Introduction to the Ctelixīon League
The Ctelixīon League is a league of nations inhabiting the Ctelgogə archipelago in the Fihon Sea. Nations within the League vary almost as greatly as independent nations do, and each one organises itself as a separate entity, though with a common international relations division, the Unified Foreign Affairs Ministry, which has provisions both for internal and international relations.
The Unified Foreign Affairs Ministry of Ctelixī strives to encourage honest and open negotiation between nations, and peace between the nations within the League and without. The league, after a long period of semi-isolationism, has decided to open its borders to embassies and consulates within the nation.

Embassy and Consular Law in Ctelixī
Consulates vs Embassies:
Embassies are offices of a parent nation set up in the capital of the League, in this case in Lākāi City. They are generally large enough to house the ambassadors, and have several annexes, such as meeting rooms, plenty of press conference space and a much larger staff size.
Consulates are offices of a parent nation set up in a minor city of the League. They may be able to house ambassadors, but not always, and are generally offices more than meeting areas and press rooms. Many are simply in one building.
Extraterritoriality:
The nations which allow consulates and those which
don't. Ones which allow consulates in blue, those
which don't in red.
In Embassies, all of which are located within Lākāi City, extraterritorial agreements are between the League, i.e: the Unified Foreign Affairs Ministry, and the native nation. However, in terms of consulates, extraterritoriality agreements are three-way - between the Unified Foreign Affairs Ministry, the native nation and the host nation within the league. As such, the League and the Unified Foreign Affairs Ministry do not accept any responsibility for the cancellation of consular extraterritoriality in the rare event that this occurs by the host nation within the league.
Exercises of extraterritoriality may be extended to the following:The following are out of the scope of extraterritoriality within the league:
- Holding of the native nation's assets or nationals within the bounds of the embassy or consulate free from national law.
- Engaging in some activities that are legal within the native nation inside the extraterritorial space regardless of their legality in the host nation.
- Private defence of the extraterritorial area in the case of civil unrest.
- Holding of violent criminals who pose significant danger to the League and the Host Nation.
- Engaging in activities, including within the bounds of the embassy or consulate, which constitutes possible harm to the citizens of the League.
- Using undue or deadly force against nonviolent citizens of the League.
- Nonviolence in this case is defined as actions which do not constitute potential harm to the defending party.
- Harbouring of non-national criminals within the embassy, such as nationals of another nation or nationals of the League itself.
National Categories for Embassies and Consulates:
In diplomatic relations with the league, it is possible to be of one of the following categories of nations:No other categories are permitted. This is to say that a nation with no embassy may have up to 3 consulates, and a nation with one embassy may have zero to ten consulates.

- Nations that have one embassy and no consulates;
- Nations that have one embassy and <10 consulates.
- Nations with no embassies or consulates.
