Assuming that the immigrants do not claim asylum or refugee status, it depends on what country they are from. If they are from a country of which Frenequesta has a open-border relationship with, they are allowed in automatically, with the exception of those who are known criminal fugitives.

Otherwise, we direct each of them to apply for a visa, which is usually granted anyway, as it’s easy to claim a “sincere intent to find gainful and legitimate employment.” We do ask for competent documentation of that intent, but it’s not very strict—just filling out an application to some low-end job, even if one hasn’t actually sent it in, usually satisfies this. (Some have argued increasing the number to two to curb the more obvious abuses.)

Both Neighland and Joplinia, the predecessors to Frenequesta, saw themselves as lands of opportunity at the core, and we don’t begrudge new people trying to take part in that tradition.

The Malagarian government would recognize them as an invading force and would hold them in one of the old internment camps until their home country makes arrangements to retrieve them.

The Batory Empire would take their names down and welcome them to civilization, giving the necessary paperwork to fill out for legal residency and eventually citizenship.

A bit less altruistic, of course, would be the offer to expedite citizenship if said immigrants join branches of the Batory Imperial Military.

The Freehold would first of all, not permit the free movement of a large horde of migrants within its borders, due to the dangers posed to the resident citizens of our nation. If we were aware of the impending crisis we would set up border defences, and make efforts to deflect the caravan back to its homeland. Those that managed to gain access, if found, would be arrested, detained, and deported.

Should an attack on the border occur, belligerents will be met with force. The caravan at large will be halted as best we can, and diverted elsewhere, but under no circumstances would we permit it access to our nation, or through it to get to somewhere else.

Of course, if they came back with some sob-story about fleeing from persecution, we might be talked into letting them stay for a little while. If they managed to survive the random monster attacks out in the wilderness, they might even be allowed to settle down.

Are they humans? Well, depends which tribe finds them - if it's a nice tribe, they'll be turned around. If not, then they'll be killed and sometimes eaten.

As an archipelago, the only way to illegally immigrate into the Kingdom is by sea; the Royal Philippine Navy typically intercepts such "boat people" for processing, typically using a converted passenger ship.

Processing is done on a case-to-case basis, including background checks to weed out infiltrating extremists. Economic migrants are thoroughly screened while migrants fleeing persecution (refugees or asylum-seekers) are screened less thoroughly than economic migrants.

As a general rule, economic migrants who are professionals or skilled workers and Abrahamic refugees or asylum-seekers fleeing persecution for their beliefs are welcomed without prejudice. The former has historical precedent: prior to the crises that led to the rise of the Kingdom, Filipinos were wont to seek greener pastures abroad; that the Kingdom welcomes skilled workers and professionals can be considered reciprocity in action. The latter came as a declaration from the current King of New Luzon, who ascended to the throne upon his father's death in 1989: "So long as those who wish ill upon Christians, Muslims, and Jews alike still draw breath, the Kingdom shall remain a sanctuary for these sons and daughters of Abraham. Where scorn and contempt for their creed are all the world offers, we offer a place for them to live free."

Assuming the immigrants of the caravan pass muster, they may live their lives peacefully and productively, and after five years--three, should they choose to enlist in the Royal Philippine military--they may apply for naturalization; by then the vast majority of these immigrants will have embraced the culture of the Kingdom.
