That is a very complex question. Each provincial government and guild sets its own franchise requirements. Generally, voting for provincial governments is limited to property owners, although there are exceptions: Sternhafen opens the franchise to shopkeepers and ship owners, Abendburg allows all veterans to vote, and any man who is the head of his own household and can read and write may vote in the Falklands. Most guilds limit the franchise to journeymen, and some make masters' votes more valuable (a master blacksmith's vote is worth triple that of a journeyman). A few guilds allow all members to vote, and the Navy and Grand Synod allow all commissioned officers and ordained clergy, respectively, to vote.

--Non-Citizens are not allowed to vote or run for public office.
--A citizen may be stripped of their citizenship, and thus their right to vote, if they are found guilty of crimes against the state (treason, conspiracy to commit treason, swearing allegiance to a foreign state, etc.)
--Those that have been exiled without necessarily having their citizenship revoked are not allowed the vote. In fact, all expatriates de facto cannot vote regardless of their citizenship status - people that leave the Realm do not deserve to influence its politics.

Pre-1021 NLC: No nation-wide suffrage, though voting in local-level councils had been established far before this point.
1021 NLC: With the foundation of the Saraphine Confederation, suffrage is extended to all adult males in the Realm. Realistically, however, only the war-nobility (commanders and soldiers) are free enough to vote. Despite outward appearances of unity, the political situation in the Confederation is very tenuous, and the Confederation does not last long.
1034 NLC: The Saraphine Confederation is overthrown and replaced with the Saraphine Empire. Suffrage - in anything more than an unofficial sense, at least - is abolished.
1056 NLC: The Saraphic Empire crumbles under its own weight following the death of its first - and only - warlord. Suffrage is reestablished in a wider capacity - all adults are allowed the vote - with the establishment of the Second Confederation. These rights persist throughout the next century.
1178 NLC: A clearer basis for citizenship, and thus suffrage, is established. The vote becomes dependent on citizenship, which itself becomes dependent on national service.

This greatly depends on the sort of election that is being held. If, for example, it is a regular opinion poll, than all people above a certain age (national law sets the minimum age at 15 years but lower governments can adjust it to their own conventions) can vote. This is also the case with referendums. However, if one would be voting for the highest office in the Empire, that of Emperor of Teutonica, then various especial rules would apply.

The election of a new Emperor is a historical convention not set in stone through legislation. The process varies each time of such an election. During his lifetime, an Emperor may from time to time appoint certain people (mostly nobles who are the largest landowners of the Realm) to a body called the College of Electors. The Council of Electors votes on the Emperor once the one who appointed them died. There are certain traditions that are kept in place to ensure that the most ancient noble families are always represented on the College. However, this is not all. The Clergy (though either the Pope or the Apostolic Nuncio to the Court of Germania) also appoints a limited number of people to the College of Electors. There are certain rules which the clergy must abide by: for example, they must create an equal number of catholic and reformed Christians. By tradition, the Archbishop of Aachen presides over the College, and thus, he is always appointed to it.
