Army Begins Month-Long Military Exercise
General-Secretary calls unexpected military exercise in border areas

Izvestia has just received official confirmation from the Commissariat of National Defence that a large-scale military exercise has begun in the Nagornaya region. The exercise, named 'Biting Viper 3', is estimated to last until the beginning of July.

The exercise was described as 'unexpected' by the Commissar for National Defence, Josef Olovski, when interviewed by an Izvestia reporter. The Commissar stated that the snap exercise had been personally called by the General-Secretary in order to 'test the army's capability to respond to unexpected developments in the border regions'.

Biting Viper 3 is believed to be the largest military exercise in Kaxakh since 1991, and involves at a minimum elements from some ten armies (8th Guards, 3rd Shock, 1st Guards Tank, 2nd Guards Tank, 28th Combined Arms, 8th Guards Tank, 13th Combined Arms, 38th Combined Arms and 4th Guards Tank) from three fronts (Eastern, Northeastern and Southeastern) in addition to elements from the NKVD Border Troops, NKVD Internal Troops, the Air Force units assigned to support each fronts and some assets from the 37th and 28th divisions of the People's Shock Troops.

The exercise is predicted to last until the end of June, and is meant to test and strengthen inter-service and inter-unit cooperation. In addition, a full mobilisation of both Reserve Fronts has been included as part of the exercise, meant to test the speed at which these forces can be made combat ready.

Today, the General-Secretary delivered a scathing response to international calls either to relocate the military exercise or halt it altogether.

"I have said the exercises will go ahead, and they will go ahead. I am not a man to go back on my own words, and despite all the calls for me to do so, I shall never do that."

The General-Secretary continued "I am not entirely sure what the President thinks he ever hoped to accomplish by telling us to 'lay off'. You have no power here, Mr President. Words are merely words, unless they are backed by actions, and your action to convince us to 'lay off' is frankly pathetic. An extra 10,000 men? That's barely a division, Mr President. Where are the corps, the armies? Or are you going to abandon your allies to the 'evil empire'? If you wished to intimidate us into stopping, well, you've failed Mr President."

"I have also had several GRU-SVR reports of Asterian fleets shifting towards the coasts of our allies in southern Euclea, and that apparently some small exercise of 20,000 men is to happen on the other side of the border. If this is the President 'spitting back', well, I'd say it's more of a mild dribble vaguely aimed toward us."

The Kaxakh People's Navy has reported that the 1st, 2nd, 3rd and 6th Submarine Flottilas have been ordered to put to sea along with the Southern and Expeditionary Carrier Battlegroups to shadow the Euclea-Bahia Fleet while remaining within the territorial waters of Kaxakh's allies or international waters, while the Army has confirmed that the 11th Guards Army, the main formation of the Southeastern Army Group stationed in Teslachatski, will be joining it's armed forces for it's military exercises.

Today the General-Secretary broke the government's lengthy silence on the PENB embargo after a full session of the Revolutionary Council, one of at least fifteen such sessions called over the previous month.

When asked why the government had been silent for so long, the General-Secretary was happy to explain. "I am not ashamed to admit we spent most of the first session after hearing of the embargo just laughing. Apart from that, however, the delay was due to waiting for the full picture and all relevant information to be available to us before we could make a final decision on our reaction to this incident, with new sessions being called as the NKVD, GRU-SVR, Commissariat for National Economic Planning, Commissariat for Transport and Commissariat for Industrial Sectors of Strategic Interest acquired new information. Only after we were sure that we had all the information needed were we able to reach a final and unanimous decision. "

When pressed on the government's reaction, the General-Secretary responded immediately. "It's time we stopped this petty game. DITO has no right or obligation to interfere in Nuranz; it's a failed state, plain and simple. If it cannot preserve it's territorial integrity by itself, then perhaps it should not have said territorial integrity. I do not even recall DITO asking the Community of Nations for permission to intervene in regards to the genocide, although I may be mistaken on that fact."

"It is clear that the situation in Nuranz must be resolved and that it must be resolved quickly. Therefore, I am calling for the CoN to end this situation. It's time to stop this petty game of embargoes and actually do something productive, as difficult as that may seem to some individuals. Until that situation is resolved, however, I am extending an open offer to all nations on the receiving end of an embargo, whether that be the PENB oil embargo or the Asterian-Gaullican food embargo, to offer Kaxakh's assistance in mitigating the effects of said embargo through exports from Kaxakh. Negotiations will be on a case by case basis, although if any organisation wishes to negotiate collectively I would be more that willing to hear any such proposal as well. Furthermore, I actively encourage my comrades in the CSS to follow the same policy regarding the current crisis."

30 Regional Council delegates arrested for possession of unlicensed offshore assets

Today the largest arrest of political figures since 1996 occurred at the Herten Regional Party Office, where in a late morning raid, NKVD Internal Troops arrested some 9 Regional Council delegates during a meeting on local urban planning. The arrests occurred simultaneously with numerous other operations across Kaxakh, with a total of 30 Regional Council delegates being arrested on the charge of possessing unlicensed foreign assets. Currently it is against the law for a citizen of Kaxakh to own assets of any kind outside of the CSS without an official permit from both the NKVD and GRU-SVR listing the asset's name, type, value and location, with the punishment for breaking the law being a 6-year jail sentence. More arrests are likely to occur as the NKVD investigation uncovers those within the Kaxakh banking system responsible for assisting in the transfer of funds, while the NKVD Financial Unit has confirmed it will be contacting the Glytteronian government to arrange the repatriation of all assets held in those accounts back to Kaxakh.

The General-Secretary welcomed the arrests, stating that 'we do not tolerate those who seek to remove their money to so-called 'tax havens', where they can evade paying society it's dues to help the collective whole', and that 'any such individual should not be fit to call himself a citizen of their nation if they aren't willing to contribute to that state's well-being'.

It is unknown what stance the General-Secretary will take towards Premier Yuri, who according to the list has concealed $5.8 billion within Glytter, as he has declined to comment on the matter. A member of the Revolutionary Council, who wished to remain anonymous, commented that 'Yuri is an insane megalomaniac, and a relic of the Phoney War. Kaxakh installed him, and personally, I say it's high time we uninstalled him.'

Kaxakh intervenes in Teslachastki

Following the numerous uprisings and protests across Teslachastki by the so-called 'Capitalist Army', the Kaxakh government has ordered 'extensive military intervention' in Teslachastki to 'restore order, by any means necessary.' The Commissar for National Defence, Josef Olovski, stated that 'order will be restored, but we have no definite timetable for ending our intervention.' This marks the first large-scale military operation undertaken by the Kaxakh People's Army since 1998, when Varshavian separatists staged an uprising in the region's capital, Ubekskaya, which was crushed by the military. If the tactics used during the Varshav Insurrection are similar to the intervention's strategy, then the situation in Teslachastki is likely to become more brutal than it currently is.

The size of the intervention force is currently unclear, and no official order of battle has been made available; however, a official Rear of the People's Army photograph shows elements of the 56th Guards Motorized Division advancing into Teslachastki. The 41st GMD is part of the 13th Combined Army Army of the Southern Front, the Army-level command deployed closest to Teslachastki. The movement of the 41st GMD is likely to be followed or accompanied by the movement of the rest of the 13th Combined Arms Army into Teslachastki. The 13th Combined Arms Army, in addition to the 41st GMD, also has the 72nd Rocket Brigade, 75th Air Defence Brigade, 29th Guards Tank Brigade, 4th Motorised Division, 20th Guards Tank Division and 18th Guards Tank Division.

Other local forces include the 55th and 63rd Guards Naval Infantry Brigades attached to the First Fleet at Opolosk, which may be deployed by amphibious landing or join the 13th Combined Arms Army, the Southern Front's detachment of the Airborne Corps formed from the 103rd Guards Airborne Division and 83rd Spetznaz Brigade, both of which are reported to be on the move, while Petrovsk Airbase has confirmed the departure of Kaxakh's airborne rapid deployment unit, the 242nd Airborne Division, to an unknown destination. In addition, the Kaxakh People's Navy First Fleet's Task Forces 1.1, 1.2, 1.3, along with the 3rd and 8th Submarine Flotillas and Fleet Auxiliary Squadron 1.2, have departed from their shore establishments to unknown destinations.

The 4th Frontal Aviation Air Army is expected to provide air support. The intervention is justified under the Blofeld Doctrine, which states that Kaxakh may use military force to ensure that all Euclean states within the Commonwealth of Socialist States at the time of the Doctrine's declaration, 9th June 1969, remain full members of the CSS.

The General of the Army of the Southeastern Front, Ivan Zhueliv, who in the event of war would receive the Teslachastki People's Army under his command, has released a statement about the situation to the press, stating that 'the Teslachatski People's Army is to fully mobilize and place itself under my operational command following the CSS' defense planning for the duration of the crisis. The Teslachastki People's Air Force is to do the same with my Air Force counterpart, along with the Teslachastki People's Navy, again, as following the defense planning. In addition, all police and paramilitary forces are also to be transferred to my command for the duration of the crisis, such is the need to end it quickly and decisively. Any units refusing to do so will be considered to have joined the rebels and will be eliminated accordingly. The Teslachatski government is to declare a universal state of emergency and martial law, suspend it's constitution, and transfer control of all state-owned utilities and infrastructure assets to the Rear of the Kaxakh People's Army for the duration of the crisis. If the Teslachatski government refuses it will be removed, as it will be considered to have left the CSS.'

