An honest look at the Neo-Ephyral Empire reveals two answers. Firstly, one must consider the nature of the empire. Citizenship is a privilege, not a right. Perhaps just under half of all freeborn residents of the empire are what the empire calls 'provincials'. These are residents of the empire who were born in imperial territory either before or after it's conquest by imperial forces, but who do not hold citizenship. Citizenship is afforded on notions of loyalty and racial background. All ethnic Ephyral are 'first class citizens' unless revoked by law (only ever used when the sentence is crucifixion), and are born as such, though no citizen holds as much power or legal right as the freeholder, an adult male owning his own property. Children, landless men, and women are deemed socially inferior and legally inferior to this individual. Non-ethnic Ephyral can become citizens, and have their men be freeholders, but as second class citizens they are again inferior.

By region, one can assess how this works. The heartland of the empire, the home region of the Ephyral themselves, is highly prosperous, clean, and largely devoid of crime due to effective policing. This extends to the nearby satrapies of the Balkans, as well as into Anatolia and the Caucasus, where crime is of higher occurence but not enough to render travel unsafe. South of these areas though, ethnic Ephyral tend not to venture. The satrapies of the Levant and Africa are deemed perhaps the least desirable sites anywhere. Despite violent prosecution by the law enforcement, crime is still rife, and contest with Islamist extremists despite the near annihilation of Islam by the empire is common.

In short, the provincials are kept poor, and devoid of legal rights as non-citizens, and usually populate these Levant and African lands. The one exception is Kemet Superior, which is more prosperous, less criminal, and has the highest concentration of non-Ephyral citizens in the Middle East. Meanwhile citizens are given legal and social advantages within the more prosperous and safer lands they live in.

Anyone might look at the satrapies of Libya or Assyria and deem them wholly undesirable places to live, yet turn to the heartland of the empire and regard it as a land of opportunity, and still be within the same nation.

Ephyra is classist. It is hierarchical based upon loyalty, and one's racial and cultural background. It has no interest as a state in aiding all residents of its empire, but only favouring its citizens, primarily ethnic Ephyral. This results from it being a relatively diverse multi-ethnic empire, and thus needing to establish a form of both ethnic and cultural hegemony over non-Ephyral, as well as extending lesser citizenship rights to those loyal to the empire and of acceptable cultural and racial background.
