We actually transform (usually into planes) and fly to get to distant places, and cars are banned. So "driving" in this case would best pertain to flying in plane mode.

What is the maximum allowed blood alcohol content (BAC)? We have no blood, so we physically cannot have a BAC. However, the use of alcohol effects sims during flight is - while not "banned" per se - a Very Bad Idea. This means that people will flat-out shoot you out of the sky if you're seen flying erratically. They don't want to take the chance of such a person causing an air crash, since they're the other planes.
Is it different for new drivers? No
Is it different for professional drivers? No
Is it different for foreign drivers? No.
What is the penalty for drinking and driving? We shoot you out of the air in order to maintain our own flight safety.
When can police check for alcohol? There are no police. That's why we just open fire!
Can police check for drugs other than alcohol? There are no police. But the response to ANY erratic flight is the same: Shoot that sucker down before he can plow into us!
No war RPs; no open RPs.

What is the maximum allowed blood alcohol content (BAC)? 0.079% is the maximum allowable BAC. Once your BAC hits 0.08%, you are guilty of DWI. However, you can still be charged with DWI if your BAC is within legal limits if you are noticeably intoxicated. There are also some zero tolerance cases, such as minors and drivers with children in the car.
Is it different for new drivers? No.
Is it different for professional drivers? Yes, zero tolerance. You can also be fired from your job and lose union membership.
Is it different for foreign drivers? No.
What is the penalty for drinking and driving?

First offense: Fines, possible temporary suspension of license, voluntary driver education (lower fine/suspension).

Second offense: Fines, mandatory license suspension, mandatory driver education.

Third offense: Prison time, permanent license revocation.
If you cause property damage, the offense is counted as one term higher. (So a first offense with property damage will count as your second offense.)

Causing injury to another while driving intoxicated: You will be charged with Recklessness Causing Bodily Harm, a felony, in addition to the DWI. This applies even if the victim is a passenger in your vehicle. The victim may also sue for restitution in addition to the criminal penalties. This is treated as a DWI one term higher than normal, and is always a third offense if the victim is maimed (permanently disfigured or disabled.)

Killing another while driving intoxicated: You will be charged with Involuntary Manslaughter, or even Criminally Negligent Manslaughter. These carry a minimum sentence of ten years' imprisonment and a maximum of 25 years for Involuntary Manslaughter and life imprisonment for Criminally Negligent Manslaughter. This is always treated as a third DWI offense. You will never drive again.

When can police check for alcohol? If the suspect is driving in an intoxicated manner or if the officer has any other reasonable suspicion that they are intoxicated.

Can police check for drugs other than alcohol? Yes. Driving under the influence of marijuana or any illegal drug also counts as intoxicated.

What is the maximum allowed blood alcohol content (BAC)? However much is enough to kill a person; we don't have any limits.
Is it different for new drivers? No.
Is it different for professional drivers? Not in the eyes of the law, although they will most likely get in trouble with their company if their work performance is impaired by intoxication.
Is it different for foreign drivers? No.
What is the penalty for drinking and driving? Not a crime unless you actually get involved in an accident, in which case it will be an extenuating factor.
When can police check for alcohol? At the various criminal/contraband military checkpoints set up on our nation's roads.
Can police check for drugs other than alcohol? Yes, but drug driving is not illegal in and of itself and no recreational drugs are banned.

What is the maximum allowed blood alcohol content (BAC)?
"Legal intoxication" is defined as a BAC of 0.05 or higher, meaning most individuals can consume a drink and still legally drive.

Is it different for new drivers?
Drivers between 16-18 should not have any alcohol in their system, as they are not allowed to drink. 18 and up are subject to the rule above.

Is it different for professional drivers?
Commercial drivers cannot have any alcohol in their system while operating a vehicle -- even residual amounts from the night before.

Is it different for foreign drivers?
Foreign drivers are subject to the same rules.

What is the penalty for drinking and driving?
The penalties for drink drinking vary by level of intoxication.

0.05 - 0.09: A $500 fine and a night in the "drunk tank." Will be released with a written warning from the police and a mark on their record.
0.10 - 0.14: A $1000 fine and having to appear before a judge. Maximum penalty: 30 days in jail and suspension of driving license.
0.15 - 0.19: A $1500 fine and having to appear before a judge. Maximum penalty: 60 days in jail and revocation of driving license.
0.20 and above: A $2000 fine and having to appear before a judge. Maximum penalty: 1 year in jail. Mandatory revocation of driving license.

When can police check for alcohol?
At any time when they suspect intoxication (i.e. they smell alcohol on the person's breath during a traffic stop) and at drink driving checkpoints.

Can police check for drugs other than alcohol?
Yes.

It is illegal to be in charge of a horse, carriage, locomotive, ship or flying machine if you have an altered mental state, such as from using narcotic drugs. The penalty is a fine of 2500 kroner and a 1-day suspension, or imprisonment if your careless behaviour gets someone hurt or killed (excluding yourself). However, the police can only stop you if you appear visibly intoxicated.

(OOC-I am on an IPad in RL and cannot copy and paste with it.)

At one end of the scale, drink driving could mean a small fine, but if harm is caused it could mean anything from 6 months to 10 years in prison and if a drink or drug driver kills or paralyses a person the death penalty is an option.

What is the maximum allowed blood alcohol content (BAC)?: None. Alcohol is illegal except during specific festivals or holidays.
Is it different for new drivers?: Irrevalent and Negative.
Is it different for professional drivers?: Negative.
Is it different for foreign drivers?: Negative.
What is the penalty for drinking and driving?: Two months of jail time, heavy fines, searching of your house and car, possible repossession of the vehicle used.
When can police check for alcohol?: Always. The government, police, and military are the ultimate authority. Police have clearance to do whatever at their discretion.
Can police check for drugs other than alcohol?: Yes, always. If found, the individual will be interrogated and possible tortured if they are a dealer or member of a drug gang. Wherever the drugs were stored will be repossessed and wired and monitored.

What do you mean “that’s excessive?”
