Most of our people are Polynesian, so they don't have a lot of facial hair to begin with. Culturally, it's seen a a little silly to scrape it off. In the Army - particularly the Infantry - shaving in the field is discouraged because a shaving kit is just excess weight to carry, which would be better replaced by extra rations or ammunition.

As far as societal rules, women shouldn't have facial hair; men should have short, neat, well-maintained beards, or at least a moustache. Even in the armed forces, men usually shave off their moustaches but keep a 5 o'clock shadow.

This decree does not cover undercover agents in foreign lands, who may need to use android bodies that include facial hair as part of their work.

Humans under our dominion are genetically engineered to not grow facial hair, so there is no need to mandate its removal. Wild-caught humans are typically patched to have this same code. Facial hair on those creatures is seen as not only pointless, but as a drag on productivity due to its need for maintenance such as trimming or shaving, extra cleaning, and its tendency to itch. It's also a good place to hide little things if there is enough of a beard, so it can be a bother to our security personnel. In fact, we think the little bit of hair found on the other parts of humans is just as bad, so we're strongly considering a DNA patch that eliminates all of it.

So far, we have not coded out hair from other biological species, which tend to grow it (at a notable length and thickness) all over their bodies instead of in just a few strange areas. For them, taking it away from just the face would just make them look weird. Unlike humans, our other labor animals tend to have coats that are far more likely to stay in decent condition without daily fuss.
