President Fish can swim and breathe under water. He also has the ability to die and be secretly replaced, which is a form of immortality.

Prime Minister Schuyler Marmish is an expert surfer but she can't swim.

General Marie-Louise Castro-Stalina is also a non-swimmer. She has a black belt in kung fu and the military equivalent, fatatawushu. She is familiar with all military weapons but is hardly what you would call a proficient shooter. There's a running joke that she can fire a howitzer but she can't hit the side of a barn with it.

Alphonse can swim and fly and waddle slowly. He can also bite.

Run? President Jornillian Badakulos is in excellent shape, the result of an upbringing on a farm and time spent in the Omakh military. Though he has never participated in a formal race, his stamina is formidable.

Swim? President Badakulos' experience with swimming is limited, as he grew up near the heavily polluted Sundry River, far from any clean bodies of water. His military career did require him to perform swimming tests, though he is no Olympic swimmer.

Fly? In the Omakh Armed Forces, Badakulos flew for the air force in a squadron called the Reaving Riders. He is considered to be a strong, perhaps even exceptional, pilot.

Have Superpowers? The president is gifted with the incredible power of actually getting legislation through parliament.

Know any martial arts? Nothing aside from basic military training. Does cutting taxes count?

Wield any weapons? President Badakulos is skilled with an Omakh rapier, and enjoys fencing in his spare time. He is also a strong marksman given his time in the military, and is known to hunt Stornish buckhorns on his uncle's ranch on the Brigand's Peninsula using his modified Harlan H-22 lancer rifle. President Badakulos firmly upholds the rights of all Omakhs to possess swords, guns, and various explosive devices, so long as they are used strictly in a self-defense capacity.

Swim? No. Though he could install the required waterproof seals and corrosion-proof paint if he really needed to, he certainly isn't going to immerse himself in such a thing as water for fun. (The vast majority of us have an aversion to water as an instinctual trait since water is bad for robotic systems on many levels.)
Fly? Definitely.
Have superpowers? Yes
If so, what powers? Thanks to his Divine Powers, he can teleport pretty much anywhere, drain enemy strength, pump up his own, cure and cause disease, and more. We don't yet know if he can create life from nothing, but he has made small barren planets appear and disappear.

If so, what are they? Like most Decepticons, he relies on his pure hydraulically-powered strength to pound enemies into the thickness of stepped-on beer cans if he is too close to them to use his real weapon.

If so, what are they? He is well-known for the fusion cannon permanently attached to his right arm.

He also transforms into a pistol, though this form is quite weak compared to his robot mode + fusion cannon configuration. Pistol mode also requires having someone else to do the aiming and firing. The only reason he doesn't reconfigure his body to transform into something else is that he has no real need to ever bother with pistol mode anyway. He can fly without transforming, too, so there's just no point in altering the original specification. Plus, he looks more leaderly in robot mode than those who have other alt modes.
