How do the cabinets of your governments work? Are they decision-making bodies, like in parliamentary governments, or simply advisory bodies, like in the US? How many ministers/secretaries do your governments have, and what portfolios do they have? How are they selected?
In the Baldrounien government, the Unepenqaue (Cabinet) is composed of the purunou (prime minister), along with eight other ghauen (ministers):
- The anqhamae, who serves as the chief clerk of the government, and also formulates policies regarding the bureaucracy and civil service, - The saghou, who deals with foreign affairs: diplomacy and defense; also serves as the chief ambassador of Baldroun - The ithiemaen, who manages government finances and fiscal policies of the nation - The taghasiue, who deals with economic affairs: commerce and business, labor, agriculture, mining, forestry, and fisheries, as well as industry, - The qathluon, who deals with human resources: education, culture, and sport, health, and social welfare, - The bandhae, who manages the 'interior': security of the nation, disaster prevention, risk-mitigation and relief, and enforcement of law and order, - The odhaetre, who manages developmental affairs: housing and urban development, rural development, transportation, communications, and information, and - The naibouno, who deals with energy, as well as managing the environment and the nation's natural resources.
The purunou, after being appointed by the Ashta (equivalent of a king), appoints all the ghauen, which traditionally should be approved by the Ashta; in practice, the Ashta rarely denies a ghauen appointment. The ghauen are allowed to delegate their responsibilities to altenghauen (deputy ministers); by custom, all ghauen but the Anqhamae appoints altenghauen.
The purunou can also appoint additional ghauen, usually to manage issues that recently have come up and become relevant. The portfolios of these ghauen, however, are dissolved when the Panepoulen (Parliament) is dissolved; if the issue is still relevant when a new Panepoulen has been elected, the new purunou must create the portfolios necessary, again, from scratch, and appoint a ghauen. The eight main ghauen are not entrenched in the constitution; they are in every iteration of the Unepenqaue because of custom.
An example of this is the ghauiese, created in 1912 (two years after independence), in order to manage the reorganization of states and other government institutions.
Our Cabinet members are chosen by Parliament, usually from its own Members but that isn't a requirement. They usually come from the most popular parties.
The role of Parliament is mostly to tweak the budget and the role of Cabinet members is to convey the decisions of Parliament to their respective Ministries and to provide feedback from their civil servants to Parliament. One exception is the Minister of Defence; since Parliament does not fund defence and has no control over the armed forces, the Minister's only role is one of communication.
The Prime Minister serves mostly as a chairman at Cabinet meetings. The most important Cabinet posts are Health, Education and Welfare.

