The motto of Melvonius the Great, mythical founder of our nation in the decades after the final collapse of the Roman Empire, was "Melior Fortis" - strength is best. But since the Middle Ages, possibly due to a translation error, out military motto has been "Melior Foris", which in English approximately means "Better keep out of it." Not only do we not intervene militarily in the affairs of other nations, we have a very small defence force.
This may seem like a high-risk strategy, but it's balanced by the fact that we have literally nothing to plunder. Our main industry is tourism, and nobody wants to visit a mine-riddled bomb crater. (If they do, there are lots of alternative destinations.) Our Minister for Industry would be the first to tell you that we'd make the worst slaves in the multiverse. Thanks to our near-universal smoking habit and attachment to unique local cocktails, we don't even taste good.
Incidentally, thanks to the inattentive "just click anything" attitude of government, our military is 100% gay. So, while our fighting forces are small, underfunded and poorly armed, our military parades are guaranteed more fabulous than yours.

The Zhouranese therefore have a very long experience with the harsh realities of war, and to countries who say they love war are countries that have never suffered the brutalities and are probably blinded by a false sense of political militarism and a lack of true martial culture.
