The homeless are pushed to the edges of society. Most property owners will take steps to remove the homeless from their land, meaning that they can only exist in the margins on waste land or in the slums.

Rates of homelessness in Nui-ta are relatively low, at least towards what you can see on the streets.

Nui-ta has a deal with the state religion of Stalari that they are allowed their status as the state religion so long as they pick up a lot of the welfare needs of the nation. To this end, most temples maintain shelters for those without homes, and connect them to services that allow them to seek employment, education, and healthcare that may be holding them down.

Our homeless situation and the way we treat them is similar to how it would be in the United States, although people here actually stop and give them a couple of cents, or maybe a dollar if they're feeling extra nice.




Most people would stop and give them enough cash for a sandwich from Subway or a few pounds out of the kindness of their hearts, but most likely wouldn't take them in or anything like that. Some people see them as "less," and not something to interact with if they could possibly avoid it.

Humane Citizens is a non-profit, volunteer organisation based in Whitelaw that runs homeless shelters that anyone can stay in for as long as they need to for free. Shelters provide 3 meals a day, and if they allow pets will provide an additional 2 meals a day for any four-legged friends that may visit. Shelters are also heated and have warm and cold running water. There are no private rooms, but storage lockers are provided for long-term residents if they need them. Humane Citizens also provides limited financial assistance to people struck by disaster to help them get back on their feet.

As for how the government and legal system treats the homeless, they are all equal under the law. Legal fees are typically reduced on account of their financial situation, but are still far too expensive to pay off without indentured servitude (which is unconstitutional), so most homeless people don't take advantage of the system unless they absolutely need too. For this reason, it would be highly unusual to see a homeless person retain private counsel.

Hospitals are also free, so should any homeless person need medical care for any reason, the hospital is obligated to take them in as they would any other person and treat them as they would any other person. Food courts typically charge a fee for their services to avoid an influx of homeless people with self-inflicted injuries just to get a free meal. Pharmacies also dispense any prescribed medication for free.

They are largely ignored. The Ephyral value self-sufficiency, and those can't do that aren't should serve those who can. As a result, many of those that end up homeless may try to secure a indentured servitude contract, performing labour for accommodation, with this labour being impacted only by the conditions of the contract, and not labour laws (as few exist). Therefore, in the eyes of some, this can lead to the indentured servant being exploited.

Those forced into homelessness due to debt often become property of their creditors, and are legally recognised as a slave through debt bondage. The value of keeping them exceeds that of the labour they provide, making escape from debt bondage virtually impossible.

Public charity to the homeless is few and far between, and tourists are advised not to offer spare change to homeless people they encounter.

The homeless may be looked down upon by some, but this isn't necessarily routine. Those that pay the most attention to the homeless are those that seek to profit from their labour.

The homeless population in Gandoor is extremely small, estimated at less than 6500 people, due to the existence of public high-rises intended for use by citizens with little to no income.

Our government policy towards the homeless is simple: assist them so they can have some place to sleep that is a proper residence.

The homeless are largely ignored, but only by the average citizen. Free emirates find them excellent reservoirs of low-cost labor, having only to provide half-decent means and a shelter. It is a characteristic of many larger cities that vast hives of metal scrap serve as temporary residences for the homeless.

Unlike many nations on this thread, we actually deeply care for the homeless. Low-cost, manageable housing is almost always under construction. Whilst housing is being constructed, those who are homeless are drafted into the military to be trained and educated if they aren’t already. It gives them temporary residence until their service is up and they’re free to live as they wish.

Homeless veterans are prioritised, as we have seen the injustice faced by many vets around the world.

Homelessness is almost non-existent in Polyspastonia due to a well-funded welfare programme. Those that do find themselves displaced are granted free homes and are helped to find employment.

In Balcora the homeless are generally classified into several groups before they're filtered through for social services. Qualified applicants for social welfare, especially provided they are capable of labor in some capacity, are given a basic package that includes collective housing, 3 hot meals a day, electricity and plumbing. They're also sent to the nearest government job office to be processed for immediate employment.

Non-qualifiers are still immediately sent to to a job office to fill in for available blue collar work in either public or private sector. Non-citizens are usually sent home, but any children they have that are born within the confederacy's territories are automatically citizens.

For housing, we give them a soviet styled-apartment or a Dacha-styled house with viable land to produce crops.
For its livelihood, we believe in the phrase: "Give a man a fish, and you feed him for a day. Teach a man to fish, and you feed him for a lifetime", meaning that the homeless person should recieve only rations for the first 2 weeks, but after we gave the homeless a shelter. YN completely assists the homeless to find a job before the 2 week ration runs out.
If the homeless has a far or distant relative, the YN will assist the homeless to find his'/her relative using the nations statistics bureau.

Homelessness is exceedingly rare here. Most will go raid some oil from some other planet before they get that broke. Those who don't have the wherewithal to cover the need for fuel, weapons, and armor needed to get to another planet usually get a job just long enough to get that money. It's very easy to get a job here because almost everybody would rather go raid, and as soon as they can, they quit their job and go do that instead. This makes all menial jobs into revolving-door operations, and while it's a pain for employers, it's a boon to those whose last raid or two was unfruitful.

That said, there are some who just don't do well at any of the many ways of making or stealing money on and around Cybertron or engaging in crooked (or even legal) activity elsewhere, and who don't figure it out in time to keep their homes.

For them, there are two main options:

Try to Steal a House

The homeless person sizes up the owners of various houses. When he finds one he thinks he can win against in a fight to the death, or who seems like a coward that he can drive off, he engages that person in battle. Winner gets the house. The loser's usually dead, so either way, that's one less homeless person!

Homeless who are too cowardly to use the above method will squat in a derelict house. This works until the owner comes back from raiding (or whatever else he was doing). At that time, there will be a fight for the house as in the other scenario, only this time, it's the rightful owner who will find himself on the outside. Squatters will usually fortify their pads before this happens, if they have time to, in order to increase their chances of retaining control of the property (and staying alive).

Stay on the Streets


Those who are too chicken to fight, whether immediately or later, typically end up on the streets. This often leads to death within a few years at most. Scrounger gangs will actively try to capture anyone too weak to fight back, with the intention of selling him to a foundry as scrap - and someone so poor that he is homeless is typically poorly-maintained (and therefore weak). A weak person who has no house or building to go into, and lock these gangs out of, is easy pickings for these vulture-like opportunists.

Begging is legal, but in actual practice, it is not an option. Nobody will give up their hard-raided Energon, so all it will do is broadcast to the Scroungers that you are weak. If you can't hide your weakness, even other homeless will attack you. The other homeless, however, are more likely to steal whatever working parts you have right out of your body (and install them into themselves) instead of outright selling you for meltdown.

Depending on their circumstances, the able homeless are offered almshouses by the Church and private organisations, usually in return for nominal rent with the requirement of labour.

Jebslund has no homeless that aren't nomads by choice. The welfare system is basically a step short of a UBI, and those with jobs earn more on top of that.

The Holy Empire of The Way of the Krakken, however... Well, you better hope your local temple gets enough donations if you happen to be homeless...

Homelessness is a problem in Kenmoria, despite many different government schemes to help them. Currently, the homeless are given temporary accommodation at a government shelter and minimal welfare like food and water as well as given help on how to find a job. Those who cannot work are given moderate benefits but there is still a large problem with that not being enough if the person in question has a family. Most people are generally kind, though wary, of the homeless.

The right to permanent accommodation is enshrined in the Imperial Charter. If an individual is deprived of accommodation for whatever reason, new accommodation is provided.
