If this "secret" was not classified military documentation or records then there is absolutely no reason that it should be kept secret, this "notorious" blog would be praised by citizens and politicians alike for it's investigative ingenuity in removing corrupting influences from our society, the current government will face the consequences for deceiving it's masters, the public. Should specific members be implicated they would be asked to step down until a new election takes place. Should the government at large be implicated then a vote of confidence should be expected. And after that an election will be held.

To combat future raids we will publicize the issue and make it aware that ships travelling through the area should be armed and if possible escorted by a reputable security service. The fact that the ships weren't escorted and armed already is highly surprising as this is the norm in dangerous space, we will also increase patrols in the area of Imperial or Trade Federation Naval Vessels.
As for the threats of further violence by the pirates, the empire responds to threats in only one manner, brutal retaliation, the issue of sovereignty is of course problematic, however, the nation in question will be instructed that either they deal with the problem (with our help if necessary) or we will with little mercy, if they refuse, they are acting as an enemy state and the Empire will deliver a war ultimatum by day's end. While they are making their decision, the Empire will be deploying marine and centurion strike teams to take out pirate bases and leaders, their ships afterwards will be hunted down and the pirates enslaved

If it is hostile then the Imperial Vessels will board and capture the ship, if necessary destroying it.

The Empire would not hesitate to react, the anarchic nature of the country in question serves us the better, the Empire would first send out an ultimatum telling the rival groups that they have two choices, join us and create a stable nation, or perish in the hellfire that shall follow our invading forces. After the Imperial Guard arrives and crushes all opposition we will set up a stable democratic government, inviting the different groups together under a single national banner, ours, taking the nation as a vassal state until it can support itself. Our Civil Engineering Corps, would immediately be tasked with rebuilding the country's infrastructure, with help from the residents we would rebuild the nation from the ground up, given the large amount of regional autonomy we provide to the member-states of the Union. There is little reason they would leave after rebuilt, as the protection and harmony we provide is very alluring.

As for the Capital, the citizen's families would be compensated, and the leaders would be mourned, prayer vigils would be organized for their souls.

If the insult was so grievous, the Emperor might challenge him to a duel in the Imperial Arena, safeties on, of course, just to work out the obvious frustration between the two. And the general public is not fond of people baselessly insulting the Emperor.
