Depending on the resource and how badly we need it, we will either send in some extremists we hired and deny the existence of, to take it by any means nessesary, or, if it's a resource we can argue the need for to another nation that is more compliant, we will just settle with that.

First off we will send out some orbiting drones to survey the attacked areas, and, if possible, eliminate the pirates or at least stall them till we can figure something out. Then we will send a set of delegations and a small grouping of our own private covert op spy drones to survey their nation and help in the search and locating of the base while the delegation hashes out the finer points of rebuttle and a small contingent of covert ops soldiers (some of the only solider groupings not purely autotomic), and well trained mercinaries to take care of the situation if allowed.

That is if they enter in a civilized area that reconizes the government's control. If not, we will ignore it completely till that section does. Then we will help them out.

Given that our capital city is hardly much bigger than a typical Pennsylvanian townstead, and more or less looks like one, We would, for the most part, be too preoccupied with the epidemic's control and clean up, for quite some time to really bother with dealing with the attack. When that was dealt with, We would start work emmidately on chemical (injections, ect..) and scientific defences against future attacks, while, simultaniously working on negotiations with the country and finding out the reason for the attack. If it was a work alone, we would be more than happy to help find and deal with the culprits. If it was, in fact, registered by government demand, and diplomacy turns out not to work, we would consider it a declaration of war, and, after paratrooping some human soldiers in to get the diplomats out, likely via helicopter, we would do our best turn turn that nation into something out of the fall out series.

If it is the first, then the delegate will be merely deported immediately and a less foul mouthed one requested in their place, that will not talk behind our backs. If it is the ladder then the delegate will be excuted and a video recording of it along with the well preserved body will be shipped back to their nation in a coffin, with a long winded very political and slightly nerdy sounding multi paged speech, essentially saying in the longest and most politically neutral way possible, "screw you", will be placed in there with it as well, while reminding the nation, who no doubt will know of most of our publicly known automated defences by that point, that if a declaration of war is declared, we will more than likely kick their sorry asses.

If that does not work to shut the legislator up or at the very least reduce the mocking, the leader and her advisors will merely try to sway the conversation in another way, trying to distract from the mocking issues, or, in failing that, throw some back at the legislator and prehaps drudge up some issues about said legislator, some skeletons in his or her closet as rebuttle to keep them quiet and out of the way and generally try to sweep everything under the rug, so to say.