High Minister of Internal Security: Erik Siggbjórnsson
-Military Subordination Committee The Military Subordination Committee (HPU) is a Ministry within the High Ministry of Internal Security (the AIO). The HPU consists of political officers known as commissars who serve in various military units. Their purposes are to ensure party loyalty amongst soldiers and to report any "corrupted actions" by military officers. In times of conflict it is the role of the commissars to motivate the enlisted into fighting, and to execute those who break orders. The HPU also has its own military units which are often used to directly enact the party's will.
Head Commissar:
-Ministry of Border Security The Ministry of Border Security patrols points of entry into Kánadórika, (Seaports and airports), as well as Internal cantonal borders. Suspects being caught illegally entering or leaving the island of Kánadórika may be executed by border officers.
Minister of Border Security:
-Ministerial Guard The Ministerial Guard is a security force tasked with providing personal protection to High Ministers and to the Supreme Minister.
General of Ministerial Security:
-Ministry of Intelligence The Ministry of Intelligence is an intelligence agency with both internal and external responsibilities.
Minister of Intelligence:
--Foreign Intelligence Committee The Foreign Intelligence Committee collects Intelligence from foreign nations which could be of strategic use to the Kánadórikan government.
Chief of Foreign Intelligence:
--Domestic Intelligence Committee The Domestic Intelligence Committee seeks out information regarding political heretics within the nation. Once these individuals are located, officers from the Ministry of the Peoples Justice approach the suspect and act accordingly, although they too will make arrests.
Chief of Domestic Intelligence:
-Ministry of the Peoples Justice The Ministry of the Peoples Justice is the secret police branch and regular day to day public policing agency of the AIO. It arrests political heretics, and either executes them or transfers custody of them to the Ministry of Internment, as well as enforces the nation's laws and maintains civil obedience. Most criminals are sentenced by an AIO unit chief, however higher profile criminals receive a show trial presided over by the Ministry of the Courts. Despite the Ministry's reputation as a secret police force, it also is involved with everything from traffic policing to the nation's SWAT teams.
Minister of the Peoples Justice:
--Division for the Termination of the Condemned As its name suggests, this subministerial level agency deals with the executions of either selected individuals or targeted groups.
Chief Executioner:
-Ministry of Internment The Ministry of Rehabilitation operates the nation's concentration camps, where prisoners are sent to perform forced labour as a punishment for crimes (though it is incredibly common for individuals to have not committed any crime at all, and to only have been accused by the AIO).
Minister of Internment:
High Ministry of Defense
-Ministry of the Armed Forces The nation's principle arm of defense, tasked with detecting, halting, and destroying a foreign invasion force, or with offensive operations invading foreign soil. Citizens are drafted after they reach the age of 18. After two years of service in the branch of their choice, conscripted adults have the option to renew their service or to return to civilian life and operate in the militia until they reach the age of 50. Generally citizens in the militia only attend several weeks of training per year, and are only called upon during a national emergency. They do however keep all weapons issued to them during their military service at home or in their possession; mandated by federal law to facilitate a quick defense force. Ammunition is supplied by the Office of the Militia. If the country comes under attack, individuals in the militia are eventually reconscripted to serve their prior branch of military service.
-- Office of the Militia (OoM) Manages and trains the nation's Militia during peace time. In times of war, the Office of the Militia is responsible for redirecting citizens in the militia back into the formal armed forces.
-- Army Provides ground defense forces
-- Navy Patrols and defends the oceans surrounding Kánadórika
-- Air Force Defends Kánadórikan airspace
Ministry of Civil Defense (MoCD) Manages the safety of the Citizenry in times of national emergency, and provides a non military defense network
--Office of Public Shelters and Stores (OPSS) Manages, constructs, and maintains the nation's public emergency bomb shelters, and stocks them with supplies.
--Bureau of Wartime Infrastructure and Industrial Management (BWIIM) Manages the nation's infrastructure in times of war. Issues orders to destroy various levels of infrastructure (ie, dams, tunnels, bridges,) at the cantonal level to slow enemy invasion force. Also directs the nation's industry to provide for the war effort. (A task shared with the Bureau of Strategic Industrial Production of the Ministry of Commerce)
-- Civil Alert Bureau (CAB) Tasked with alerting the citizenry of a possible foreign threat or natural disaster. Operates and maintains the nation's air raid sirens, and emergency broadcast alerts. Informs the public of the invasion's events and happenings on specially reserved television and radio stations.
-- Department of Occupied Armed Resistance (DOAR) Directly arms the citizenry and trains them in guerrilla warfare should the nation be occupied

