We would welcome them with open arms and provide identity cards, living necessities, dental and medical treatments, immunizations, housing, jobs and education with the intent to integrate them into our population.

The Diwan will then order a response, propably order the Bey to reinforce the borderguards. Camps will be built, the sick and injured will be given aid and they will be fed.
All muslims among them will be granted entry into the Exalted Hamidiye State, kaffirs and heathens will be sent back. Also the nneighbouring state they came from will have some pointed questions asked by the Sultanate just how they let this happen and why. Solroche is a landlocked microstate with no sea borders or airports, so the only way to reach us is through other European nations.

Although the guards have weapons for protection, deadly force may not be used unless the immigrants qualify as "enemy invaders" (armed and/or hostile). Most incursions are taken care of without incident, and a good dose of tear gas is usually sufficient to send even the most brazen border-hoppers scurrying.

Outer Sparta is an island nation so we don't get caravans. As with how we deal normally with immigrants, we give them asylum and they qualify for citizenship in a year, depending on their status. Resources for migrants are provided along with the promise of a job/education.

As a Northern European nation (no EU in our world; it already died) it would play out differently than in the US.
First off our immigration laws limit potential asylum & citizenship only to those with Germanic, Scandinavian, or (oddly enough) Finnish, Inuit, and Samii Ancestry; and even then they must fit with our socio-political ideologies.
Temporary residency & visas may be allowed for other ethnicities & non-abrahamic religions; however that seems unlikely in this sort of scenario.

Those that do not fit our criteria will be halted at the border with warnings across all medias that they are not welcome.
Those who attempt to storm or sneak across our borders will either be gunned down, or arrested and sold into slavery; again with ample warning across all media that this is the fate that will await them.

Really only the truly stupid would try since they have no future here!

Those that aren't deem worthy of living in the Technocracy, be it because they're too religious, too traditionalist, or have Democratic/Fascist/Communist sentiments, they are to be sent back. All children, upon passing the health inspection aspect, are granted asylum and to be educated to become members of the Technocracy. Adults have solidified their potential, but children have yet to materialize.
