Mind you, if you abuse the privilege, the barn or stable owner has the right to put you to work to earn your keep, but few ponies complain about it.

We have a radical idea regarding this. What if... you worked to gave the homeless free homes? Why, they wouldn't be homeless anymore, now would they? We determined that the amount of money some countries spend on hostile architecture intended to keep the homeless from being seen is sufficient enough to be better spent building homes for the homeless and setting up welfare departments to get homeless people into those homes.

Now, we haven't been able to give homes to everyone yet. Between complications in the bureaucracy, and the problem being a bit larger than what our budget has been able to handle, there are still people without homes, currently. However, we do treat those individuals fairly, both regulating laws against hostile architecture (Those benches that have rails in the middle of them for no apparent reason? The rails are there to keep people from sleeping on them, and no other reason. Well, homeless will be welcomed to our free shelters, where they need to help maintain the place and we will help them find a job according to their ability. If they are ill or disabled, we have free healthcare to cover that. If they are underage, they will be sent to school for free. That said, although we have welfare, free healthcare and education, we are quite a nation of harsh wastelanders. If you do not work, then you won't have food on your table. We won't leave them to be homeless or jobless for long, and we will eventually expect them to pay back either by community works or taxes.

If they don't wish to live in an Ultramegastores underground apartment complexex, their is no law stopping hobos from squatting.
