Postby Stroulia » Wed Jan 31, 2018 10:01 am

Or in others words, if your population are able to own firearms, what firearms are they legally allowed to own?

So in Stroulia, a person would be able to purchase handguns (both semi-automatic and revolvers), bolt-action rifles, and pump-action shotguns. If they own a Automatic Firearm Use License they may purchase automatic weapons.

They will pretty much own any firearm they'd like with any attachments. If they purchase a handgun or any pistol, they need two of them. It's only for the good of the corporations.

Firearms ownership in Purpelia is extremely restricted. Civilians can only own "hunting" firearms which is shotguns and some few rifles and even than only if they live near to a dangerous area such as a bear infested forest or barbarian infested border.

And when I say a few rifles I mean rifles declared explicitly permitted by name by the government or of a type that has been declared obsolete by the Purpelian military no sooner than 50 years ago. So mostly single shot black powder rifles these days as bolt actions are still treated as "potentially useful". But you can get the model 1890 service rifle and its derivatives as well as that one is permitted by name so that's what most people have if they don't have a shotgun.

Either way firearms ownership is in the single digit percentages of the population.

Now, if it's not a firearm or other modern weapon anything goes as long as its not a projectile weapon. You can literally walk around the street in full plate with a halberd across one shoulder and a sword strapped to your back and it's legal.

Purpelia does not reflect my actual world views. In fact, the vast majority of Purpelian cannon is meant to shock and thus deliberately insane. I just like playing with the idea of a country of madmen utterly convinced that everyone else are the barbarians. So play along or not but don't ever think it's for real.

Firearms don't exist in our world, however the citizenry does bear arms. The pike is the preferred weapon of the Pellish citizen, as he/she is also a member of the militia, the backbone of the Pellish Army. A pike is an anti-cavalry spear some eight to twelve feet in length with a metal sharpened tip and metal baseplate which is dug into the ground to repel mounted riders. It can also be used in anti-infantry combat, though the average Pellish soldier prefers a shortsword for such close encounters. There is no restriction on the weapons a Pellish citizen may keep/own.

They can possess any weapon without biological or chemical danger, or high explosives.

Overall, Exodia is well-known by our highly liberal gun laws.
We’re one of the few nations that actually permit fully-automatic weapons of magazine capacity lower than 50 with a normal license, granting “personal defense weapons” their proper use, just by civilians. We’re also one of the very few nations that actually permit the use of non-lethal flashbang grenades for use as home defense.

Firearms are generally prohibited unless you live in rural areas (Australia, Southern Rhodesia, South Africa). Even then, you must be registered with a club/commando/militia.
In most states of the Commonwealth Federation, all firearms are prohibited: Farmers, landed gentry, royals in certain states often possess rifles and shotguns for hunting: Hunting rifles and shotguns are the most widely owned. Some other areas allow handguns. Semi-automatic/automatic/military-grade weapons are outright banned nation-wide.

Any handgun is allowed outside full auto. As well shotguns, mostly pump-action, and hunting rifles are allowed. Hunting rifles usually fall under bolt-action. Full auto weapons are Illegal for Civillians, police forces and military only, they are not allowed to own them outside their profession.

Thanks to Zhouran's very-liberal gun laws, a citizen can legally own a military-grade fully-automatic assault rifle. In fact, a citizen can also own a fully-functioning heavy machine gun. However, explosives are banned for civilian ownership, and any caliber above heavy machine gun caliber is considered to be a cannon caliber. Since cannons are classed as explosives, such caliber is banned for civilian ownership too.

Because of the nation's very-liberal gun laws that permits civilian ownership of fully-automatic military weapons, sporter weapons do not exist in Zhouran. Foreign weapons such as AR-15s and AK-47s are rarely sold in Zhouran since the nation has a highly-robust firearms industries that produces a wide variety of domestically-made military-grade firearms.

Firearm shooting sports in Zhouran are popular sports with a continuous existence dating back to early 1875. Since then, it has become a popular sport. Firearm shooting sport is traditionally seen as a "soldier's sport" because of its marksmanship and tests of proficiency (accuracy and speed) using a firearm. Indeed, it is normal for local communities in cities and towns to hold a local firearm competition, with competitors ranging from ordinary folks to Zhouranese People's Army servicemen/servicewoman, retired veterans, and paramilitary members of the National Patriotic Guards.

if it's on sale, you can buy it. What you can't (Anything that you don't have a license for) is probably sold on the black market at a higher price. Pretty much the only thing that can't be found is WMDs, simply because the only one is currently owned by the government and we have no plans of making a new one.