After the President's speech yesterday, the General-Secretary has delivered a scathing response.

"In an extemely rare occurence, I must agree with my Asterian counterpart. If the people of Teslachastki truly wish for democracy and capitalism, they should fight for it. If they do not fight for it, then they place more value on their individual life than on their beliefs. If you are not willing to fight for your beliefs, then perhaps you should rethink those beliefs. However, even if they are willing and able to fight for those beliefs, that does not change anything. They will fight, and they will all die. Resistance is futile. Order will be restored in Teslachastki, it is simply a matter of time and enemy casualties. The President has offered them political asylum, but it is an empty promise. Teslachastki is under a full naval blockade, enforced by the First Fleet, and by land it is surrounded by Kaxakh and our friend and ally Chescera. And even if they should escape Teslachastki, the border between Occupied Wazovia and the CSS is the most militarised in the world. There is no escape, no political asylum waiting. The President's words, as we have come to expect from him, are mere rhetoric with no practical value whatsoever."

At this point, the General-Secretary departed the stage, which was taken by the Commissar for National Defence Josef Olovski. "In response to the DITO mobilisation in Occupied Wazovia, with the consent of the General-Secretary and Revolutionary Council, I am placing the Kaxakh People's Armed Forces in a state of high alert, and ordering a full mobilisation of the Reserve Front. My counterparts in our closest allies have communicated their intentions to also mobilise their forces and place them on high alert until DITO demobilises."

Following the flight of Yuri and many other generals due to the 'Teslachastki Uprising', Kaxakh has formally declared that a state of war now exists between itself and the rapidly-collapsing state. Although Kaxakh forces have intervened in the conflict, and have secured Kaxakh's border with Teslachastki, the flight of much of Teslachastki's senior leadership has led to a situation of anarchy forming. This situation was referred to as 'intolerable' by the Commissar for National Defence Josef Olovski, who also stated that 'we cannot have a warzone on our border. Teslachastki will be stabilised.'

The General-Secretary, meanwhile, has released a statement saying 'they have chosen to fight, and as I have previously promised, they will die.' Kaxakh has already committed the 13th Combined Arms Army, along with two Airborne Divisions, two Naval Infantry Brigades and a Airborne Spetznaz Brigade. In addition to these forces, the 6th Guards Tank Army of the Southeastern Front and the Southeastern Front's Airborne forces, consisting of the 98th Guards Airborne Division and 11th Spetznaz Brigade, have also been dispatched. The Fourth Frontal Aviation Air Army will be joined in it's operations by the elements of the Third Frontal Aviation Air Army, the Tenth Strategic Aviation Air Army, and the Chesceran People's Air Force's First Air Army. In addition, NKVD TTG have been observed operating within Teslachastki. The NKVD TTG (Tylom Tselevaya Gruppa), also referred to as SMERSH, is responsible for locating and eliminating foreign spies, informants and acts as the Army's anti-partisan force during wartime, a role which it hasn't undertaken since the 1960s.

No comments have been made over who is to succeed Yuri in his role as Premier of Teslachastki, but it is likely to be one of the few high-ranking officers in the Teslachastki People's Armed Forces that remained in the country.

Today it was officially announced that the construction and modernisation of the Ubekskaya Mytikas Complex was back on schedule and will be ready for the opening ceremony on the 13th of December. The complex was originally constructed for the 1986 Mytikas Winter Games, but fell into disuse afterwards during the economic crisis of the late 1980s and early 1990s. The complex found a new, if unintended, use in 1998 when it became the main base for the 3rd Shock Army during it's suppression of the Varshavian Uprising. Afterwards it underwent a slow process of repairs, until 2009 when Ubekskaya was awarded the right to host the 2016 Mytikas Winter Games, when in addition to repairing the old stadiums, an entirely new complex was to be constructed. Since then the construction has been bogged down by repeated delays, minor corruption scandals and a single terror attack in 2011. However, construction is now reportedly back on schedule to have all the stadiums and supporting infrastructure finished by the end of November. The Chief of Construction, Fyodor Merkshevski, issued a statement of thanks to all those who worked on the project. 'After the 2011 attack, I honestly didn't think we could finish it in time.' He admitted to us in an interview. 'I really have to hand it to the workers though. After 2011 we issued an open offer of employment to anyone with experience in construction. Without the small army of independent contractors and small builders that took up our offer, we'd never have done it. No, no delays here. Not anymore.'

Today marks a great step towards the stabilisation of Teslachastki, as Kaxakh People's Army and Teslachastki People's Army loyalists marched triumphantly through the streets of Teslachastki's capital, Saint Ryansburg. The city, which had been under the control of the so-called 'Capitalist Army' since Yuri and his allies fled the country, was stormed by the 4th Motorised Division and the 6th TVA Tank Division, with support from the 83rd Spetznaz Brigade. The Teslachastki People's Army rapidly disintegrated, with forces going over to the rebels or forming their own faction in the civil war. The largest of these factions is the Teslachastki National Republic, led by Admiral Pytor Rykesk, the former second-in-command of the Teslachastki People's Navy and the highest-ranking officer left in Teslachastki, who has the support of the Teslachastki People's Navy, the 4th TVA Army and the 161st Airborne Regiment. The liberation of the capital marks a major push towards Admiral Pytor Rykesk assuming full control over Teslachastki, and GRU-SVR reports indicate that many other TVA groups formed around various officers or politicians are considering joining the Teslachastki National Republic, which already has the full support of the Kaxakh government.

The conflict has already been nicknamed the 'pure war' by Kaxakh forces according to a frontline reporter due to the extremely low media and minimal humanitarian presence on the ground. 'You hear about all these humanitarian situations in Nuranz or the media reporting on every bloody thing in some other DITO war,' one anonymous officer told our reporter, 'and you don't realise how hard it is for them. We're only fighting rebels here; I can't imagine having to juggle humanitarian issues and the media at the same time.'

After nearly 25 years in reserve or undergoing modernisation, the seven Yutrov-class cruisers (Yutrov, Basurhat, Nihon, Honghai, Lumine, Nanhai and Perovo), named for the seven major naval battles fought by the Kaxakh People's Navy during the Great War, have put to sea following the end of their lengthy refit and modernisation. The cruisers, officially 'large anti-submarine cruisers', are said to be part of a 'grand naval rebuilding' according to the Commissar for the Kaxakh People's Navy, Vladimir Gauzov, during an official interview with Izvestia on the re-entry of the ships into service. When pressed about what this meant, the Commissar was swift to answer.

'It means the People's Navy will be taking a more forward role in power projection, with the long-term goal of rebuilding the navy towards a strength similar to that which we possessed in the 1980s. In addition to our current frigate and corvette construction programs, we need new longer-range ships for power projection. New cruisers, new destroyers, indeed new aircraft carriers. Until those research projects bear fruit, however, we must make do with what we can, which is why the Yutrov-class cruisers are being reactivated. In terms of the actual upgrades, the Commissar elected to remain silent, citing the need for military security about the capabilities of the navy's ships. What is clear, however, is that the reactivation of these ships marks an increase in the ability and willingness of the Kaxakh People's Navy to involve itself in overseas engagements and interventions.

The Commisar for National Defence confirmed earlier today that reports of the 6th Guards Tank Army's withdrawal are true. This marks the first withdrawal of a high-level formation from the war-torn country since the invasion on the 1st of September. When asked to comment, the Commissar for National Defence replied 'It's the beginning of the end for the rebels in Teslachastki. We have a full schedule of withdrawal for our forces currently within Teslachastki, although some special forces units may remain within the country for training and advisory purposes and some divisions of the 13th Combined Arms Army will have their peacetime barracks locations shifted over the border. The Teslachastki People's Army, despite it's fracturing early on, has been welded back together and I am confident that it can suppress any remaining rebel forces left after the vast majority of Kaxakh forces have withdrawn from the country.' When asked on when he intended to have all forces currently committed to the Teslachastki conflict withdrawn by, the Commissar replied 'At the latest, by Christmas. I personally hope to have withdrawn the majority of our forces by the middle of November, although air support will continue for as long as the Teslachastki People's Army requests it.'

With the withdrawal of the 6th Guards Tank Army, it seems that the war in Teslachastki is likely to be over soon, although our military analyst stated that the estimate of Christmas at the latest was 'extremely pessimistic, given the level of opposition we've been facing so far.' The 6th Guards Tank Army will be relocating by train over the following fortnight. Their withdrawal will likely be followed by that of the 242nd Airborne Division, the airborne rapid response force. Task Force 1.1 has already been withdrawn from the Teslachastki coast to Opolosk, and with 6th Guards Tank Army's withdrawal the involved elements of the Third Frontal Aviation Air Army that supported it's operations are likely to return to their eastern bases soon as well.

