Addressed to the Montesardi Federal Government

The Charnean Socialist Party has asked of the Shahi administration of the Charnean Nation to inquire on the integrity of the Montesardi electoral process. It is understood that allegations of corruption are commonplace in Montesardo East-Adanzi, and so it interests the Charnean government to know what role special interests and wealthy donors play in the elections of your fine nation. Our concern is with corruption of government officials in general, as such a thing would be considered to be nothing short of trechery against the nation in our own country. However, we thought it too broad a question to inquire about the state of all forms of government corruption, and so we limit this query to more overt and legalized forms of corruption that may affect even the highest officials.

It is in the interest of the Charnean government to align itself with pure and virtuous governments made up of officials fulfilling their civic duties and acting only in the interest of the public they represent, and while the continued friendship between our two nations is not contingent on this, it is preferred.

The Montesardi Republic and Potential Corruption

Officially, the Montesardi Republic has numerous and extensive legal frameworks set in place with the purpose to circumvent corruption in otherwise grey and ambiguous areas. With the purpose to keep this brief, the following points will be addressed:

  • 1: Elections, campaigning and donors
  • 2: Gifts, rewards or prizes to government officials
  • 3: Lobbying in the Federal Government

1: Elections, campaigning and donors
Prior to the Contributions to Political Parties Act of 2000, political parties were funded solely by the government in order to circumvent corruption. With the enacting of this act, political parties are now funded solely by party members and outside donations. To prevent corporate interest and potential instant lobbying, donations may not be made by organisations and can only be done by individuals. Nonetheless, lobbying was still a problem. It wasn't until the New Duntrot Reforms of 2010 that established a ฿250,000 FDB limit per individual and campaign. According to a report conducted by the National Institute of Analysis and Geography (INAGE) jointly with the Bureau of Internal Revenue (BIR), internal lobbying acts have decreased by 20% as of 2010.

2: Gifts, rewards or prizes to government officials
Government officials are prohibited from receiving rewards, prizes and gifts while in their term. Only gifts, prizes and rewards from family members are allowed but are subject to inspection by the BIR (See Federal Integrity Act of 1975).

3: Lobbying in the Federal Government
It must be mentioned that the act of lobbying is not illegal per se, as it allows individuals to petition the government for potential actions that are necessary for social progress. However, as the prior point mentions, lobbying cannot be done by forms of financial incentives nor gifts. The most common forms of lobbying that exists in MEA are think tanks and advocacy.

The Montesardi Republic and Versilia and their Monarch

The Montesardi Federal Government maintains a positive stance with regards to the sovereignty and democratic values that Versilia employs at the moment. The Strugnan Administration has noted the similarities that exist between the Montesardi nation and the Versilian nation. Some officials have stated publically their intentions to conduct formal diplomatic relations with Versilia, but at the moment, no approval has been issued by Prime Minister Silyania Strugnan.

While no formalised report has been conducted by the INAGE, preliminary surveys conducted by numerous individual research organisations have managed to collect some information from the Montesardi public. The research indicates that the Montesardi are somewhat fascinated by the Homo nosferatensis noctivagus (vampire) race as well as the monarch's (Akeldama Rothsgor) longevity. It is also noted that a majority of the population views the "Genetive Revolution" with mixed results. The Montesardi public is also surprised of the personification of Versilia being the monarch, something that is interpreted as unusual, but ultimately dismissed as Montesardo-East Adanzi also has a personification, albeit of fictitious origin. To conclude, it can be said that the majority of the Montesardi hold keen interest and generally a neutral or positive opinion of the country and its monarch.
