The government is appointed by me, the High King, and I'm in control of it. Why should they fight each other? In the past there has been a Council of Gondor which was hostile to my family (the line of Isildur). I dissolved it forever.

What is the tech level of your nation? Our standard military is armed with swords, daggers, spears and bows while rangers also use crossbows. Siege weapons of the Numenorean military are catapults and trebuchets. We are currently working on a new kind of distant-attack weapon (see below).

The Numenorean Exile Realms are currently working on developing a detonator rocket that would cause mass destruction on the target it impacts. We're calling this rocket a "missile".

The United Nations is a massive entity, and it's power is fairly decentralized - leading it forward as a whole leads to plenty of debate, as the scale of doing so is massive, however, local administration tend to function significantly more smoothly, especially as direct democracy is significantly more involved in local decisions.
The UN also does have separatist movements fairly frequently, even if those do not last, either under UN pressure or straight up failure as independent entities.

The UN can be classified as post scarcity post singularity solarpunk utopia, it has advanced significantly over the course of 5 thousand years, in the field of terraforming technologies especially, with it's first breakthrough achievement and the crowning jewel of the UN being the terraforming of Venus, represented in one of the two lower stars on the flag.
Automation is universal, with only minimal oversight done by humans for some maintenance and debugging, most of the resources are usually gathered from planets that cannot be terraformed or asteroids, as to not disturb planetary ecosystems.
Thanks to advancement in bioengineering and biomechanical technologies, human lifespans are practically endless, only being killable through physical means, biological immortality is not just possible but widespread.
Interstellar travel is possible, but difficult, not because generation ships are required but because Meanalor-Vytherov engines, which bend space time to create a short cut for slower than light travel to be feasible, require a massive amount of power, and as such can only be on gargantuan ships, some the size of small moons, called cosmocarriers.
If such an engine is critically damaged in combat, or operated by a completely inept crew, it will end up compressing the ship into a black hole, which will rapidly dissipate due to hawking radiation and violently explode.

Nuclear weapons are possible, and often mounted on cosmocarriers deployed into hostile space, but those are never used to bombard planets.
Kinetic bombardment is a much more devastating and reliable method of mass destruction, as is asteroid capture and redirection, launching things fast at planets does a lot of damage, no matter what the thing is.

Yes, a lot of them, terraformed entire solar systems.

Depends on where it is and how you define sanitary.
Most human society is solarpunk, therefor it is heavily integrated with nature, cities are about as green as forests, with only skyscrapers to really define a city as a city.
The streets are kept as clean as possible on planets like Gaia, but many find that it is not always possible not does it appeal to many citizens, as it takes the natural appeal out of the streets.

While technically any member planet can leave the UN, such liberty is not granted to Solarian planets, or to inner core systems, as those are considered to be too valuable to the UN and risk collapsing it if they were to be lost, especially Gaia, for obvious reasons, as such they are exempted from voluntary membership and under the break-away provinces policy, which designates them as core UN provinces rather than UN member states.
Alien civilizations exist, but due to the impossible task that is communicating with them through a common language, communication is done through gestures, which are not always understood.
This only allows the UN to be on friendly terms with few aliens that can be communicated with through gestures, be they turning vessel weapons away, or presenting a more vulnerable vessel profile to them as a sign of trust, the rest are treated according to the dark forest policy, and are attacked on sight.

The self-defense force of our armed forces are excellent at guerilla warfare, and are able to fend off armies multiple times their size effectively and efficiently. We've managed to fend off large nations trying to invade us, and the only way in which the fascist government of Karazicu was overthrown in WWII was through internal means as the allied forces attempting to invade the island were fended off. We aren't exactly the type to do overseas invasions with our armies, though. We use our special forces and secret services to cause large instability in other nations, and then topple them afterwards. We might just be able to apply this to nations bigger than us, but we haven't really done so yet.