For possession of a dangerous weapon, you need to own a license that needs to be renewed every 2 months, not be convicted of a felony in 20 years and be of sound mind. Also, you can't use it in public urban areas for reasons other than self-defense. Hunting is heavily restricted as all sentient beings have a right to life in every province
(Note: provinces have different gun laws (most relaxed in Alfer, Berna, Cirtu, and Danby, most restricted in urban parts of Infinopolis and Ever Grande province.) and you can be charged with assault, property damage, and murder.)
Level 1: Pistols, other small firearms, and fireworks
Level 2: Rifles, medium firearms, and larger fireworks
Level 3: Snipers and large firearms
Note: Level 4 and higher are incredibly hard to get, often next to impossible
Level 4: Small bombs and flamethrowers
Level 5: Biochemical weapons
Level 6: Rocket launchers
Banned:
Level 7: Large bombs
Level 8: A-bombs
Level 9: H-bombs
Level 10: Doomsday Device

We have no restrictions whatsoever on what a person can own. You can have a squadron of nuclear bombers if you want to. We don't need to make restrictions because nobody is interested in owning weapons.

It varies between the States, but Federal law mandates that citizens be allowed to own weapons reasonable for subsistence hunting and the protection of property from animals; across the Federation, hunting rifles and similar sorts of weapons can be owned and used with a license. The policies of the States vary wildly. Additionally, each State maintains a local militia whose members are permitted to own a wider variety of fire arms.

Any, but carrying arms obligates one to serve in the militia. Many militias in small rural communities are little more than drinking clubs. At the other hand, the Sternhafen Militia has its own uniforms and artillery.

Bearing arms is allowed in Kanussiya, however, not everyone does. This is either because they believe they will never need one, or they fail to pass the examination for the right to ownership, if they:
  • Have an IQ less than 90
  • Have a history of criminal violence
  • Are prescribed to any psychological medication
  • Have been diagnosed with still-present Kleptomania, Psychopathy, Sociopathy, or Sadistic Personality Disorder
  • Are less than 16 years of age
  • Are not a registered citizen

Once they manage to pass the examination, however, they are allowed to purchase just about any type of firearm, meaning that owning light machine guns is perfectly legal. Explosive weapons such as grenades or rocket-propelled grenades are also available for purchase, but are fairly expensive. There is also no restrictions against using the weapons as long as it does not disrupt peace or harm anyone. Owners of automatic assault rifles will sometimes use their weapons during hunting season to take down entire flocks of game birds.

If your citizens can bear arms, what arms can they bear?

Postby Nodiac » Thu Feb 01, 2018 2:40 pm

Citizens of Nodiac have the following rights as of Jan 2018.

Due to our constitutions recognition of the importance of self defence to the individual:

"As long as good people exist there will be evil people, and to disarm any one person will be a tacit alliance with the evil, the use of weapons is to be democratized." and "Being as it is that the governments coalition must be in control of force to secure its budget, pursuant to which the use of weapons by a standing force is permitted."

This has allowed the legislation to develop in 2 ways. At the Government level a militia is maintained for homeland defence, they have permission to purchase equipment to the level of a modern soldier, where restricted by peace accords and treaties. However they must pass a firearms safety exam, aswell as a firearms proficiency test every 2 years (this legislation as with all Nodiac legislation is subject to a fixed term and will expire and need reenactment in Jan 2028). They are organised by their local leader and often take the form of gun clubs. They are permitted to use their own equipment but most self organise into using similar parts and calibres to the standing army. The standing army is a professional military force and carries out constant training. They are only permitted to use fully automatic weapons and grenades with the permission of their militia chief. More advanced weapon systems are purposefully matched with increased dedication of responsibility and veterancy. The militia are treated as a citizen force and not mobilised like the professional military is. It is with the professional military that all teenagers complete their mandatory 2 years training.

At the state level there is a second ring of legislation depending on the state government. A "shall issue" all purpose licence is available from the local sheriff. This is generally used for vermin control and hunting not covered by the militia. It is limited to weapons declared "hunting and reenactment weapons" by the milita chiefs council who is allowed to advise the state government.

So in essence it is possible to own firearms without being in the local militia, but nothing too spicy.

The restrictions on both licences are thus:
Can join with a criminal record if said record was not for a firearms offence, was not for a homicide and it is 5 years after you were last in prison and/or you are declared rehabilitated by court. Cannot join if on medication for mental illness or strong illness medication, where allowed by militia chief. Cannot join if suffering from a present mental illness until declared well by council of doctors. Cannot join without citizenship, or being less than 16 years of age. It is legal only to practice all purpose licence on public owned land or private property. It is legal only to practice militia activities at designated militia exercise areas to wit; gun shops, private residences, militia shooting ranges, areas declared for exercises etc. TLDR you're not the police.