TurtleShroom wrote:Aah, bureaucracy........... the Executive Cabinet of TurtleShroom is large, but has been shrunk and consolidated many times over the years as more and more privatization and government streamlining has occured.
This was the Executive Cabinet until the collapse of the government in the Dark Harvest.
The highest executive bureaucracies in TurtleShroom are as follows. Unless otherwise noted, their leaders are "Headmaster of {Item}". Heads of sub-departments are "Dean of {Item}", and the rest are usually "{Item} Agents" or "Workers", etc. .
Most ministerial occupations are elected directly by the people, and subject to the usual ethics laws, such as recall and impeachment. The terms vary, but they are usually twenty years up to life tenure.
Departments marked with struck text were dissolved before 2012 AD.
The executive cabinet is as follows...
Ministry of Agriculture
Ministry of Defense and Weaponry (deals with domestic defense, weapons licenses, gun rights)
Ministry of War, Nuclear Programs, and PWNage (appointed)
Ministry of Foreign Affairs (appointed)
Ministry of Education (elected)
Ministry of the Storehouse (you may call it the Treasury, elected)
The Majestic Twelve (there are actually twenty four but two sets of Twelve, appointed)
Ministry of the Great Census (elected)
Spiritual Advisor {per NS Issue, appointed}
Congress/Civil Supreme Court (the "Judgemaster" is appointed and is Speaker of the House/Chief Justice is the leader of both, but the other Justices are elected, as is Congress)
Chairmen of the Federal Bureacuracy Board (a sprawling system of pencil-pushing bureaucrat-judges called for random letters, warrants, and diploacy, headed by nine creatures, all appointed)
Postal Board (seven creatures headed by the Postmaster Supreme, two are private representatives)
Ministry of Health (headed by the Master Doctor)
Ministry of the Police (headed by the Constaple on Patrol, elected)
Holiness Board (Board of Censors, no head, all elected)
The Mining and Uranium Board (headed by the Chairminer)
Ministry of the Railroads (railroads are important enough to warrent their own bureaucracy)
Ministry of the Environment (elected)
Ministry of Pension (headed by the Pensionmaster, elected)
Some suggest that whole positions and bureaucracies, can merge without problem, and in the past, they have. Boards that were struck out were the result of the recent privitization or abolition of their respective institutions.
The Executive Cabinet is the highest order of the executive branch in TurtleShroom's government, answering only to the Crown and to the right of Recall.
For the purposes of this article, the format is as follows: DEPARTMENT NAME / HEAD TITLE / APPOINTMENT / INCUMBANT. Cabinet positions with no head will be listed as Not Applicable in that entry and in the Incumbant section.
The Majestic Twelve* / Not Applicable / Appointed / Not Applicable (there are three sets of twelve that comprise Majestic Twelve appointees, thirty six in all)
Ministry of Foreign Affairs / Headmaster of Foreign Affairs / Appointed / [POSITION VACANT]
Ministry of the Storehouse (Treasury) / Headmaster of the Storehouse / Elected / Yertle Peniipincher (turtle)
Federal Bureaucracy Board / Chairman of the Federal Bureaucracy Board / Appointed / [POSITION VACANT]
Ministry of the Police / Constable On Patrol / Elected / Elliot "Old Man" Copper (turtle)
Ministry of Domestic Affairs / Headmaster of Domestic Affairs / Elected / [POSITION VACANT]
Congress and Supreme General Court*** / Judgemaster*** / Appointed / Zodak Law (human)
Holiness Board of Censors / Not Applicable / Elected**** / Not Applicable
Ministry of Pension / Pensionmaster / Elected / Jakehess Elrod (turtle)
Ministry of the Great Census / Great Census-taker / Elected / [POSITION VACANT]
Spiritual Advisor / Spiritual Advisor to the Crown / Appointed / Cardinal Jason Icfella (human)
* = Each King appoints their Majestic Twelve upon their coronation. When the King dies, one of the Twelve takes their place, as decided by lot. They do not serve any governmental fucntion other than being in waiting. Any Majestic Twelver can be dismissed at-will and a new one would be appointed in his place.
** = The Grand Alcoholic Judidciary is the supreme court of the drug circuit, which is parrallel from the civil and criminal courts. His position as Headmaster of the MEP is technically as full as all other Cabinetmen, but he traditionally delegates all authority to a subordinate.
*** = The Judgemaster is the Chief Justice of the Supreme General Court, who oversees all final criminal, civil, and constitutional cases. All justices on that court are elected except him. The Judgemaster is also the Speaker of the legislature.
**** = Censors, once elected, serve for life and can only be removed by Recall or criminal conviction.

by AHSCA
In AHSCA there are two Offices, Offices of the State and Offices of the Government. Offices of the state are recognized by their formal traditional titles; Duke, Duchess, Chief, etc. while the offices of the Government are recognized by their title and affiliation; Officer of Defense, etc.
Those of the state are the highest in power presiding over the nation and/or their individual state and have the absolute rule of law under them. Those in the Government offices have limited power and answer to a higher authority, be it the Duchess or the State Leader. Government offices are always preceeded by the prefix UNI for United Island. more can be read here.

