Ahh, initiation week for the Doomknights can be so much fun, can't it? As that's the only possible method by which any being could have their hands on a working gun in public, he is awarded a thousand dollars for each citizen killed, and fined ten thousand dollars for each citizen not killed. Then the citizens are ressurected and life goes on. The doomknight is sent back to "training" to finish the rest of "basic training".

It should be noted, only one doomknight walked away without any fines, he's a legend among his peers.

[Neo Prutenia]

1. Drug Ring

Drugs are a very serious issue in Neo Prutenia. Smuggling a close second. Our legal system is quite different then in other countries - we have neither prisons nor legal punishments for "crimes". Our nations laws and legal procedures are closely tied to our constitution, the Prutenian Creed and the social contract all Prut agreed upon when they became citizens. To keep it short and simple - what in other countries constitues as a crime we divide into small and serious offenses.

More or less, you are free to do anything which won't harm another person, physically, mentally or emotionally. If you, by accident, chance or with intent, harm another one it comes before a court and the severity of the offense is inspected. If it is classifed as a serious offense, then you have broken your oath of citizenship - each Prut, when he turns twenty and finishes the mandatory 2 years military service swears an oath to follow the Prutenian Creed. If you break this oath, you lose your citizenship and all rights granted by it.

There are many ways to regain the former status - enter a rehabilitation centre, convince the damaged party to forgive you, enter church ground, etc. Drug trafficking and smuggling are considered serious offenses and, if the charges are proven true, the offender would lose his citizenship. As an illegal alien, he would be forbiden to enter urban, or any other settled areas, cross the borders, work, trade, he would be stripped of all possessions he gained in Neo Prutenia while he was a citizen, even his cloths and would most likely end up alone, naked and defensless in a forest, mountain or similar area. If he doesn't choose another option, like those mentioned above.

2. Serial Killer

A rare crime in Neo Prutenia, but not unheard off. First, every household and every adult person in Neo Prutenia are armed with at least a handgun. And each citizen has the right to shoot down anybody who threatens him, his family or friends directly - for example with physical violence. Especially on his private ground. Also, all Prut, depending on age, have 2 to 5 years of experience and basic to advanced training in the military and in handling weapons.

As can be seen, the chances off someone going into a killing spree are minimal. Our policeforce has exceptional funding, second only to education, and Prut cities are some of the safest and most crime free in the world. So someone like in the description provided by you, would have to be very powerful, influential and intelligent, if not even a genius, to pull this kind of feat off for more then a few days.

When finally apprehended, he would be examined and the case thouroughly inspected to see if he is criminally insane or sick, or if he did it in cold blood and with full intent. In the first case, he would be sent into a rehabilitation centre on therapy and would, if the treatment proves to be successful, be given later a new identity, or, in the second case, he would lose his citizenship and be separated from society.

3. Protect the little ones

A sex offender would have a very difficult life in Neo Prutenia if he didn't want to join a rehabilitation centre or wouldn't commit himself to chemical castration. Vigilanteism is a big problem in the Lands of Prut, and he would very soon be killed by another citizen or group of citizens if he roamed the streets freely without showing any kind of remorse or concern for his enviroment and fellow Prut. This goes triple for pedophiles.

He would be arrested and escorted away by the police, and the community in question would probably ensure that he couldn't enter the region again, even going so far as to unofficially "banish" him. A fine for this "small" offense would have to be paid. If he actually commited a crime, a "serious" offense, then he would lose his citizenship and be subjected to the full wrath of the community around him.

4. ABC for would be Assassins

Attempted murder is still murder, and murder is a "serious" offense. He would be subjected to the same treatment all Prut criminal offenders are, he'd lose his citizenship. Yet, the assassin would probably easily convince his target to forgive him the offense if he would say who sent him and give evidence of that, especially as no real harm was done. If he had actually succeded, then there wouldn't exist a possibility for a agreement with the authorities, the target and society.

On a side note, if he is good, he would at least be offered to work off his debts to society as a state agent or in the military or police. Even the church might try to get it's hands on him or her. We can appreciate skill and commitment to ones work here after all, even if the person possessing these traits is not a shining example of humanity.

5. You should have checked your sources better

This is a "small" offense in Neo Prutenia, the media outlet would at first be warned, then fined and then their licenses would be taken away and their business closed. The journalists in question would lose all credibility forever and would never again find employment in that branch. The media outlet in question would very soon lose all readership and go bankrupt. Prut don't like being lied to.

You can publish whatever you want - any image, any curse, sex, violence, virtually, whatever you wish, as long as it is the truth and you can prove it to be true. Of course, it also must respect the constitutional rights of citizens, especially privacy.

6. Animal lovers

The animals would be taken away and they would be fined. For each similar or repeated offense of this kind, the fine would grove exponentially larger, doubling or tripling each time. This is considered a small offense, but they would be labelled as what we like to call - " Assholes" and it would be made public knowledge what they have done and kept doing, if they don't cease with that behavior the first time.

7. Spare the rod, spoil the child

Depends on evidence - if there was a surveillance system in that area, or the statements from all witnesses to the incident are the same it would be investigated if that was a case of child abuse or a righteous smacking. Prut are responsible parents, and the state runs a periodic check upon households to see if everything is alright. There is also a booming state-run and several privately owned social worker's and welfare organizations who help out working parents - help consists of social workers and babysitters mostly.

As can be seen, we keep very accurate tracks on how our smallest are treated and if the parent in question has already been blacklisted by any of those organizations, and this is a repeated offense, then it would be a "small" offense of child abuse and a permanent supervisor to the household would be appointed. If it grows into a "serious" offense, the parent in question might either lose his citizenship and child, if he, again, doesn't go into rehab and seeks professional help which is easliy available, or just the child.

But most such cases aren't really investigated if it happens in this fashion in a public space - the serious offenses happen at home and we have many ways of keeping track of that.

8. Nihilists

"Why fade away if you can burn out?" - as the famous quote says. First, the chance that such a person would survive even the first shot he places on someone else, as, remeber, eveybody here is armed, is miniscule. A emotionally disturbed person wouldn't have easy access to a gun as he would lack a weapon permit, and buying one illegally is very expensive and difficult and quite easy to trace.
