody who slanders us is actually trustworthy.

There is no legal restrictions preventing slavery, because there are no laws period.

The practice of slavery has never been legal in Sagallena.

Although Sagallena prefers not to meddle in foreign issues, the country would have no problem aiding another country indirectly to abolish or reduce slavery in that country.

Purpelia is a tier 2 bordering on tier 3.

Basically slavery is absolutely completely illegal. And anyone trying to practice it will be caught, punished and the slaves freed. That's not an issue. However there is a tiny loophole in how our laws on illegal migrants work. And I say tiny because it happens very rarely in practice and is not really a big deal. But it's still there.

Basically individuals who enter Purpelia illegally have no protection by Purpelian law. So if anyone was stupid enough to do this and get enslaved for their trouble the law would not be obliged to protect him. Now, harboring illegals is a punishable offense. But it's not like a capital crime like slavery is. It's more of a slap on the wrist sort of thing. So if you were to capture an illegal migrant, keep him as a slave and get discovered you'd get a fine and the "slave" would get arrested and punished for entering Purpelia illegally.

And whilst this does not make that form of slavery legal it does at least theoretically create a situation with some very perverse incentives to enslave any illegals. After all, the small fine you pay, and I mean small, it's basically a token, compares favorably to the amount you can earn until they catch you. But we don't get that many illegals anyway and it does not really happen all that often when they do arrive that they don't just get shot. But like I imagine some will slip through the cracks.

It's not impossible. And if it does happen technically the incentive is there.

Fostoria can't really be rated on this scale. Society is very anti-slavery and goes far to get rid of it. However, prison labor is commonly used as a punishment, only for those that have committed a crime.

Slavery is banned, persons involved in attempting to engage in the slave trade are subject to prosecution. The navy of Blackledge actively maintains patrols in waters where the transport of human cargoes is known to take place to capture any vessels involved.

Polyspastonia is a tier 1 society. Slavery is absolutely illegal and is explicitly banned in the constitution. Polyspastonians consider slavery a violation of humanity's inherent rights to freedom and dignity, and the army operates an Anti-Slavery Task Force dedicated to eradicating the slave trade worldwide.

Atlantis is a Tier 1.5 society.

Slavery is illegal in Atlantis, and is punishable with a fine and/or prison sentence. Atlantis wishes to eliminate slavery worldwide, but, due to a non-interference foreign policy, it does not have the initiative to stop slavery beyond its borders. It will, however, arrest any human traffickers or slave vessels that come to its borders.

Our current number of enslaved peoples totals 844,907,000 , or around 15% of the nation's population. The Amazno ethnic group that populates the Amazon river and our large boarder with Brazil are often easiest to assimilate into the Carriebeanian way of chattel slavery. The Carriebeanian nobility grew wealthy off of this trade of manual labor and materials with both African kingdoms along the coast who contacted our adventurous explorers in the 16th and 17th Centuries and European nations that established colonies in the new world, while offering corrupt deals to many Carriebeanian politicians in that region to keep slaves flowing within the new world. The estimated 100-150 million Africans taken from Africa and put into the Carriebeanian nation and European colonies was a driving force behind the eventual industrialization of the nation in the 1800s, driving an ever needed desire for more labor. Carriebean soon set her eyes on the orient, resulting in fruitless endeavors in the dutch east indies and British Australia.

Carriebeanian efforts were plagued by years of internal strife within the mid 1800s and a winding down of religious crusades, which preached a need to modernize the armed forces, which often were met with confusion and rampant nationalism within our remaining and out of date military forces, along with a political argument over the idea of amending out new constitution from 1855 until around sixty five years later in 1920, with a bloody Amendment Revolution that saw over 4 million people lose their lives. Slavery was seen as that black sheep and uncomfortable topic during that seventy year time period,and often just cast aside.

Because of this uncomfort within the High upper class of Carriebeanian Society, much of the confederate military aide by the Carriebeanian government came from poorer families that volunteered up with them. The Patriotic Party was the first semi abolitionist movement, and even that included a sparse few radicals within their ranks that were purged in the 1930s. When the CRA took power, a massive shake up began within the entire nation's Nobility owned slave driven plantations, with large plantations being broken apart among poorer farmers, who became smaller slave owners. This is a main reason why slave owner numbers jumped from 1960 with 4 million to 400 million in 1970. This also decreased the average number of slaves per owner, from 100,000 per owner to 10 per owner.

