"It's a complex situation. Lethens and Aldens may move about freely in the Empire, but the locals of our dominions may only do so after they legally enter retirement. Otherwise, I'd say they're not treated much differently."

Aight then... In regards to our last question, why? Is it political? A want to develop on your own? Also us attacking you is as likely as Terra Spaceport spontaneously reappearing on the other end of the galaxy, meaning impossible. Article 37c of Colonial Responsibility Act has been updated to Prohibit the colonization of other universes.