Today marks a somewhat strange day in Kaxakh. The Revolutionary Council, as is traditional, spent the whole night in the Kremlin watching the results of the Asterian Presidential Election come in with opened bottles of vodka close at hand, both for energy and, if need be, for consolation. Around halfway through the election covreage, which the Revolutionary Council were watching on an NKVD-translated ANN feed, the General-Secretary, in an inspired move, had numerous laptops brought to the room for the express purpose of having the Revolutionary Council, himself included, 'invade the Twittersphere' in the words of Deputy-Secretary Yekatrina Petrova. The 'invasion' was apparently inspired by the extensive use of the site during the Asterian Presidential Election by both candidates. In an unprecedented move, the NKVD has removed the Internet blockers on the Revolutionary Council's Twitter pages, marking the first time that the entire population of Kaxakh is allowed access to a non-CSS website, if only a tiny part of it. As the results of the Asterian Presidential Election became clear in the form of a landslide Avery victory, the General-Secretary sent a congratulary tweet to the President-Elect's twitter, stating that he hoped they could do buisness together.

Today marks the official end of Kaxakh's intervention in Teslachastki. The intervention, which has been ongoing since late August, occured in response to an uprising under the flag of the so-called 'Capitalist Army' and the flight of Premier Yuri from the country along with his closest allies. The 83rd Spetznaz Brigade People's Army devolved into infighting over who should run the country in place of Yuri in addition to fighting the Capitalist Army. Under the principle of the Blofeld Doctrine, Kaxakh formally invaded on September 1st, with St Ryansburg liberated on the 29th of September. Almost two months on, the formal proclamation of withdrawal of the 13th Combined Arms Army, the last Kaxakh formation in the country, marks the end of the intervention.

The 83rd Spetznaz Brigade, however, will not be withdrawing, as it is to remain behind to train the various militia groups that supported Kaxakh and Loyalist TVA units into proper parts of the reformed TVA. NKVD TTG units will also be remaining in the country to ensure that no rebel suceeds in escaping justice. The withdrawal of Kaxakh forces also marks the formal handover of power to Admiral Pytor Rykesk's Teslachastki National Republic. Pytor Rykesk was seccond-in-command of the Teslachastki People's Navy under Yuri, and was the highest-ranking officer left in the country after Yuri's departure due to 'being too ill to be in the capital on that day'. Many symbols of the previous regime are to be removed, and both the capital, Saint Ryansburg, and the largest city, Yurisburg, are to be renamed to Altupev and Sokolkaya respectively. The Admiral has promised to institute economic and military reforms similar to those undertaken by General-Secretary Vladimir Syndrei in 1996, while SNEK will offer economic aid and advice on request of the new government. In a statement, the Admiral reaffirmed his commitment to keeping Teslachastki within the CSS, SNEK and stating that under him it 'would always be a loyal ally and friend to Kaxakh.'

Following months of rumours over whether the complex would be ready in time, the Winter Mytikas Games have opened in Kaxakh. The location of the games has been bogged by controversy both domestically and internationally, the former due to the 1998 Varshavian Uprising being focused on the host city of Ubekskaya, the latter due to Kaxakh hosting the Games. The two Izmennik States, Wazovia and Srvotjska, Drohynia and Pravka, are believed to be boycotting the Games due to Kaxakh's non-recognition of these terrtories. Of the three states, only Wazovia has been confirmed to have declared a boycott. When asked to comment on the boycott, Commissar for National Defence Josef Olovski said 'we're better off without those traitors. They'd just be here to ruin and mock our efforts.' The location in Varshav has prompted some questions about security for the Games, both against domestic Varshavian terrorism and foreign extremist groups, but the commander of the newly-created Mytikas Security Front, which is responsible for security, Ivan Pavlov, dismissed such worries, boasting that'We have enough forces here to fight off a second round of the 1998 Uprising.' This certianly seems true; in additon to the 14th Army, which is based in the region, the 34th and 35th Divisions of the NKVD Internal Troops will be present for the duration of the Games to bolster the local Militsiya forces. The People's Shock Troops have also been placed on alert, although they will only be called in during a worst case scenario.

The Games will last until the 29th of December, and will mark the first time since the 1986 Mytikas Games that non-CSS citizens are allowed entry into Kaxakh in large numbers.

Today the General-Secretary issued an official statement denying that he ever made any comments 'remotely like those I am being accused of making by the Asterian President-Elect.' The General-Secretary's full statement is as follows; 'Today I am officially denying that any such comments as suggested by Mr Avery were made my myself or my fellow members of the Revolutionary Council during our meeting with the President-Elect. He claims that we hit an impasse concerning troops on the border; no such thing happened. We had previously reached an agreement concerning troops on the border, with a drawdown of between 20-50,000 troops to occour from both sides by May this year, the exact numbers were to be a matter of later negotiations. What I will say is that Mr Avery waltzed into my country like he owned the place, and then when we refused to give in fully to his terms by recognising Occupied Wazovia as a legitimate state which it is not and never will be, he simply left. I was prepared to reopen negotiations on the earlier points of nuclear weapons in Wazovia and Isla Juana and troops along the border alone, as I personally believe that negotiations with nothing to show for them are completely and utterly worthless. However, following these baseless accusations, I have no intention of ever doing so. There will be no renegotiations, Mr President-Elect, because you have shown yourself to be little more than a liar no better than your predecessors. Do stop putting words in my mouth, Mr President-Elect. Or if you insist on doing so, at least have some evidence to back them up. Whatever the case, I shall make one thing extremely clear; I will not be negotiating with any representative from the Federation until these allegations are retracted permanently and irrevocably. Congratulations, Mr President-Elect; you've succeeded in ruining your foreign policy before you were even inaugurated. That is all.'

The yearly Kaxakh People's Navy Review was formally published today. The Naval Review, which has been published yearly since 1917, contains a full inventory of ships in active service, ships undergoing upgrades or repairs, ships placed in resreve and ships awaiting scrappage. The Review is meant to evaluate whether Kaxakh's needs are being met by the current naval inventory, and provide solutions to rectify any deficiencies. The Review has been relatively static since the mid-1990s, with few major changes happening as a result of the Reviews. This year's Review, however, has come to a decidedly different conclusion, stating that the Navy was 'woefully inadequate to deal with current geopolitical circumstances' and recommended the situation be rectified by 'extensive reactivations.' A source within the Kaxakh People's Navy has confirmed that extensive reactivations of ships placed in and upgraded during reserve are currently taking place. The exact number of reactivations taking place is unknown, but the classes revealed so far include D-3-class nuclear ballistic missile submarines, V-3-class nuclear attack submarines, Otselot-class frigates, Volk-class corvettes and Lisa-class corvettes.

In addition to these naval reactivations, the Fifth Fleet is to be formally and officially reformed from a mix of currently active ships and newly-reactivated ships. The fleet's main base at Manariel in Isla Juana will also be brought up to a full garrison, whilst the Fleet's Naval Infantry compliment will be drawn from the currently existing Naval Infantry units.

Today a spokesman from the Kaxakh People's Air Force officially confirmed that a pair of Ut-95 bombers observed taking off from Krapatachev Air Base in the western Vyhino region of Kaxakh were undertaking a nuclear-armed patrol to within 20 miles of Asterian territorial airspace, upon which they were to return back to base while being refuelled by tankers of the 132nd Strategic Refuelling Aviation Brigade on the return journey. When asked for a comment on the resumption of the patrols, the General-Secretary diverted all questions to the Chief Marshal of Aviation of Kaxakh, Ivan Tomenski, who stated that 'the patrols are just a return to buisness as usual. We've undertaken similar patrols for decades in the past with no issues, and we are now simply restarting those patrols once again.' The precise route and timings of the patrols remains unknown, but during the Phoney War such patrols occurred twice a week so resumption of that schedule seems likely.

In addition, we have unconfirmed reports that the 10th and 12th Submarine Flotillas, which operate Kaxakh's ballistic missile submarines, will also be resuming nuclear-armed patrols in the Lumine Ocean. Once again, if these patrols are similar to those undertaken during the Phoney War, they will likely remain within the protective radius of land-launched SAMs, ASMs and land-based fighters and naval bombers. Furthermore, the ballistic missile submarine patrols will also likely be accompanied by an increase in attack submarine and ASW surface vessel patrols within the same defensive radius.

Although no official reason for the resumption of patrols has been given, it seems very much like that Kaxakh is simply resuming its old Phoney War-era nuclear stance in the wake of the failed negotiations between the General-Secretary and President-Elect at the end of last year and the President-Elect's comments afterwards.

Following the recent announcement by Silvia Verreràs, First Secretary of Rhaetia, that the Rhaetian government will put the conflict to a Community of Nations conference, Kaxakh has ordered the 6th Guards Tank Army, based in Zilava to mobilise and move to the Rhaetian border along with the 98th Guards Airborne Division and 11th Spetznaz Brigade. In addition, the 242nd Airborne Division was observed boarding aircraft, presumably en route to the Zilavan-Rhaetian border region.

Furthermore, non-Kaxakh CSS troop movements have also been observed, including the 40th Parachute Battalion and 1st and 2nd Guards Motorized Infantry Regiments from the Zilavan People's Armed Forces in addition to the Gorkyan 22nd Airborne Regiment and the Chesceran 1st Air Assault Brigade. In a hastily-arranged press conference, the Chairman of the Commonwealth of Socialist States Igorevich Tarnovetsky stated that 'dissent will not be tolerated. The Commonwealth of Socialist States is most certainly not unable to act in this regard. The CSS has previously respected Rhaetia's sovereignty by not intervening to assist in dealing with its internal issues due to no such request being made. However, the situation has been escalated to a point where the CSS cannot simply stand by.'