The Hyggematic cabinet is a little different in structure than most other nations, as it did not evolve from the Westminster tradition. There are ministers of general jurisdiction, who have the power to deliberate state affairs in all aspects, and ministers of special jurisdiction, similar to ministers with portfolio in the Westminster system.
Great Chief Minister (Shoushuuryou) — the most senior possible position in government that is not a sinecure Left Chief Minister (Sabokuya) — deputy prime minister Right Chief Minister (Ubokuya) — deputy prime minister Royal Chancellor (Chuushuuryou) — representative of the king Royal Attendant (Mongeshichuu) — representative of the king

by Jimbecile
The cabinet and lower 'house', of government in Jimbecile is effectively the President, supported by the Vice President, the Chancellor of the Treasury and the Homeland Secretary. These are the only decision-making government positions, with the rest of the executive staff being advisory only.
There is also an upper legislative body called the Senate; also referred to as Compass House after the building in which its 360 members meet. This house has no executive cabinet and instead operates a committee system.

The Ministers are various, with decision-making powers, and appointed by the Emperor at his will. Including the Emperor, the members of Council are, in order of importance:
The Divine Emperor of Phantasia, Aurora Lunarii - Appoints ministers, presides over reunions of Council, grants tasks and powers, proposes projects, vetoing ideas, etc... The Vice-Empress, Mana Lunarii - May represent the Emperor in all his tasks, and exercise all the powers granted to him, but submitted to his veto. Usually represents the Emperor in the affairs designed by him to handle. The Magistra, Rosemary Pommevane - Equivalent to Prime Minister, acts as Head of Senate and handles the Civil Service, enforcing the meritocratic examination and employment of public servants. When designated for such, may also handle diplomatic affairs and represent the Emperor in state visits or presiding reunions of Council. The Chancellor, Lena Wyndia - Is responsible for handling diplomacy, tourism, external espionage, and may be the head of the Imperial Court or deal with state visits, after the Emperor, the Vice-Empress and the Magistra, in that order of replacement. The Grand Inquisitor, Skotai Ordalia - Has powers equivalent to a Minister of Interior or Justice. Is responsible for the carrying of law and order inside the empire, handling policing, justice, emergencies, elections, supervision of local governments, public administration, internal intelligence and counterintelligence. The Pontifex Maxima, Éris Lunarii - Writes the rituals of the Imperial Cult (More like State’s rituals, like oaths to the flag, than religious rituals), keeps some of the arcane charms and artifacts, oversees the education of sorcerers, leads the worship of the Elementals, and overseer all kinds of religious institutions. The Minister of Innovation, Makore Etwille Doratrixie - Handles projects of scientific and arcane researches, as well as oversees laboratories of other scientists and sorcerers. The Minister of Nature, Paraguaçu Iamirá - Handles environment, agriculture, fishing and mining, and fights against bad energies polluting people's auras. The Minister of Finances, Rosetta Fraise - Overseers the budgets and promotes economical policies. The Minister of Culture, Isabella Nielendorane Lenórieen Valendia - Handles the public education, the patronage of arts and sports, the cultivation of traditional expressions, and handles the imperial propaganda. The Minister of Cities, Machiko Nenyë - Handles infrastructure, public health, overseers the use of golems in public construction, and promotes the good aesthetics in urban design. The Goddess of War, Melia Archades - Equivalent to Minister of Defense or Marshal. Commands all military forces in the name of the Emperor, also having at disposal departments of military technology research and external intelligence. The Minister of Bread and Circuses, Margaret Verethragna - Manages the welfare, and prevents the toothless masses from rebelling.
Those above are considered Greater Titles of Court, to which there is in addition the Minor Titles of Court (Master of Ceremonies, Commander of the Imperial Guard, etc...), but which do not take part in governance and thus are not part of the Imperial Council (Our Cabinet)

The Imperial and Royal Council of Ministers is an advisory body to the Emperor, who appoints cabinet ministers on the nominations of the Imperial Chancellor.
Cabinet ministers are Members of the Reichsrat, but not required. The Chancellor nominates fellow MdRs from their party and/or coalition. Currently, there are ministers from both the SPÖ and the Greens, as they are coalition government of the Empire.

The Cabinet counterpart of the Feari government is the Councils and Halls of the High Sovereign synonymous with the Grand Council of the High Sovereign composed of Councilors tasked with overseeing specific executive matters such as transportation, public works, education, et cetera. They work like Ministries and Departments in most nations.
The Councilors are appointed by the High Sovereign then approved by the Grand Assembly. However the High Sovereign can choose not to appoint to and the Grand Assembly will elect Councilors fit for the position based on their expertise. It has been a recent tradition for the High Sovereign not to appoint Councilors to lessen power and maintain democracy and to establish a technocracy as they are appointed based on skill and expertise.

