To the outside universe, the Kasa Tkoth Sphere looks something like Tier 1 or Tier 2. Since unwilling slavery — whether of biological beings or emulated minds — is immensely inefficient from a preference-utilitarian standpoint, and many slaves are often willing to escape their confines for a digital paradise, slaving nations are very frequently targeted for stealth uploading runs and incidentally depleted of their human resources. This is not done out of a national stance against slavery, but merely because of its furthering the K-Sphere's ultimate objective. As such, it might not be fair to say the K-Sphere actively campaigns to "abolish slavery" (no more so than it wishes to abolish less-than-optimal preference satisfaction, including, for now, biological existence altogether), and so it might not be classified as a Tier 1 from a legal perspective.
Internally, while it is a point of pride among the Freed that consent is required for any interpersonal action in the K-Sphere's emulated environments, in truth there are countless digital communities and worlds that practice "mock slavery" of one kind or another solely because the participants wish to experience what it might be like. The full scope of events in these emulated environments spans such an extent that effectively any nation not recognizing consent and preference-satisfaction as the K-Sphere's only values would almost certainly regard something within them as morally abhorrent. Tier 9 may be applicable here.
