It is primarily a document describing the relationship between the different feudal states and their relationship (i.e. fealty) to the Holy Bowling Alley. It does limit his power to conscript peasant soldiers from the member states except in times of war. He may still recruit volunteers and knights from them, however. There are also a handful of minor limits on the altering of laws in the member states, but they are really just formalities as these laws are present in all member states anyways (i.e. thievery, adultery, murder, etc. are illegal).
