People can buy hunting rifles and shotguns with a hunting license, which requires the person to go through a few safety examinations. The Military License is provided to all veterans of the proffesinal army, and can also be applied for by citizens who hold an Assault Weapon License. It allows the person access to every firearm available, from machine guns to explosive ordnance to flamethrowers.
Note that all permits except the last one are very easy to get, and all three can be gotten in the same day.
