No no no, they need to be in hermetically sealed body-pods perfectly sized into efficient little polygonal structures so as to minimize the amount of space the squishy hooman takes up. Then you can jam pack it full of armor and guns and stuff.

I prefer the natural approach of breeding better fighting emus to create an effective quick reaction force that can be more easily loaded up in train cars.

Imagine this:

You're in a piddly little trench having constructed it the night before expecting enemy retaliation any time soon. The morning sun now beating down on you as the harsh dry winds blow into you kicking up the loose dirt and sand into your face. Suddenly a loud thumping and harsh crack of gun fire arises from beyond a the crest behind you and a tide of khaki covered birds arrive. Each bird themselves carrying their human companion firing rapidly at you and despite your best attempts you rifle fire seems to be ineffective with most just missing as they zig zag and avoid every shot. Your company commander was able to reposition the machine guns to start pouring automatic fire into the charging hoard but you only see three or four fall down before they gain on you but you suspect more were hit but you don't have any proof and only assumed that after they ride through and over your lines dropping off their humans before moving on through the rest of your company's position.

So I'm not sure why you're bringing up a goofy utility vest when he clearly means a ballistic plate carrier with enough magazines to survive a night in Kabul.

American police officers face actual dangerous gun fights, not fisticuffs and "aw shucks you got me again," career criminals, so when they "wear vests" they end up looking more like this:

Pictures like this make me understand why americans don't trust their police forces. If my local police walked down the street looking an invading army I wouldn't trust them either. I mean, just having that sort of weapons available, even if they are not on you at all times signals to everyone that as a police force you have zero trust in and kinship with the community you are policing.

There's actually no reason why you couldn't wear knight armor in WWI, but made of the steels at the time that could stop shrapnel and handgun rounds.

Name a reason why it can't work. By your own calculations, covering the whole body in steel armor equal to a helmet would only be 32 pounds which is, well not that heavy, even with other gear added on top. As I've demonstrated previously the helmet material was able to stop a .45 acp, 9mm, most fragmentation and even .45 ACP rounds fired from a much more powerful bolt action, with a 360 m/s .45 ACP only penetrating some of the times.

You're simply saying it won't work without any logical reason as to why. But anyways, there were very similiar forms of armor in WWI that indicate how it might work. It wouldn't actually imagine that knight armor would be the best armor, but there were cases of that in WWI. There were also things like cavalry which proved to be mostly useless. The main reason the whole body wasn't covered in most cases was a matter of cost, prioritizing the head and chest, but there's no actual reason why you couldn't cover most of the body.