'By attempting to put the matter to an international conference without prior consultation with the CSS, the First Secretary has turned what was previously a purely internal matter into one that demands intervention. Therefore, with the cooperation of member states, the CSS is assembling an intervention force to crush the secessionists in Rhaetia whether or not the Rhaetian government wishes it. Furthermore, the fall of either the First Secretary or the Rhaetian People's Party from power is regarded as unacceptable and the intervention force will also assist in crushing protests as necessary. If the Rhaetian government resists intervention then the intervention force will have no choice but to depose the Rhaetian government in addition to its other stated objectives. Should the intervention force be failing to make substantial progress towards its objectives in short order, then, and only then, will we agree to leave this matter to be settled by the Community of Nations, and indeed agree to respect the result of any such conference on the matter. '

Following the Commonwealth of Socialist States-declared mobilization of the 6th Guards Army, the 242nd Airborne Division and various other CSS military units and movement of these units towards the Zilavan-Rhaetian border, the General-Secretary, joined en route by the Marshal of Kaxakh and the General of the Army of the Southeastern Front, delivered a speech to the troops currently assembled there.

'Although the Chairman has acted within his powers, as it is within his rights to assemble a multinational task force from CSS members to ensure the stability of another member, I personally do not believe that this power was intended for this purpose. After consulting with the Commissar of the Courts and his supporting advisors throughout the night on the flight to Zilava, I have reached a formal decision. In my capacity as Generalissimus of Kaxakh I am ordering the Marshal of Kaxakh,' the General-Secretary gestured to his right at the Marshal, 'to order the Major General of the 242nd Airborne Division and the General of the Army of the Southeastern Front,' he gestured to his left at the General, 'to order your General-Polkovnik, the Major General of the 98th Guards Airborne Division and finally the Polkovnik of the 11th Spetznaz Brigade to advance to their assigned positions for the intervention and then stand down.'

'The Chairman's authority only allows him to declare interventions, and we have determined that this does not legally qualify as an intervention, but, as many have been saying, as an invasion due to the lack of a request by Rhaetia for said intervention. You are all recent veterans of the conflict in Teslachastki; you do not wish to have to fight another war on such short notice. I, personally, do not wish to have to fight a war on such short notice. Therefore, firstly, I would strongly encourage the Commanders-in-Chief of my fellow CSS nations to issue similar orders to their own units that have been dragged into this fool's venture. Secondly, depending entirely on the involved parties and their representatives, Kaxakh would be willing to attend the conference suggested by Mr. Lévesque. The Chairman of the CSS, however, will not be able to attend as he is currently under house arrest by the NKVD pending investigation into his conduct in this affair and suspected charges of corruption and involvement in counter-revolutionary activities. However, if this conference fails to accomplish its aims, then the planned intervention will go ahead, merely at a later date than originally planned, and under Kaxakh rather than CSS command.'

Therefore, although the General-Secretary does seem to be giving peace a chance, rather than immediately intervening, the threat of intervention remains firmly on the table should the conference fail to generate results.

Although the General-Secretary may currently be tied down with negotiations to settle the Rhaetian situation, domestic pressures wait for no man. Yesterday evening the Commissar for the Courts, Ernst Tolavich, formally announced that the Chairman of the Commonwealth of Socialist States had resigned his position while under house arrest by the NKVD, citing 'unfortunate circumstances' as the reason for his resignation. The General-Secretary has been quick to address the situation. Initial speculation in the Party Congress suspected that the Commissar for National Defence Josef Olovski, a friend and long-time trusted ally of Syndrei would be named to the position with another of Syndrei's military allies assuming the position of Commissar of National Defence.

However, in an unexpected move, the General-Secretary instead ordered Deputy-Secretary Yekatrina Petrova to resign from her position before naming her as the new Chairman of the Commonwealth of Socialist States. This in turn prompted a brief period of speculation over who would be named as the next Deputy-Secretary, which was soon answered when the General-Secretary named Maria Syndrei, his eldest daughter, as Deputy-Secretary.

Maria Syndrei, born 1986, is the General-Secretary's eldest child. Unlike her younger brother, Viktor, who is currently a Captain of Aviation in the Kaxakh People's Air Force, and her sister Anna, who is Deputy Chief Director of the NKVD's Eighth Chief Directorate, Maria is not currently a member of any branch of the military or police services, although she did spend five years in the NKVD's Fifth Chief Directorate before launching her media career. Since the announcement she has been unavailable for official comments, but is believed to be somewhat overwhelmed by the unexpected announcement.

Maria currently chairs an evening radio talk show on Radio Mayak, Kaxakh's largest radio station, but she has had a moderately-successful career as an actress.

Following the recent reforms introduced by the government of Nematsu, the full Party Congress of Kaxakh has assembled under the watchful eyes of the Deputy-Secretary in the to debate both the ideological implications of the reforms and what action should be taken regarding the reforms.

After several hours of debate, the Party Congress reached a conclusion which was announced to the media by the Deputy-Secretary.

'After several hours of debate, the Party Congress has concluded that although the reforms undertaken by the government of Nematsu are dangerous and unprecedented within the Commonwealth of Socialist States, they do not fall within the definition of counter-revolution. However, we would warn against further potentially counter-revolutionary reforms of any magnitude, as any such reforms will likely fall within the definition of counter-revolution in which case Kaxakh is obligated under the Blofeld Doctrine to intervene to preserve the integrity of the revolution within Nematsu.'

The official reason for the reforms not being labelled as counter-revolutionary and thus necessitating armed intervention by Kaxakh is that the Party for National Revolution must approve of any opposition parties and media, meaning that it retains its role as the vanguard party within the country and control over the distribution of media to prevent the spread of counter-revolutionary ideas. The Party Congress advised the Party for National Revolution to pass a law binding any new parties into a 'coalition of national unity' with it to ensure the 'continued stability of Nematsu.'

Today the General-Secretary formally gave the navy and air force permission to expand several reefs, atolls and small islands scattered across the Lumine Ocean into proper islands for the purpose of using them as military installations. The reefs, islands and atolls were chartered by Konstantin Dublitsky in his explorations in the period 1838-1851, during which he claimed them for the Tsar of all Kaxakhs. The islands have remained uninhabited since, except for the occasional scientific expedition or hydrographic survey team.

The formal announcement is regarded as a fait accompli by the Air Force and Navy, as construction had been occurring for several years beforehand at an extremely low priority for both services. The NKVD appears to have been aware of the operation before this announcement, and may have collaborated with the Air Force and Navy, but whether the General-Secretary knew or not is a matter currently under debate. It is entirely possible that the General-Secretary's discovery of the operation has led to his announcement of the plans.

The islands, atolls and reefs will be developed into small airbases, radar installations and naval resupply/refueling stations for use by the Navy and Air Force in conducting operations in the Lumine Ocean and for refuelling ships en route to and returning from the Fifth Fleet currently on station in Isla Juana. Where islands are deemed to be strategically or tactically useful, but geography precludes the enlargement of existing reefs, atolls or islands, modified oil rig designs will be constructed to be used as naval and helicopter refueling stations and radar platforms.

Conference on the State of the World Revolution in the Twenty First Century opens in Petrovsk

Today the Conference on the State of the World Revolution in the Twenty First Century, more commonly referred to as the Fifth International, opened in Petrovsk. The conference is expected to last until Tuesday next week.

The Conference is the first time since the formation of the breakaway Fourth Internationale in 1936 following the Great War and the Third Internationale was disbanded in 1943 that the full communist and revolutionary socialist world rather than one subset of it has met, and its official mission statement is to 'bridge ideological divides between us to focus on the common enemy of neo-liberal capitalism.'

The Conference includes groups from across the world, including the ruling parties of the member nations and governments in exile of the Commonwealth of Socialist States. Other notable groups attending the Conference include the following:

In his opening speech to the Conference, the General-Secretary pledged that 'money, and where necessary, arms and advisors' would be 'freely given by Kaxakh, the arsenal of the left, to you, our comrades in revolution, against our common enemy, regardless of our previous ideological differences.' The General-Secretary urged the attending groups to 'put aside your differences, and instead focus on what unites us; our common points of ideology, and our common enemy of global crony imperialism and neoliberal capitalism.'

Other notable events on the first day of the conference include Jausé Lambert, the assassin of Roland Paweł, being awarded the Hero of the Revolution, 1st Class, which is the highest honour that foreigners can be awarded in Kaxakh and is by law only issued to those who 'unflinching dedication in advancing the cause of the world revolution.' This is the first issuing of the award in the 21st century, with notable previous recipients being Kliment Timoshilov, Pytor Bronzov and Uhlman Mazov, the 'revolutionary troitka', and El Padre, the elderly leader of Isla Juana.

The General-Secretary is just one of several speakers expected to speak at the event, including Fara Kyauta, the Iyaksuari President-in-Exile and the leader of the Red Army of Iyakasar, Renée Lémery, the leader of the Communist Coalition of Gaullica and Shikken Terada Yasunari of Nematsu.

