Were a legal referendum held with the full permission and consent of the Spanish government, which returned a majority in favour of independence, then recognition of Catalonia as an independent state may be given. Insaeldor does not recognize the Catalan state for two main reasons.

1: as an autonomous commune of Spain Catalonia is ultimate subordinate to the Spanish constitution and it has been ruled that a unilateral Declaration of Independence via referendum is not permitted under the Spanish constitution. We consider the referendum and subsequent Declaration of Independence illegal and so not recognize its legitimacy nor the legitimacy of the Catalan republic as declared by Catalan parliament by simple majority vote. We support the rule of law and this the Spanish constitutional system.

2: with a Voter Turnout of only 43% we have no reason to believe that this referendum is representative of the people at large in Catalonia. Also as stated earlier less then 60% of the Catalan parliament voted in favor of the Declaration of Independence. With such important legislation and ramification of said legislation we feel it needs a clear majority in order to properly represent the interest of the Catalan people in opposition to tyranny by majority.

That said Insaeldor will be open to the possibility of a Catalonian state independent of Spain. We applaud the Catalan people for their peaceful endevour for self-determination and with the recent local elections it's clear where the people stand on this issue. However we can not and will not support independence if it is not a mutual agreement between these two entities. We encourage dialogue on the matter and if that ultimately leads to an independent Catalonia then Insaeldor will happily recognize it.

Our country is torn between the issue and is not sure what choice to make. We want spain to remain whole, but recognize that the various abuses and oppression implemented by Spain is why Catalonia wants to break off in the first place, and recognize the right to self determination. It's a messy business.

We uh, are deliberately vague about the subject, and recognize the Catalonian people and their struggle, but not the state itself. Yet.
