The Radical People's military Guards of the Workers Party of Caribbean (Radikale militärische Wächter der Arbeiterpartei der Karibik) was formed in mid 1900s (1905) as a socialist-anarchist group to oppose the emperor's already dwindling power. They were ex German and Russian orthodox Bolsheviks that wanted to see czar Nicholas II of the Russian Empire become the leader of Cuba in a scheming economic business plot known as the Chochedevsky Affair. Once enough money was gathered, RMWAK capitalists would attempt to purchase several forgien ships and try to stir up a slave revolt that would be used to man the makeshift fleet. Launched in 1907, the plot failed after the Russian ambassador was arrested for selling opium out of the embassy in order to raise money for an army at the suggestion of RMWAK,which suggests the group had more power than previously thought as a radical fringe monarchist group.

Their efforts at ship buying abroad weren't much better. The British warship for Chile Almirante Latorre, who had recently been commissioned in the British Navy as HMS Canada refused to be handed over, and so they tried to purchase the still under construction Valliant, which after some negotiations would agree to be sold to the carriebeanian government for the price of £2,650,000.
When the call for payment came, the RMWAK decided to attempt an installation plan, and paid the first £300,000 upfront, with payments of £10,000 every week to keep funding the ship. Two years later, they still were only at £700,000. The Carriebeanian Government that got wind of the sale after two years, decided to cancel the entire purchase in exchange for an older dreadnought battleship at one tenth (£265,000) the cost of the Valliant.

Their other efforts included the Chazamsamsorov affair in 1908,which a Russian general gave up secrets to the carriebeanian government agents that were actually RMWAK members that used the information to prepare an army together in order to take over Panama that would later be sold to the Americans for a pretty rubble or sai or dollar. The only problem was that an american garrison of 50 soldiers that had been stationed on Panama to supervise the construction of the still incomplete Panama canal . The RMWAK members got cocky and decided to ask politely by shooting over the Americans heads that they needed to leave. This failed spectacularly when an american warship showed up and blasted it's ten inch cannons at the port, scaring off the RMWAK members from the attempt.

By this time they had a track record of monumental failures, with the failure to purchase ships for a rebellion,getting several diplomats arrested for the drugs they were selling,and nearly causing a war between the U.S and Carriebean. On January 10th,1910, RMWAK was banned in Carriebean as a dangerous political threat.
Now that they were outlaws, the group quietly disbanded in 1911 and disappeared from the history books as a footnote of the Russian spirit and capitalist shipbuilding mischief.

The Constitution Act 1912 guarantees freedom of association, and has been cited in some high profile cases (particularly in the 1960s and 1970s) in which governments unsuccessfully attempted to ban certain groups.

The most notable such group was the Alizerian Gay and Lesbian Alliance, which existed for 40 years despite homosexuality being illegal in Alizeria until 2014. Attempts to break up the group on the grounds of promoting illegal activity were thwarted when the High Court ruled in 1983 that the Police's actions were unlawful under the Constitution Act.

While Lanoraie values free speech and freedom of opinion, it has been forced at times to ban a few groups widely considered dangerous to the citizens, and the ban was agreed upon by the citizens. Any association with said groups can and most likely will land you in jail. This includes the RSH (Rahoka South Horde), a group of violent anarchists who were responsible for the death of over 300 citizens one night in October when 4 of the group's members ran over hundreds of people at a festival with semis, and later that night shot and killed His High Grace Johan Esperellius, royal adviser to Serene Highness Persephone, as well as Johan's 7 year old daughter, Aleshia. This was 130 years ago and they still control Rahoka district as a bunch of violent thugs, pumping drugs all across the country and being the cause of almost all violent crime in Lanoraie. The police has done well in cracking down on them, unfortunately they still exist and at one point there were over 22,000 of them. Luckily, their numbers have dwindled to 8,000, but they continue to destroy South Rahoka despite the police's efforts. What makes them so difficult to catch is that most of their members are always on the move and few actually own houses; they live in underground complexes that can be difficult to find. They originally started as an anarchist group but now are both that and a gang. They enjoy doing drugs, killing people, destroying property, attempting to assassinate political figures, and spreading their vile hatred on the internet. They lie, manipulate, cheat, still, terrorize, threaten, and harass, and years of that reached the boiling point that one October night. After that, they were officially declared enemies of Lanoraie.

RSH is only one of two groups to be officially banned in Lanoraie. The other? Their rival gang, a group of disgustingly corrupt (former) politicians, businessmen, and otherwise seemingly "normal" parents who ran a child sex trafficking ring from a pizza parlor. They've been ordered to be killed on sight by police and citizens, as they've gone into hiding. While hidden away, they've been stealing RSH's drugs and also attempting to assassinate political figures, alongside raping and kidnapping children, of course. While RSH are arrest-on-sight, this group of people can be legally shot and killed by any Lanoraie citizen who can prove they were affiliated with them. Any politician who had ties to them was executed, and any current politicians (thankfully, there are none) who are associated will be executed as well.

Speaking of pedophiles, anyone who promotes pedophilia, whether part of an organization or not, is automatically put on a warrant for arrest. Anyone who is caught sexually abusing a child is shoot-on-sight. Lanoraie takes the protection of its children very seriously, and His High Grace Johan Esperellius was targeted by a child sex trafficker who later joined the RSH (who claim to be against pedophilia and had no idea he was into such things--such claims are, actually, true) and wanted revenge for a politician who Johan shot and killed when he caught the politician ushering a naked, beaten, terrified child at knife point to his apartment. Johan later found photographic evidence of yet another politician who was in on the child sex trafficking and assassinated him on the lawns of the Citadel.