With the closure of the Fifth Internationale, there were going to be impacts internationally. One of the first and most high-profile of these is the expulsion of the Marianan Embassy.

The Embassy was notified of the declaration of persona non grata status on all registered staff at midnight Petrovsk Local Time yesterday and was given a 24-hour grace period to leave the country. As per law, failure to leave the country within the assigned period will result in the arrest of all remaining individuals on the crime of being present in Kaxakh without valid paperwork and identification which normally leads to a trial for the crime of espionage for which the punishment is death by firing squad.

The Red Army of the Communist Party of Mariana has been recognised by Kaxakh as the sole legitimate government of Mariana, and the General-Secretary has pledged to 'support their war against the pretender government to the fullness of our capabilities'. Isla Juana is believed to have also recognised the Red Army of the Communist Party of Mariana as the sole legitimate government of Mariana and have expelled their embassy.

The governments of both nations have urged their fellow CSS members to follow their examples. A delegation from the Red Army of the Communist Party of Mariana will be taking up residence in the embassy after the former ambassador and his delegation leaves Kaxakh.

Today the General-Secretary broke Petrovsk's silence on the now-defeated coup in Nematsu. The silence and lack of movement during the coup were taken by many, especally given the possession of arms requisitioned from Kaxakh's vast surplus stockpiles by the Fukko rebels and reports that intellegence was provided by Kaxakh informants to the Fukko rebels, that the coup was backed by the Kaxakh government.

The General-Secretary has claimed that 'neither the Regional Council, Revolutionary Council or myself were aware that this coup was going to take place. We were not approached by any members of the Fukko counter-revolutionary group.'

The General-Secretary then continued by pointing out evidence of the Kaxakh government's non-involvement, saying 'if we had been involved, then why did the Fourth Fleet not assist the rebels? Why were the 242nd Airborne Division not deployed to Nematsu? Why did our air bases on Yutrov not fly a single sortie during the crisis? Why were two Naval Infantry Brigades, the 3rd Naval Infantry Brigade and the 126th Naval Infantry Brigade, and the Spetznaz Naval Infantry Brigade not intervene? When Kaxakh intervenes, it intervenes with all the reasonable tools at its disposal to ensure victory. If I had planned this coup, then you could be assured that those forces would have intervened.'

Izvestia also heard unconfirmed reports that the team from the NKVD's First Chief Directorate sent to assist the MRD had never made contact with the MRD. In addition, the NKVD First Chief Directorate's headquarters was surrounded by Militsiya early in the morning, with many members being siezed in early morning raids. When asked if these events were connected, the General-Secretary responded 'I can confirm that the NKVD First Chief Directorate team sent to investigate the assassination of Emperor Heiwauta has not reported in, and that they are connected with the arrests of members of the NKVD First Chief Directorate. It is the belief of myself, my Commissar for National Defence Josef Olovski, and the Commissar for the NKVD Uhlman Yudentin, that the NKVD has become a haven for reactionary revisionism within Kaxakh, and we believe the operatives dispatched to Nematsu aided the Fukko movement in its rebellion. These internal hardliners sought to re-implement forms of communism that have been proven as outdated and unfit for the 21st Century. Due to their weakness in Kaxakh, they first attempted to implement reactionary revisionist ideas of communism in Nematsu before spreading them to Kaxakh. We believe they came into contact with the Fukko movement during the Fifth Internationale, and used NKVD Naval Troops to smuggle arms requisitioned using NKVD powers from Kaxakh's surplus stockpiles to the Fukko movement.'

When asked for his response, the General-Secretary informed us that that was the purpose of the morning raids. 'We cannot be sure how deep the rot within the NKVD spreads,' the General-Secretary admitted. 'Although the vast majority of it is expected to be loyal, there will no doubt be some who attempt to slip through and attempt to continue their counter-revolutionary agenda. Therefore, the military and GRU-SVR, along with elements of the NKVD who's loyalty has never been in doubt, will be throughly vetting the organisation, and any found wanting shall be removed. Furthermore, to ensure the rot has not spread further, the Regional Council and GRU-SVR shall also be vetted throughly, although I have the utmost confidence in the intregity of their members.'

The NKVD, on the personal request of Uhlman Yudentin, was not purged of former Anosovian or Ivanovichian loyalists or supporters of the December Conspirants following the 1996 coup, as he believed that the NKVD was throughly loyal to him due to its unity in the December Crisis of 1995-1996.

Finally, the General-Secretary confirmed that he would meet with Shikken Terada, stating that 'it would be a tragedy to lose such a close ally over the actions of internal dissidents on both sides.'

With the recent secession of Nematsu from the Commonwealth of Socialist States and the failure of both its Chairwoman Yekatrina Petrova and the General-Secretary Vladimir Syndrei to invoke the Blofeld Doctrine, which mandates Kaxakh to ensure the preservation of the revolution in the members of the Commonwealth of Socialist States, many have wondered whether this marks the decline of the Blofeld Doctrine and indeed the CSS as a whole.

That may well be true, but if it is, it seems it is because the General-Secretary is changing tactics in what he reportedly called a 'new era of Kaxakh foreign policy' with the formation of the Coalition of Independent States by Kaxakh and Nematsu.

The Coalition of Independent States is intended as a mutual defence pact between all members, with anything further being strictly on an opt-in basis by member nations. Basing of foreign troops, sharing of technology, nuclear sharing and intergration into a unified CIS command structure will all be purely optional.

Although it currently only includes Kaxakh and Nematsu, the General-Secretary has stated that 'membership of the CIS is open to anyone who wants protection from imperialism and foreign interventions regardless of ideology or form of government' and that he 'hopes for the organisation to expand greatly.'

When asked about the role of the CSS, the General-Secretary informed us that the 'CSS would remain Kaxakh's closest allies' but that it is 'saddled with too much ideological basis to be the only branch of foreign policy in this new day and age.'

Whether it does grow or not, the CIS certainly indicates a great shift in Kaxakh foreign policy away from the ideological concerns that have previously dominated it.

As of a few hours ago, Kaxakh conducted its first nuclear test since 1990 when Vasseliski ended Kaxakh's nuclear test program and signed the Comprehensive Nuclear-Test-Ban Treaty which built on the earlier Threshold Test Ban Treaty and the Partial Nuclear Test Ban Treaty.

The detonation, which was of a single 150kt nuclear warhead fired from what is believed to be a modified G-class submarine, was apparently to 'ensure that the preservation of our warhead stockpiles leaves our warheads in usable condition.'

The warhead was removed from the Kaxakh Nuclear Reserve Stockpile specifically for this test.

The detonation itself was not staged in Kaxakh's old nuclear testing ground in Peryev, Annino, which hosted the majority of nuclear tests during the Phoney War and was also the site of Kaxakh's first nuclear test in 1947.

Rather, the test happened on Kilonskaya Ostrov, a tiny, uninhabited island far off the coast of northwest Kaxakh which was recently seized by the Kaxakh government during the purge of the NKVD, who had previously used the island as a prison camp, before it was given to the Commissariat for National Defence for reasons that were unspecified at the time.

However, the test may also have political motivations, with the Izmennik elections approaching and the recent expulsion of the Asterian Embassy from Petrovsk while Kaxakh's embassy to Asteria returns to Kaxakh.

Whatever the case, the recent test has sparked rumours that Kaxakh may begin a new series of nuclear tests, which the government has neither confirmed or denied.

Kaxakh declares boycott of Community of Nations

With the safe arrival of the now-former Ambassador to the CN Vitaliy Logonov in Petrovsk Airport earlier today, the General-Secretary has declared a Kaxakh boycott of 'the Community of Nations and all associated institutions and organisations.' The boycott comes a day after the Community voted to condemn Kaxakh for its nuclear test on Kilonskaya Ostrov and subsequent violation and secession from all associated treaties.

The -former Ambassador to the CN, when asked to comment on the condemnation and the General-Secretary's declaration of a boycott, stated that 'I do not see why we should participate in an organisation that has taken sides in international affairs, and it seems the General-Secretary shares my view.'

Kaxakh's relationship with the Community has been rocky at the best of times, from half of permanent seats being allocated to DITO members to the admission of the Izmennik States as members in the 1990s instead of the governments that Kaxakh recognises as the legitimate authority over those states. Although Ivan Anosov did threaten such a boycott in the 1990s over the Izmennik States being admitted, no such boycott ever materialised.

The General-Secretary has ordered the complete end of all Kaxakh funding towards the CN and related institutions and has ordered all Kaxakh personnel involved in CN missions to return to Kaxakh, including the 17th Guards Motorised Division which has spent less that a week as part of the Community Mission in Suladin, and has declared that 'Kaxakh will not resume our position within the Community until the condemnation is lifted and the illegitimate governments of Occupied Wazovia and Srvotjska, Drôhynia and Prăvka are removed from the organisation.'

The General-Secretary has urged all members of the Commonwealth of Socialist States to follow Kaxakh's example.

At approximately 1:35 PM Petrovsk Local Time, Suzume Airlines FLight-007 vanished from civlian air traffic control radar. A brief period of investigation soon discovered the fate of SZL-007 in the form of wreckage near its last reported location which was confirmed by investigators to be the remains of a Liputoi Li-96, the same type of airliner as SZL-007.

