Do you use solitary confinement in your nation's prisons? What circumstances get prisoners sent there? In Venetoland we put any prisoners who: have committed a violent crime while already in prison, anyone on death row, anyone in prison for espionage or treason.

Solitary confinement is limited to prisoners who have committed severe violent acts against prison staff or other prisoners, or who have made escape attempts. No prisoner can be held in solitary confinement for more than thirty days without authorization from the Minister of Internal Affairs. Such authorization has only been granted in the case of prisoners with histories of repeated violent acts. Also, juveniles cannot be placed into solitary confinement.

The only use of punishment is typically in the form of either Corporal, or Capital Punishment.

Although there are a few government black sites where the use of solitary confinement may be used.

Solitary confinement in Hwaran

Solitary confinement is mostly used in Hwaran as a form of punishment for inmates who violate prison regulations and as a measure of protection for vulnerable inmates or inmates at high risk of suicide. Controversially, the Hwaranese criminal justice system requires individuals convicted of a crime under the National Security Act to be placed in solitary confinement, regardless of risk. In order to be released, such inmates also have to pledge an oath to the National Security Act and relinquish communist or socialist beliefs. Those who refuse are referred to as 'unconverted long-term prisoners.'

Juvenile detention centers also hold inmates in solitary confinement, although there is growing public concern surrounding this practice.

The inmate held in solitary confinement for the longest time in Hwaran is Baek Un-jeong, an unconverted long-term prisoner in solitary in Cheongshim Correctional Institution since 1978. The Corrections Service has denied several domestic and international petitions for his release, the last denied in 2009.

Solitary confinement is considered a form of psychological torture as well as a retributive, rather than rehabilitative, form of imprisonment and thus violates laws against both. It is double-illegal.

It is, however, permissible in a state of Revolutionary Crisis as part of the Anti-Counterrevolutionary Exemption, but even then it's unlikely to be used since it has little value for interrogation or counter-insurgency when quicker and more effective methods of torture are readily available.

Solitary confinement is legal in Thermodolia. A convicted criminal can only be in solitary confinement for a maximum of 23 hours a day with at least one hour of exercise. This however is a national law and the republics are exempt from this with the exception that a convicted criminal cannot stay in solitary confinement for more than 14 days straight without a break.

As of August 10th 2020: 2 republics, 20 states, and 1 district have banned solitary confinement.

Only two republics: the Republic of Rânthâ and the Traditional Republic of Trhogšcænd, both allow solitary confinement longer than the national maximum. In Trhogšcænd the maximum amount of time a convicted criminal can be in solitary confinement 48 hours after which they are granted a 5 hour break. In Rânthâ the maximum time one can spend in solitary confinement is 14 days after which they are granted a 1 hour break. Rânthâ has banned the death penalty and uses solitary confinement as its punishment for criminals convicted of high crimes

Solitary confinement is almost never used, as severe crimes in Holy Shot are normally met with execution or conscription. Solitary is sometimes used to punish inmate misbehavior and lasts at the discretion of the jailer.

Solitary confinement is used for a variety of reasons, one of which includes a prisoner waiting for his/her execution. Three days prior to an execution, a prisoner is informed of their execution date and moved to solitary confinement.

Solitary confinement is usually used for prisoners with mental health issues that may be a cause of danger for fellow prisoners. They are locked up in window-less rooms, furnished with no more than a bed, a pillow, a blanket, a sink, a toilet, a stool and a table. The rooms are sized a standard 6 square meters, and have thick, reinforced concrete walls, and a steel door locked with: a keycard, a passcode, and an actual key.

The prisoners are not allowed any human interaction besides the guard who gives food once a day and requested literature approved by the prison's head warden. That guard is only allowed to say 3 sets of phrases to the prisoner, unless in an emergency situation. These phrases are: "eat", "return the utensils", and "what is your status". If the prisoner does not respond, 4 guards would be sent in to evaluate the prisoner's situation, and are allowed to beat him up if nothing is actually wrong.

Depending on sentence, this stay can last from a few months to a lifetime.

What circumstances get prisoners sent there? In regular prisons usually for repeating violent offenders, or sometimes even to protect a prisoner from others, though their confinement is less solidarity, as they are give an hour a day to wander outside in a cage and get fresh air, even speak to the guards if they like. Repeating offenders do not get this luxury, they normally just get a room alone and kept there with only the necessities until their time is up. We also use it as a torture method on enemy spies or traitors. Lock them in a small room with only the very basic necessities, no window or any human contact besides the very brief deliverance of food, water, and so on. The guards are strictly told not to speak to them, or even give full eye contact. This goes on for a unspecified amount of time. Either until they break, or until we decide it's not working or working fast enough.

Alinghi in the year 2047 do a prison reform, what scandinavize the prison system in Alinghi (this pack of refroms was called scandinavization of the Republic), abolishing the life imprisonment (the max sentence possible in Alinghi are 25 years), and abolish the solitary confinement. The alingan imprisonment system focalize more to rehabilization whan punishment itself.

It is commonly used in Imperium's labour camps and other detention facilities, and is far from the worst punishment a prisoner can get for bad conduct. Given how a Sidh convict forfeits all of his civil rights for the duration of his imprisonment, and a human prisoner doesn't have any legal rights to begin with, being thrown in the solitary for an indefinite time (i.e., until the guards decide otherwise) is indeed getting away lightly.

