Terrorism? In my country?!
Yes. Revolutionary governments rule via fear, and therefore, artificial competition through dissenting actions are financially encouraged, and then dealt with for everyone else's amusement.
This also comes in handy if we don't want our government's fingerprints on the guns used in certain assassinations.
However, some have survived without the government's unofficial approval, being quite the nuisance.

After a series of bloody wars between the nations of Maxtopia and North Bigtopia, fights have broken out in the streets between immigrants in People’s Republic Of Hurtful Thoughts who came from the warring nations.

These units are generally act as a policing unit, but has a secondary duty to provide the main spearhead in an amphibious operation.
Hurian Marine Raiders (sub-unit of Marine Corps)
These units are primarily used as pathfinders or frogmen for main offensives, as well as training of induginous militaries, they have little or no provisions for acting as a policing unit.
Navy (Also a sub unit)
Hurtian Army 6 Million
Though not strictly special forces, these highly trained and motivated troops are trained extensively as a rapid reaction force.
Hurtful Outcomes Mercenaries + international PMCs 60 million
Nothing overly special with their training, these 'soldiers' make up the bulk of the Hutrian military. Sometimes these forces are used to provide assistance to nations that otherwise would resualt in a nuclear confrontation against the Hurtians.
Usually these forces are used in conjunction with conventional forces during war, in the meantime, they sell their services to the highest bidder.

Many of these 'militias' are simply a means to get around the vehicle-ban, so that they and their co-workers can show up to work in a technical.

Central Hurtian Intellegence (And security) Agency, CHIA or CHISA 2 million.
This group is shrouded in secrecy, and is the unit responsiable for maintaining order within the borders while keeping tabs on nations worldwide. Some say they make back-dealings with terrorists to achieve this; but most agree that they are demons without souls who walk the mortal realm, since they seem to have an uncanny knack of knowing all.
