The entire country voluntarily trains themself for war from youth because being successful in war is considered the way to achieve higher status. Strongarmia is essentially an Honor society perhaps tamped down a bit by modernity and practicality.

In addition, there is a warrior elite class that are taken from orphanages and some are the orphaned young children (no older than 4 in either case) from countries Strongarmia has invaded. Yes, but has limited its number recently. The use of nuclear weapons were recently banned. The space satellite lasers and the moon lasers are still in effect. The satellite lasers can be completely charged in less than a minute, while the moon laser takes at least 30 minutes to completely charge.
The most dangerous weapon is not so much a weapon but a device called the Janus key. This key has the power to transport individuals and devices to other universes. While this seems like a great opportunity, our scientists discovered that if anything were to happen to the original universe then all other universes would be compromised. All efforts to destroy the device have failed, and its creator chose to take his own life rather than destroy his life's work. The device is currently held in a secret location and is the most guarded item NotAtlantis has.

On a scale of 1/10 it would be a 8. Landfills are non existent since all of our waste is sent to the far reaches of space to be disposed of.

NotAtlantis is almost entirely based about 5,000 meters underwater. The little areas of the nation that are not underwater are there for trade with allied nations and is one of the most heavily protected areas in the nation. The 1,000,000 active personnel in the military do not include the robot drones that are regularly sent out to battle so NotAtlantis' citizens will not have to risk their own lives. The only people that do go out to battle are 2 meter tall super soldiers. These soldiers range to an amount around 250,000. The reason the sanitation of the nation is very good is because of the large amounts of technology put into infrastructure in order to keep the nation surviving underwater. These domes regularly clean themselves and, as of the last test of the material the domes are made out of, can withstand thousands of hydrogen bomb explosions. The people are updated on safety procedures monthly in case of an emergency.
