I do not think you understood the premise.
The question is not if you would prosecute criminals who go to break foreign laws in foreign countries. It's if you would prosecute people who go to foreign countries to bypass your laws by doing things that are illegal in your nation but perfectly legal in the country you are visiting.
Like for example say if taking drugs is illegal in your country a person goes to a foreign country where it is legal, gets high legally and than returns home a week later.
....I don't think we would actually be able to do anything.
