These are either too expensive to clear for the owners of the property to do so, in places too hazardous to be used for any sort of reputable establishment (like industrial waste dumps), or in situations where the owners of the property have an interest in maintaining the slum because it contains many of their company's workers.

The government formally has no policy on homelessness - government no help is given to them, and anyone found squatting on another's property is considered a trespasser, and can be removed by any method the property owner deems fit. Informally, homeless people are heavily oppressed, but not banned altogether. There are several private organizations that offer aid to the homeless, but these are few, far-between, and beset by imposter organizations that use money intended for the homeless to pay for luxurious mansions for their owners. Individual acts of kindness towards the homeless also occur, but not with enough frequency to be economically significant.
