Although many will submit varying opinions on the best approach to problem solving in political affairs, they all will have to concede that a problem is most aptly solved when understood, and most completely understood when comprehended from every relevant perspective in respect to possibility. In no little part because of this and to continue the art of diplomacy to its most profitable extent, the King of Thebes and the eminent deputies of the Great Council maintain large and diverse retinues of advisers who, drawn from all over and entrusted personally, enable the Theban government to act based on all the prevailing designs and interests of the world community. In giving the City of Thebes such a cautious advantage these men and women enjoy no small power and prestige themselves, not only having an in to anticipating major developments in world economics and statecraft, but also wielding considerable power for themselves as leading lights in shaping the NationStates world. And this power is never wasted, for with so many magnitudinous names and such chances at glory floating in the court of the Theban king, there is more than a mere passing incentive to play and to maneuver against other foreigners like themselves, making coalitions with some of them and conspiring to bring others to ruin.


Application to be a Courtier in Thebes

Ultimately it is a small proportion of the ambassadors who pass through the city of Thebes that will secure a privileged place for themselves as long-lasting voices in the deliberations of state. But a common characteristic of all such men and women is that they tried and were deliberate about their attempt. The right tactics, character qualities, and circumstances can make a person an esteemed councilor in the backroom discussions of New Thebes.

There is no official list dedicated to the foreigners with power and influence in the Theban government; for political purposes, however, the Royal Chancellery maintains a running list of prominent persons whose voices are carrying weight in the internal summits of the state. As an informal political tool, the list leaves many details to memory but keeps track of the nationality, provenance, and historical behavior of each courtier. Persons may or may not be forgotten with time depending on how much of a legacy they are capable of leaving when life calls them away from the City of Thebes.

περί φιλοῖς μή δῆται πίστεως μνημονικοις...for as words call forth the shape of time, the form of concord and the mold of civilization, they make an establishment that cannot be overturned - why should it be a burden to stand fast with one's words, ἀλλά make them roads to your country and make them walls to immortalize it. Treaties create, they add a spirit into the world, the daimon of two nations sharing a product together, something that increases them and makes them more, diverse, increased in the world. Any time a business is sealed between foreign nations and Thebes it is like a collision of worlds - markets meet, people meet, legends meet, the intentions of the divine gods clash. It is not so bad to be different, no it means strength - what will compare to what we have not seen before? Then won't it stand to reason that there is no accounting the increase of strength that comes from the knowledge of something new. μέν put it into words, build a foundation in the currency of truth on behalf of your dreams, and let the unity of friendship make a road for your nation.


Treaty Proposals

The first precursor to a treaty with the Theban people is a mutual interest in profit between an aspiring fellow power and themselves. Once this has been secured, a concrete proposal is necessary. Although many treaties begin in more nebulous forms as half-baked ideas and casual conversation between influencers both formal and informal, at some point they all will cross a threshold into public life, and that threshold is here. This document represents a treaty formally presented to the King of Thebes for his approval or his rejection. Most of them will have been drafted partially through his own deputies assigned to negotiate, with varying degrees of foreknowledge; some will have secret backstories contained in backroom intrigue or careful forethought.

Nobody possesses the law; it is an independent and impartial force, and in Thebes it's sacrosanctness is protected in regards to foreign treaties through the supreme political prerogative of the Great Council and the Theban royal house. The Royal Chancellery and the Records Office of the Great Council both maintain permanent lists of treaties made between Thebes and its foreign partners with the intention of maximizing good faith and clarity.
