Thermodolia is effectively a peninsula. The majority or Thermodolia is bordered by water or huge mountain ranges, there are very few good border crossings for caravans. Suitable border crossings are only located in the northeast, northwest, and the western border near the ocean.

Therefore the majority of Thermodolia is patrolled by the coast guard and the navy. With the Thermodolian Immigration and Border Enforcement Bureau and the National Police guarding the land borders. Parts of Thermodolia also borders two totalitarian nations and as such these borders are heavily guarded with a wall and army patrols.

Thermodolians are very xenophobic. And as such refugees are generally not welcome unless they are political refugees. The coast guard and the navy are under strict orders to halt any “boat people” from entering Thermodolia. So if a caravan of immigrants showed up at the border they would be turned away.

It would be quite hard for a proper immigrant caravan, considering Exodia is an island archipelago. They’d be stopped by the Navy Territorial Defense, or if they got close enough without being caught, the Navy National Defense (our version of the Coast Guard). If they somehow made it on shore, then they’d be immediately greeted by military police and local militias.

Military personnel would request them proper identification, tow their vessels to port if needed, them escort them to an immigration office.
They would all be screened at the office through an international database, while under the eyes of the MPs- if at any point we believed or comfirmed that they may have come from a hostile nation or state that has frequent terrorism, crime, or the like, without a logical explanation or believable story, (defection, asylum, etc.) then they might be subject to deportation, or in rare cases, custody and interrogation by government officials (we’re a bit wary of spies, gang members, or terrorists). Undocumented persons who show repeated or serious violence towards anyone, from Exodian civilians, personnel, or their fellow migrants are also subject to immediate deportation.

All that pass this safety test are now legal Exodian residents and on the path to citizenship.

(If they don’t speak English, we have enough multilinguals and professional linguists in our immigration officials and military personnel that can take care of it, but a requirement for Exodian citizenship is knowing basic English.)

If they ignore our immigration policies and try to force their way in, they will be intercepted by our military, detained if not kicked out immediately, and likely deported following detainment.

The Holy Republic of Deseret and Zion constitution enshrines the right of asylum, and potential immigrants can apply for asylum via their local Desereti consulates, or upon arrival in Deseret and Zion. However, applicants for asylum status must still undergo normal customs and border screening and apply for a visa before legally entering the Holy Republic (unless legal American, Californian, Canadian, or Mexican citizens holding valid national ID cards and at least two other forms of identification). Legal applicants who pass background and custom checks and are approved for a travel visa may enter the Holy Republic for a limited period of time (60-180 days, determined upon screening). Those who apply for asylum must meet certain requirements (subject of political prosecution in parent country, or evidence of economic or social hardship - violence, famine, etc. - in the parent country) will be granted asylum status, renewable every two years, and instructed to apply for applicable state housing programs and/or financial assistance. However, state assistance requires participation in non-profit English-language programs and/or other Desereti cultural programs.

In the event of a migrant caravan approaching Deseret and Zion, the first option would be to liaise with the Mexican, or other government, in order to direct them to established border crossings. Supplemental personnel, most likely from State Militias or, if necessary, Military reserve units, would be called up to intercept and coordinate any large group of known migrants, and to provide lodging, food and medical services for these migrants during the selection process. Migrants would be fed and cared as well as possible during for proper customs screening and visa approval. Those migrants who are granted asylum status would be allowed entry and directed to the appropriate resource programs. Non-asylum seekers would be granted a temporary travel visa, if they are not deemed a flight risk. Those who are not approved for a visa or awarded asylum status, will be denied entry and forced to return to either their country or origin or the country through which they entered the Holy Republic.

In addition to normal visa procedures and asylum requests, the Holy Republic offers a religious migrant visa to Mormon converts from other countries. In order to qualify for a religious migrant visa, the applicant must be referred by an established priest or missionary from the Church of Jesus Christ of Later Day Saints and screened by the staff of their local Desereti consulate/embassy. Religious migrant visa holders are required to join and establish a record of attendance with a recognized LDS church community within Deseret and Zion, and these visas are subject to a renewal every five years.