The blackbox was immedately recovered and examined, and showed no faults with the aircraft's systems from initial examinations. No survivors were found, and corpse recovery teams began to recover and identify the remains of the 3 crew and 436 passengers.

The flight was on a well-used route from Teien to Petrovsk, and the vast majority of the passengers were Nematsujin citizens with the notable exception of the Kaxakh Ambassador to Nematsu, Leonid Brezski, who was returning to Kaxakh to be given a new diplomatic post by the General-Secretary.

The group T.O.A, Taynaya Organizatsiya Armii ('Secret Army Organisation'), claimed responsibility for the downing of the airliner after it was announced over national media, claiming they used a SA-11 missile system requisitioned from a Kaxakh Rear of the People's Army depot to down the airliner in order to assassinate the Ambassador. The T.O.A spokesperson, who's voice could not be identified due to NKVD voice distortion used on their end, called this the 'first strike in the Second Revolution against the conservative reactionary revisionists who refuse to move forwards and instead continually reimagine outdated ideas'.

The organisation provided coodinates for where they left the SA-11, which was swiftly located by the NKVD, and was tracked back to its depot of origin, where the entire staff was arrested pending further investigation into which members were responsible for the release of the SA-11 and the missiles used.

The General-Secretary has formally declared that T.O.A is a reactionary, counter-revolutionary terrorist cell within the ranks of the military, and has ordered a full investigation into the matter to be conducted by the NKVD.

Today marked the 21st anniversary of the founding of the People's Shock Troops, an event which is a national holiday across Kaxakh and in which the General-Secretary addresses an assembled force of 8,000 People's Shock Troops drawn from all 41 divisions of the People's Shock Troops across Kaxakh. Normally the General-Secretary uses this opportunity to deliver a speech on the state of Kaxakh, and this time was no different.

The General-Secretary began his speech by saying 'Now, more than ever, the work of the People's Shock Troops, NKVD and People's Armed Forces is vital to our nation's survival, for Kaxakh is under siege. Finally, the capitalist world has revealed its true colours. Timoshilov warned us of this; he said that the bourgeoisie would not stand to let any country stand outside of their economic system, and it appears that they have finally decided once and for all to deal with us and our allies. The Asterian President has said that we are unwilling to work towards peace; I have never said such, and no member of the government has said such. But please, do keep telling yourself such convinient lies and half-truths. I am simply unwilling to give into the peace you want, Mr President, which is a 'victorious' peace for you. But first, however, let me thank you. After all, you have given me so much to work with, Mr President, so I thank you for providing such brilliant fuel.'

'It is quite clear that right now, the world is against us. All but our most faithful allies shall turn against us. The international community has condemned us. The counter-revolution is coming. They will not accept anything less than the destruction than all we have built as a nation, as a people, over the past century, and the enforcement of Asterian capitalism and liberal democracy onto you. And so we must be prepared to fight.'

'However, the President has gotten one thing partially right, at least, as difficult as that may be for him. When he said that the world was seeing the true face of the 'evil empire', he was partially right. I, for one, am no longer willing to stomach the lies of the global international community, the false promises of multipolar international organisations. The mask is coming off. Unfortunately for you, Mr President, so are the gloves. And I hear a lot of rhetoric, Mr President, but I see nothing.'

'So, President, bring your flag, your tanks, your men, your so-called will and moral courage of free men and women. Let us see how will and courage matches up against the bullet, for the bullet does not care who fires it or who it is fired at. If you call us an 'evil empire', Mr President, then come topple us. Is that not what the 'heroes' as you seek to potray yourself and your allies as do, and if you don't, well, doesn't that just make you a helpless bystander, unable to do what he wants in the face of a superior foe?'

'After all, all that is necesssary for the triumph of evil is the forces of good to do nothing, and you are most certianly doing nothing beyond uselss rhetoric. By your own logic, Mr President, our mere existence is victory. And I think I speak for all of us that if you want to undo that, undo all that we have built, then I am afraid that you will not do so through peace as you seek to do so.'

'Your 'peace offers' have never been anything but a victory for you, so I think I shall make it quite clear the only Asterian peace I am willing to accept, and that is the peace called the desert. If you want anything but that, President, then perhaps you should be willing to negotiate in full, and not simply demand as you have always done of us, and unreasonable demands at that. Otherwise, well, I'm afraid it's the desert for all of us. The ball is in your court, as such, President. Do as you will with it.'

Today the General-Secretary gave a rare interview to one of our reporters, despite rumours of a health scare yesterday. The General-Secretary appeared to be in fine health during our interview with him, so it seems those rumours were just that; rumours.


Our reporter initially asked the General-Secretary what he thought of Mr Drzal's speech.

The General-Secretary's reply was as follows:

'First, I must correct you on something. That man does not have a name. He is NKVD Number 41826112, according to the NKVD Archives. I'll refer to him as 112, or Number 112 in this interview, and whenever I have to mention him. I advise all fellow citizens of Kaxakh and the CSS to do the same. Giving 112 a name gives it more dignity and humanity than 112 deserves. Now that we have got that buisness out of the way, I can answer the question.'

'112's speech has, to put it simply, proved me right. It has proven 20 years of naysayers wrong. Even within my administration, there, have been those who said that my view on Wazovia was coloured by my experiences of the conflict there. Well, today I stand here proven right. 112 has demonstrated to all of us what I warned of. The Wazovian, and indeed the Izmennik, cannot be trusted. The Izmennik does not desire peace. The Izmennik wishes nothing more that to inflict his petty revenge upon us. I shall make it quite clear that I will accept no peace so long as 112 holds power. It has insulted both myself and my daughter and my nation, and so I see no reason why I should make peace with it.'

'The Izmennik seeks to destroy everything we have built. Unfortunately, we have known this for the previous two decades. We have prepared. We have grown quite adept at suppressing the 'fires of freedom' with the water of force. May I remind that 112 and his collection of numbers that calls itself a state that his state exists due to the incompetence of a Kaxakh, to our great shame, rather than the strength of your gaggle of numbers? If anyone else had been in power in the early 1990s, 112 and his collection of fellow numbers would not exist. They would be stains on the ground, crushed under the treads of tanks or obliterated by bombs or mutiliated by chemical weapons. The only reason we have not corrected our greatest error is because the collection of numbers, in their cowardnace and inability to stand by themselves, found friends to protect themselves.'

'Finally, let me remind 112 that a cornered animal has nothing to lose. If, perhaps, 112 has read the books of Sotirianity, it might recall the tale of Samson and the Philistines. We have considered the Samson Option, and we have adopted it as part of official policy. If 112 has any amount of intellegence, which I sincerely doubt, then 112 would be wise to avoid irritating the cornered bear with fire. Fire, after all, does not care who it burns, only that it does. And fire can be easily turned by the wind.'

Our reporter then asked the General-Secretary's thoughts on Songguo's actions.

The General-Secretary shrugged before answering. "As expected of thieves. I do not recall any Kaxakh citizens owning assets over there, I personally do not, the Kaxakh state does not, and the reverse is certianly not the case. But, ultimately, it is not anything notable.'

The General-Secretary ended the interview there, citing 'important buisness'.

Today I, like all my other fellow citizens of Petrovsk, awoke to a rather strange sight. When we had gone to bed, it had seemed like tomorrow would be any other day here.

Imagine my surprise, then, to walk out of my house and down the street to the metro station to catch the train to the city center and Izvestia's head office, only to find the metro was shut and guarded by a squad of troops from what I believe was the 1st People's Shock Troops Division from their yellow wolfsangel banner and key shoulder patches.

I asked them what was going on and showed them my Izvestia ID card and driving license. Being in the media does give you some influence. Their commander, a Starshina by the name of Olev Moskvin, helpfully informed me that the Second Revolution had taken place overnight and that as a member of the media I was to be allowed to use the metro to get to my place of work. Accompanied by one of Moskvin's men, I went into the metro and took my customary route. Seeing the metro so empty in the morning has to be one of the strangest experiences I have ever had. Except for other members of the People's Shock Troops, as well as NKVD Internal Troops, Petrovsk Militsiya and a squad of Naval Infantrymen from the 810th, all armed, the metro was empty of people. And even these military people were sparce, maybe a squad at each station. Our train, normally crowded, had about 30 people, all military bar myself, on it.

After about half an hour, we arrived at Tekhnologichesky Institut Station. I was handed off to the NKVD Internal Troops there while Moskvin's man awaited a return train. The NKVD Internal Troops hurried me out of the station, up onto the streets and after five minutes of brisk walking was left in front of the Izvestia Head Offices. The office was also surrounded by NKVD Internal Troops, and I was rushed in. Apparently I was the first actual reporter to reach the building, and thus I was immedately dispatched to a computer and ordered to write an article for the morning news on the Second Revolution.