The Carriebeanian communist government at the time encouraged this mandatory dismantling of the high nobility, promoting the deal as "A slave for every Carriebeanian family, to tend to the home and school work of the youth." This also broke the traditional gender roles within the Carriebeanian nation, as before the female of the family was expected to cook and clean, akin to 1950s Americana with the man working and the wife staying home. Now both parents could involve their children more or choose to go to work. Children raised between 1966 and 1989 were seen as the "Sunflower generation" because of an anonymous poet. Slavery became known as an affair for everyone. The U.S.S.R was repulsed by this, and frequently attempted to work with the United States in smuggling slaves away to soviet controlled Newfoundland or the united states. These efforts known as Operation Darkfoot were estimated to have freed upwards of 20 million slaves out of the then 203 million in Carriebean during 1965.
After five more raids that liberated 33 million more slaves. The CRA regime looked for new sources of labor externally, invading cuba after a Batista backed government rebellion.

When the CRA government collapsed, many of those slaves either killed their owners and joined the various religious factions during the ensuing civil war or attempted to flee the nation to liberty in other countries. During the 2003 American invasion of Carriebean, as many as 400,000 slaves were liberated by the advancing american armies until peace would be agreed to in 2005. With the end of the Civil war, the localized family slave owners were allowed to stay, albeit under more government regulation and scrutiny, with the prohibition of trade between individual neighbors, requiring a middle man to ensure the trade is fair, which came into effect in 2006. This drove up slave prices in the nation for the first time since the 1800s, with a large demand of labor from Chinese firms, these middle men racked in billions of Sais in personal profit.
While there are large plantations for the nobility to have slaves on, many of these have fallen into disrepair and disuse, with only a fraction of high nobility being active slave holders. The majority of the slaves in Carriebean are either owned by the people or by the government. As such, Carriebean would define itself as a Tier 8 Society.

The Noctish Realm lies between Tier 6 and 7.

While slavery is "officially" banned, sentences of 'voluntary community service' can be meted out to prisoners at a given judges's behest, typically involving relocation of such criminals to far-off locations in the Realm to perform menial labour in any of the nations numerous Rehabilitation Centers (other, less socially-inclined nations, have called such places "labour camps" or some variation thereof - utter nonsense!). Such Centers function, ultimately, to rehabilitate such criminals back into proper frames of pro-social thinking through their intensive labour. Individuals that fail to do so (yes, the burden is on them to improve) tend to remain interned in such camps for far longer than originally anticipated, although those that show commitment to improvement do also tend to serve shorter sentences at such Centers.

An entire class of subject - the "Nuloi" (the closest translation in English - indeed, both words are ultimately of the same root - would be "null" although the term itself means something closer to "Does not exist", or perhaps closer still to the original meaning of the word "outlaw") - exist in a weird legal standing within the Realm, in that people classified as Nuloi legally do not exist, and are thus unprotected by any of the laws of the Realm. Such classification can be either meted out by the courts, in response to acts of particularly heinous treason, or are conferred automatically on anyone foolish enough to enter the Realm illegally. While such people would face the expected penalties if they break the Realm's laws, they go unprotected by those same laws as punishment for their own crimes...and thus any acts committed against Nuloi are considered perfectly not-illegal, including forced servitude. The number of Nuloi in the Realm is not expected to be very high (the government has no interest in researching the matter, beyond the dozen or so traitors that have been assigned the status), as most Nuloi typically perish either at the hands of the citizenry or on the field of labour.

As for "abolishing" slavery beyond its borders, the Noctish government has absolutely no interest in doing so. Why would we waste precious Noct lives in campaigns of aggression against states that have nothing wrong against us?

Somewhere between Tier-2 and Tier-3. There is no zealous moral compunction against slavery, but but generally consistent enforcement of voluntary labor contract is perceived in similar vein with property right, in that they're integral components of modern economy.

Garden at 6th Mile Road, for all intents and purposes, is a Tier 1 OR Tier 9 Society, depends on the view of the outsiders. With Holly as the only sapient being, slavery towards others is an impossible concept.

However, if needed be, Holly can simply have duplicate versions of herself to serve her. Basically, she can enslave herself to benefit herself.

Noteworthy, we do not torture slavers or kill them on sight. We do, however, burn their property to the ground and salt the earth. If we catch them at sea, which is our element, we set them adrift in open boats. If they can't survive like our ancestors did, they have no business even being on our ocean.