Solitary confinement cells are typically 2-by-2-meter cubicles of solid concrete with no amenities whatsoever save for a hole in the floor to relieve oneself in, and that's if the prisoner is lucky - more often than not, those who have earned the ire of the staff will be shoved into much smaller cubicles with no room to stand or stretch out and no place to relieve themselves, being forced to sit or lie curled up in their own filth (and often that of the previous inhabitants as well). Solitary confinement cells have no light whatsoever and are soundproofed, even the small opening through which food is passed being designed in a way that prevents any light from entering. Being locked up in such a place is a torment in itself, those condemned to spend a month or more in such conditions going profoundly insane, those being dragged out of their cells for a daily session of torture being considered lucky. More often than not, prisoners in the solitary commit suicide by smashing their heads or biting their veins open. In this case, the cell is simply welded shut and filled in with concrete before removal for use as a building material (cell blocks in Imperial prison facilities usually being of modular design). If the guards are feeling merciful (or simply want a troublesome prisoner gone for good without making a show of it), they might sometimes slip a razor blade or poison pill to the prisoner along with the food as a heavy-handed hint of what he's expected to do.

Consequently, many Sidh and human inmates much rather prefer to be tortured as a disciplinary punishment than be committed to the solitary, though as many misbehaving prisoners find out, it is still far from the worst punishments to be found in Imperial labour camps.

Solitary confinement is usually reserved for moderate infractions that warrant a sterner response than a simple summarily-administered beating or flogging, but not severe enough to warrant more draconian punishments. It is not usually dispensed for assaulting a staff member, inciting a riot or attempting to escape, such offenses usually being punished by summary execution (often by torture before other inmates to make an example). Examples of such offenses involve theft of prison property, possession of contraband or assault on another inmate (the latter often being overlooked by the guards to keep the prison population in check). Depending on the nature of the offense and the guards' disposition towards the particular inmate, confinement may also be accompanied by regular sessions of torture.

Solitary confinement is also used by Domestic Security and the Order of Judicators as a means of interrogation. The Order in particular tends to use "white torture", the prisoner being locked in a completely white soundproofed room and served tasteless white food on a white platter, this in itself functioning as a means of sensory deprivation. A technologically more advanced form used on Sidh prisoners is the white-room's virtual-reality equivalent, the subject being plugged into VR through his neural interfaces with no means of leaving the simulation, enabling the interrogator to use any variety of torture without causing actual physical harm along with imposing sensory deprivation. While the subject may quickly recognize that he is trapped in a simulation, it hardly helps to make the suffering any less realistic along with the helpless realization that one cannot disconnect from it. Oftentimes, simply being locked into one's own neurally-interfaced mind in a simulated blank space is in itself enough to break the subject, the victims being more than eager to answer any questions the interrogator might ask simply to have someone to speak and interact with.

Since the latter method is technologically-sophisticated and requires specialized equipment of considerable size, the Order and DomSec usually enhance their interrogations by cruder methods, although both recognize that outright torture is generally ineffective in extracting useful information, reserving it's use for subjects deemed particularly susceptible to physical coercion and extraction of low-value intel.

It is normal containment in maximum security prisons, and is punishment in lower security level prisons. It is a very commonly executed form of punishment in the lower prisons besides regular beatings, and manual labor. Prisoners in Max security prisons that somehow manage to NOT get the death sentence are usually found attempting suicide within a month... However thanks to top tier surveillance and medical care only 1/20 suicide attempts are successful.

Solitary Confinement is used only on those already condemned to Death or those who murder their cellmates, however these are typically the same people.

Solitary confinement is usually reserved for prisoners with severe psychosis or other mental health conditions, in addition to being used as a punitive measure typically in the event of an attack against fellow prisoners or prison staff. The latter usually sees solitary confinement applied for a maximum of 72 hours.

Solitary confinement is legal in AustralZealand and is used as an effective form of punishment for the more violent or troublesome members of the prison population i.e those that commit violent acts against prison staff or other prisoners and also those that refuse to cooperate with prison staff. It is also used for all prisoners that suffer from mental health so that they can't harm themselves or anyone else and also for all Muslim prisoners so that they don't end up radicalising eachother or the other prisoners. Prisoners on death row also spend their last week before their execution in solitary confinement. Those prisoners with mental health problems and also Muslim prisoners are held in solitary confinement for 24 hours a day, 7 days per week or in other terms, they are held in solitary confinement for the entirety of their sentence. As for the other prisoners, the length of solitary confinement depends on what they did that broke prison regulations and how severe it was. However, all prisoners in solitary confinement do not get outdoor access or exercise and must remain in their cell at all times.

We have no prisons. You can't rehabilitate offenders into good citizens by treating them inhumanely.

We use a simple rule of thumb: If it's bad when individuals do it, it's also bad when the government does it.

Solitary confinement is recognized as a form of torture and is therefore illegal. Carrying out or abetting a session of torture, regardless of the conditions of the participants, is a very serious crime. Depending on the overall nature of this offense; penalties range from several years in prison to the death penalty. People in positions of power who oversee or order a session of torture will face a more severe punishment.