At exactly 11:38 last night, the NKVD Internal Troops and Naval Troops, Petrovsk Militsiya, People's Shock Troops and Naval Infantry began a series of movements across the city to sieze key government buildings, radio stations, TV studioes, newspaper offices and presses, the airport, the metro and the major bridges. The operation was apparently carried out with complete success, with all individuals that capable of mustering resistance to the coup detained by 0:30. The General-Secretary, along with the entirety of the Regional Council, uninvolved members of the Revolutionary Council were forced to resign by the NKVD along with the heads of the Army and Air Force. After the transfer of power was complete, the plotters, including the Deputy-Secretary, the Commissar for the NKVD, the Commissar for National Defence and the Commissar for the Kaxakh People's Navy declared over national radioin the morning that a 'Second Revolution' had taken place overnight, and that a 'great restructuring' would take place in line with the 'philosophy of Kaxakh and its people.'

The new regime has confirmed that it has plans for a new government and constitution, but until it has firmly decided who will assume what position in the government these plans will not be released to the public at large. More will no doubt be forthcoming in the current weeks as the new regime selects who will assume the positions of power within the new government.

Konsul Tribunov reveals initial government plans in rally

Today the first confirmed member of the new government appeared in public to reveal the new regime's intentions and plans for the future of Kaxakh.

The spokesman was Pavel Azerski, formerly Lieutenant General of the Naval Infantry Corps and now, according to official press releases, the Konsul Tribunov of the new regime. No details about the title, its powers or responsibilities were revealed today, as the 'implementation of a full constitutional and governmental framework has yet to be finalised and agreed upon by all drafting parties.'

The plans outlined by the Konsul Tribunov covered a wide range of areas.

The Konsul Tribunov's first major announcement was that the system of Five-Year Plans, which haave been government policy since 1917, are to be replaced by Four-Year Plans. The Konsul Tribunov also revealed that the vast majority of the new regime's time had been spent devising the specifics of what the First Four-Year Plan will entail.

The First Four-Year Plan's most notable features include:

  • Gradual privatisation of all state-owned industries not deemed to be vital to the strategic interests of the state or that Mohr did not specifically reference as requiring common ownership, such as transportation, over the course of the Plan.
  • Large-scale public works programs, including the repair of existing and construction of new hydroelectric dams, wind farms, government buildings, roads, hospitals, schools, universities, bridges, railways, and enlargement of the existing communications and electric infrastructure bases and other areas where previous administrations have underinvested.
  • All-SNEK Railway Program announced by the previous regime is to continue, with other All-SNEK infrastructure projects to be announced later.
  • A series of tax readjustments, including a cuts to VAT on private transactions and a rise in the Private Company Operations Fee, along with adjustments to Income Tax brackets and other, smaller tax adjustments.
  • Readjustment of the General Export Ban to only include DITO and EC member states, with the exceptions of Negara, Lusitana and Glytter.
  • Full and comprehensive rearmament and modernisation of the armed forces.
  • A common currency to be implemented across SNEK.
  • Retention of government control of unions and the General Import Ban.

The Konsul Tribunov also announced that once the internal buisness of finalising a new constitution had been completed, Kaxakh's Embassy would be returning to the CN and that the previously-declared CSS boycott on the CN would end.

The Konsul Tribunov refused to comment further on the government's new foreign policy or on how the new constitution appeared now, stating that 'you'll see it when it's ready.'

Following on from yesterday's revelations about the new regime's domestic and economic agendas, the new government has formally released a list of new executive positions, their respective responsibilities and their holders. The full list is as follows:

Konsulstvo
  • Vozhd: Hereditary position responsible for breaking deadlock between the Konsuls. Head of state. Recieves emergency powers if Article 22 of new constitution is invoked. Commander in Chief of the Kaxakh People's Armed Forces. Held by Maria Syndrei, former Deputy-Secretary and radio personality.
  • Konsul Senata: Chairs the Senat, jointly head of government with Konsul Tribunov. Held by Ekaterine Oniani, former Secretary of the Varshav Regional Party. Elected every four years, first election in two years.
  • Konsul Tribunov: Chairs the Palata Tribunov, jointly head of government with Konsul Senata. Held by Pavel Azerski, former Lieutenant General of the Naval Infantry Corps. Elected every four years, first election in four years.
  • Vitse-Konsul Senata: Deputy to Konsul Senata, assumes position if Konsul Senata is removed by motion of no confidence in the Senat. Held by Georgi Baykovski, former head of the Kaxakh All-Union Congress and opponent of Vladimdir Syndrei in the 1995-1996 December Crisis, recently released from GULAG custody.
  • Vitse-Konsul Tribunov: Deputy to Konsul Tribunov, assumes position if Konsul Tribunov is removed by motion of no confidence in the Palata Tribunov. Held by Vladimir Hyekev, former Lieutenant-General of the Strategic Missile Troops.

The Konsulstvo nominates members of the Konsulskiy Posvyashchennyy Sovet and the Pretor. Both Konsuls must agree in order for a bill from the legislative to be made into law in addition to appointments to the Konsulskiy Posvyashchennyy Sovet and the Pretor. If deadlocked over any decision, the Vozhd may vote to break the deadlock, but does not have to do so.

Konsulskiy Posvyashchennyy Sovet

  • Lord-Starshiy Styuard: Replaces Commissar for Industrial Sectors of Strategic Interest, jointly chairs Byuro Edilov with Lord Starshiy Kaznachey. Held by Oleg Moskvinivich, former Commissar for National Economic Planning and Labour Relations under the previous regime and one of the two main figures behind the Second Revolution.
  • Lord Styuard: Deputy to Lord High Steward and fills in if he is unavailable. Held by Vasily Kolach, former Commissar for National Infrastructure, Communications and Transport under the previous regime, primary force behind All-SNEK Railway Program.
  • Lord-Starshiy Kantsler: Replaces Commissar for the Courts, sits on Sovet Dvenadtsati as non-voting representative of Konsulskiy Posvyashchennyy Sovet. Held by Ernst Tolavich, former NKVD judge and Commissar for the Courts under the previous regime.
  • Lord Kantsler: Deputy to Lord High Chancellor and fills in if he is unavailable, chairs Byuro Perepisi Naseleniya. Held by Alexander Kilemov, former de facto leader of the Regional Council. Vocal advocate against previous regime in final months.
  • Lord-Starshiy Kaznachey: Replaces Commissar for National Economic Planning, jointly chairs Bureau of Aediles with Lord-Starshiy Styuard. Held by Olev Nikorcin, former Commissar for Naval Trade 1996-2001, Ambassador to Wacoa 2001-2009, Chief of KKPR 2009-2010, suspected member of Kaxakh mafia.
  • Lord-Prezident Soveta: Chairs Konsulskiy Posvyashchennyy Sovet and Byuro Kvestorov. Held by Seymon Kamenov, former Head of Seventh Chief Directorate of the NKVD.
  • Lord Posvyashchennyy Pechat: Responsible for confirming Konsulstvo approval of laws and the main link between Konsulstvo and Konsulskiy Posvyashchennyy Sovet. Held by Ekaterina Liputoi, daughter of Konstantin Liputoi, Chief Director of the Liputoi Aircraft Corporation.
  • Lord-Velikiy Kamerger: Replaces Commissar for National Defence. Held by Josef Olovski, former Commissar for National Defence under the previous regime, major figure in planning of Second Revolution, responsible for army declaring loyalty to new regime.
  • Lord Kamerger: Given to commander of Kremlin Security Regiment. Held by Pavel Gidov, former Polkovnik of the 3rd Tank Brigade.
  • Lord-Starshiy Konstebl: Replaces Commissar for the NKVD. Held by Anna Syndrei, former Deputy Chief Director of the NKVD's Eighth Chief Directorate.
  • Graf Marshal: Replaces Commissar for the Kaxakh People's Army. Held by Iakov Vaselkov, former General of the 3rd Tank Army.
  • Lord Vysshiy Admiral: Replaces Commissar for the Kaxakh People's Navy. Held by Vladimir Gauzov, former Commissar for the Kaxakh People's Navy and official leader of the Second Revolution.
  • Marshal Aviatsii i Lord-Khranitel' Vol'yer: Replaces Commissar for the Kaxakh People's Air Force. Held by Viktor Syndrei, former Air Force Major.
  • Patriarkh Zapadnoy Basillic Tserkvi: Represents organised religion/handles religious affairs. Held by Patriarch Griorgi Yusupov, Patriarch of the Western Basillic Church since 1990.

The Konsulskiy Posvyashchennyy Sovet advises the Konsulstvo, chairs government organisations and coordinates between government organisations.

Sovet Dvenadtsati
  • Pretor: Chairs Sovet Dvenadtsati. Responsible for selecting 10 members of and tie-breaking in Sovet Dvenadtsati. Held by Olev Azerski, former Polkovnik of the 810th Naval Infantry Brigade.

The Sovet Dvenadtsati is to serve as the supreme court.

Further information about the various Bureaus and other bodies mentioned will likely appear when the government finishes the new constitution.

New Constitution finally revealed to public
Signals shift in government style

Today, after weeks of speculation, the new 2017 Constitution of Kaxakh was formally revealed to the public. The new constitution holds many similarities to the previous 1988 Constitution instituted by Josef Vasseliski and invalidated by military coup in 1991 which reverted the Constitution to the previous 1979 version.

The new Constitution includes some 180 Articles, covering everything from the composition and method of selection of the main state organs, the role of the state, the extent of the responibilities of the state to individual freedoms and rights including freedom of speech and religion and the role of the state in the economic sphere. I, personally, was somewhat startled by the similarities between it and Eastern Constitutions.

