Yes, there are numerous sapient beings living in Saurisia; multiple species of Saurians, various dragon and lizard species, ponies, Minotaurs, Dimetrians, Serpens, regular old humans, and various others, all calling this country home.

The majority sentient sapient species we have are Humans. We have some very complex and advanced AIs, but most scientists agree that they are not actually self-aware. Other than that, we also have the homeworlds of several intelligent species within our borders. Two have been "uplifted" with our technology, but the other ones are still too primitive for contact to be permitted.

The "uplifted" species do not closely participate in Human societies and vice versa (Not because of enforced segregation, but because each species are simply too different to interact on a personal level). They are given full rights in transportation and are permitted to colonize where they want, but they know that Humans have the real authority over Confederate space (Greater technology and population).

The only other technologically advanced civilization that existed within our borders were the Alphians, and they were wiped out in a war.