The Cabinet of the Van Hool Islands is modelled after the Cabinet of the Netherlands, with relatively analogous positions. Members are chosen by the Governor General at the request of the Prime Minister, and are almost always part of the governing coalition or party (although not one party has had a majority since independence and every government has been a coalition government of some sort).

The Visayan Federal Council is a constitutional executive agency which holds the power of executive veto. It is composed of seven members based on the provisions of the Malolos Constitution of 1989. Each Secretary has exclusive executive portfolios and is technically of equivalent rank with the President within that specific sphere of duty.
The seven members of the Federal Council are as follows, arranged based on their position in the Presidential Line of Succession:
Foreign Affairs - Jack Castro
Interior - Maria Aisha Perez-Reyes
Finance - Allison Sanchez
Defense - Nathaniel Charles de los Reyes
Education - Isabel Aragon
Public Works and Communications - Paul Christopher Joseph Wilson
Agriculture, Industry, and Commerce - Ranier Rex del Rosario
Each prospective secretary is required to have relevant experience in the field where he/she is to be appointed in, and serves along the President that appointed him/her. Appointments are confirmed or denied by the Senate.
In some cases, a previous Secretary can be affirmed by the succeeding President, still subject to Senate approval or denial.
Where applicable, a department may have undersecretaries for significant sub-departments, all of whom are required to be career officials. These undersecretaries are junior to both the Cabinet Secretary and their respective Deputy Secretary, occupying a place in the department's own line of succession.
The following are Undersecretaries subordinate to the Department of the Interior: Undersecretary for Health -- The Undersecretary for Health also serves as the chief public health officer of the Confederation, analogous to a Surgeon-General. Undersecretary for Justice -- The Undersecretary for Justice also serves as the Attorney-General of the Confederation. Undersecretary for Environment

Aside from the Premier, the head of government in our semi-presidential system, the Council of State includes the following ministries:
Ministries are made up of several divisions and may or may not oversee agencies with varying levels of autonomy. These are listed with a few of the topics covered by the ministry's portfolio.
Ministry of Foreign Affairs: Diplomacy, relations with the Pan-Slavic Union, protection of Lancovian citizens abroad, international aid. Ministry of Treasury: Finance, investments and bonds, taxation, printing and minting currency. Ministry of Defense: Military administration and procurement, national security, veteran's affairs. Ministry of Energy: Regulation of all energy production, investigating and monitoring nuclear proliferation worldwide, renewable energy research and development. Ministry of Health and Social Services: National health insurance, public health advisories and education, housing, social security, disabled persons' rights, poverty reduction. Ministry of Public Safety and Security: Policing, disaster preparedness and response, homeland security, customs and immigration. Ministry of Justice: Judicial administration, corrections, civil rights, representing governmental interests in court. Ministry of the Environment: Environmental policy, enforcing clean water and air levels, hazardous materials, renewable energy research and development. Ministry of Natural Resources: National parks, logging and mining regulation, fish and game enforcement. Ministry of Industry and Commerce: small business support, grants for economic development, trade, state-owned corporations. Ministry of Labor: Workers' rights and advocacy, workplace safety, mediation between labor and managers. Ministry of Education: Public schools and universities, national curriculum, science communication, scholarships and academic grants. Ministry of Infrastructure and Transportation: Railways, rivers, seaports and airports, highways, telecommunications, public works.
Each Ministry is headed by a Minister who may be a legislator, but typically is not. Ministers are given a great deal of control over the structure of their Ministry, but usually can only indirectly influence the actions of an "agency" as classified by statute. Independent agencies are not part of any Ministry, while executive agencies are.
The Council of State's main role is to set policy, provide political oversight, and lead the workings of the legislature. Most of the day to day government affairs are handled by the independent and semi-independent agencies, who continue operating normally even during political change.
The Secretary of State and the Attorney General attend Cabinet meetings as non-voting members. The Secretary of State is the head of the civil service and the Attorney General is the Council's legal adviser. The offices of Attorney General and Minister of Justice may held by the same person. (And usually are.)
