The Seal and Logo Request Thread

Hello you wonderfully talented design people... I'm looking for a governmental seal that is basically a cleaned up version of the roughly made current one I'm using minus the awkward flag (which I don't even use anymore).

The centre of the seal is based on the US Information Awareness Office emblem and has the Eye of Providence "scanning" the Earth. In the new version "Scientia est potentia" is replaced with "Deus est omnis", and "D-A-R-P-A" is replaced with "U-S-H-A-R". The border of the seal reads "Department for the Prevention of Vice and Promotion of Virtue".

-Some steampunk details (the mechanical, clockwork side of steampunk, rather than fashion or architecture)

Alright, I have a pretty clear idea for this. I want a black sword surrounded by flames, and a snake cooling around the blade. I want the flames to be red, and the snake to be black like the sword. I want the fire to resemble a wreath traveling around the sword. Beneath the sword, I want the words, “From the ashes of a colony, rises a glorious republic!” In gold text. I don’t really care about the font, so long as it isn’t something like comic sans or anything ridiculous like that.

If you were intending to ask about techniques, then this isn't really the place. Briefly, I used the select by colour tool to pick out the shapes, then used a gradient fill plus blur on a new layer to get the new colour, and set the layer to darken only to keep the outlines clean.