However, the new Constitution holds several Articles which make it distinctly different from Eastern Constitutions. Most notable is Article 21, which bans the formation of political parties. Other notable Articles are 32, which places all state-owned media under a quasi-non-governmental organisation, Article 6, which governs the activation of the Vozhd's emergency powers and Article 5 which states the division of powers amongst the various legislative chambers and unelected branches of government.

The notable details of the 2017 Constitution for the establishment of the new government are are as follows:

The Sobraniye is to be voted for by all, however only members of the proletariat of voting age may stand as candidates. It is to be formed from 380 Uchastnik Sobraniya, 20 from each of the 19 Governorates elected via the STV voting system. Uchastnik Sobraniya are limited to 5 terms, and elections are to take place every 5 years. The Sobraniye elects the Tribuna Proletariata who chairs the Sobraniye and has a seat on the Palata Tribunov. Legislation cannot be directly introduced to the Sobraniye, and must instead be passed to the Tribuna Proletariata to introduce it to the Palata Tribunov. The Sobraniye can only vote on financial matters, ratification of treaties and declarations of war. In addition, the Sobraniye oversees the Byuro Kvestorov and the Byuro Edilov and can summon chairs for a subpoena in addition to calling for vote of no confidence in their current chairs on the Konsulskiy Posvyashchennyy Sovet.

The Palata Tribunov is to be voted for by all, with anyone of voting age being able to stand. It is to be formed from 76 Grazhdanskaya Tribuna, 4 from each of the 19 Governorates elected via the STV voting system. Grazhdanskaya Tribuna are limited to 2 terms, and elections are to take place every 6 years. In addition, the Tribuna Proletariata also has a seat in the Palata Tribunov and 60 Voyennaya Tribuna\are appointed by the various military forces for life or until retirement. 10 are apppointed by the Army, Navy, Air Force and NKVD, 8 by the GRU-SVR and People's Shock Troops and finally 2 by the MVK and VDV. The Palata Tribunov can introduce legislation, must approve all legislation excluding financial matters and declarations of war, appoints heads of Governorates and is chaired by the Konsul Tribunov and may remove them through a majority vote of no confidence.

The Senat is selected randomly from the populace, with anyone of voting age being eligible for selection. Selection can be opted out of, in which case someone else is selected. It is to be formed from 900 members, with the entire population of voting age being eligible to serve. Senators serve for life or until retirement. All living former Konsuls, Vitse-Konsuls, members of the Konsulskiy Posvyashchennyy Sovet, Pretors and Uchastnik Sobraniya or Grazhdanskaya Tribuna who have served their full terms may choose to serve. It is the only legislative body with the power to suggest foreign policy decisions to Konsulstvo and must approve all legislation that isn’t financial, ratification of treaties or declarations of war. It oversees the Byuro Perepisi Naseleniya and can summon chair for a subpoena in addition to calling for vote of no confidence in its current chair on the Konsulskiy Posvyashchennyy Sovet. Chaired by Konsul Senata and may remove them through a majority vote of no confidence.

The Sovet Dvenadtsati, the highest court in Kaxakh, is to be formed from 10 Tsenzors who serve for life or until retirement with only members of the proletariat being eligible for selection as Tsenzors. Tsenzors are appointed by the Pretor who serves for life, until retirement or replaced by Konsulstvo majority vote, with only members of the proletariat being eligible for selection. The Pretor is appointed by the Konsulstvo, and may only vote to break ties. The Lord-Starshiy Kantsler who serves for life, until retirement or removal by Konsulstvo majority vote is also appointed by the Konsulstvo and serves as the deputy to the Pretor but may not vote. The Sovet Dvenadtsati is responsible for interpreting the constitution and ensuring all laws passed are constitutional. It can suspend the Vozhd's emergency powers at any time via a supermajority decision. It also determines what counts as ‘financial matters’ for the Sobraniye if disputed by that chamber.

The Byuro Perepisi Naseleniya is to carry out a census every 5 years, determine whether candidates are eligible to run by class and is also responsible for implementing electoral procedures and related monitoring of funding and donations to candidates.

The Byuro Edilov is to draft government budgets and Four-Year Plans under the direction of the Lord-Starshiy Styuard and Lord-Starshiy Kaznachey.

Today the Graf Marshal, Iakov Vaselkov, formally announced that the Northern, Western and Southern Fronts of the Kaxakh People's Army will have their state of readiness lowered from combat-ready to high-readieness reserve. The move marks a major shift in military policy, being the first large-scale downsizing of the active strength of the Kaxakh People's Armed Forces for over two decades.

The total strength of the 3 Fronts will fall from the current 750,000 active-duty troops to 450,000 active-duty troops, with the demobilized 300,000 to be placed on the reserve roster. The move is apparently part of a 'redirection' of military funding as part of the government's pledge to modernise and rearm the military, with the funding previously used to pay the demobilised soldiers to be used for production of and research into better equipment for the Armed Forces, as the overall military budget will remain unchanged.

The People's Shock Troops are also having their strength reduced from 800,000 to 562,223 as part of a move by the NKVD to 'better redirect current resources' according to the Lord-Starshiy Konstebl, Anna Syndrei.

The demobilised soldiers will be offered places in the Promyshlennaya Armiya which is to be created as part of the First Four-Year Plan to enroll the unemployed in unskilled manual labour programs to construct the infrastructure expansion that was established as a key part of the government's economic program earlier this month.

Today saw the official release to the public of what some have claimed to be 'the definitive history of modern Kaxakh.' The book, titled 100 Years of Revolution: Kaxakh 1917-2017, was released worldwide this morning, including versions translated by the Translation Bureau of the Eighth Chief Directorate.

The book itself was written by Uhlman Yudentin, the recently retired Commissar for the NKVD and one of the main figures involved in the 'Second Revolution', and Anton Myeschlev, former Private Secretary to Vladimir Syndrei duing his tenure as General-Secretary and Premier.

Originally intended as an official biography of Vladimir Syndrei started in 2012, Vladimir Syndrei took a personal interest in the project and had it expanded to a full and comprehensive history of Kaxakh since the end of the civil war.

Unlike all previous authors on the subject, who have either been restricted by the lack of available useful material or due to censorship of published materials within Kaxakh by the NKVD's Fifth Chief Directorate, the two authors were allowed unrestricted access to the NKVD's archives, and were allowed to freely publish whatever they wished within the pages of the book.

This previously unheard-of freedom has allowed for large amounts of previously clasified information, including the Five-Year Plans and GULAG camps of Pytor Bronzov, along with his conduct during the Great War, the Kaxakh side of the Phoney War under Mikail Blofeld, and a clear picture of the chaotic events of Kaxakh politics in the 1970s, 80s and early 1990s which have been a mystery to Eastern political academics due to both the lack of information and lack of comparative circumstances.

The book also includes the history of Kaxakh under Vladimir Syndrei, and is able to go into extreme detail about the motivations and actions of the second-longest reigning leader in modern Kaxakh, as both authors were intimately involved in his decision-making processes and the execution of his decisions. Although it does attempt to justify some of the elder Syndrei's less rational actions, it also reveals that during his final months of rule, the General-Secretary had been suffering from a series of medical problems, both mental and physical, during his final months of rule.

Initial statistics have the book as the top selling book within Kaxakh today, although it will be some time before foreign sale statistics are released.

Konsul Tribunov declares 'complete failure of detente'
Blames Asterian negotiators for 'valuing ideology and rhetoric over cold, hard diplomacy' and results'

Today the Konsul Tribunov formally declared that, after consultation with the Vozhd, and the Konsulskiy Posvyashchennyy Sovet through the Lord Posvyashchennyy Pechat, he would 'no longer continue the farce that detente negotiations have become'.

In a short speech earlier today, the Konsul Tribunov stated that the Asterian Secretary of State, Peter Russo, whom the Konsulstvo and other selected representatives of the government had met earlier this week, had 'single-handedly torpedoed any further detente negotiations for the remainder of Avery's term as president'.

The Konsul Tribunov blamed the Secretary of State's 'ideology-driven blindness' as the main reason for the failure. The Konsul Tribunov stated that 'Mr Russo offered nothing but meaningless platitudes, patronizing rhetoric and ideological condemnations and was not prepared to concede a single inch to secure peace. If the President wishes to try for a third round, after all, the third time's the charm, then I would highly encourage you to send someone who is actually prepared to negotiate rather than spout meaningless rhetoric.'

The Konsul Tribunov also made the rather unexpected announcement that 'as the NKVD has determined that there is nothing damaging to our national security contained within them, and as part of our new policy of transparency within the government, we will be releasing the full, unaltered text transcripts and audio tapes from the meeting for public viewing so that the people of Kaxakh and the world at large may make their own decisions about who to blame for this failure to secure peace in Euclea and indeed across the globe.'

The Konsul Tribunov closed his speech by stating that 'once again, that oldest of adages, si vis pacem, para bellum, rears its head. If you want peace, prepare for war. Mr Russo made it quite clear that the only peace he would accept was an Asterian peace. I, for one, will not accept such a thing, and will never accept such a thing. Si vis pacem fac bellum, Mr President. If you want peace, make war. If you refuse to put aside ideology for cold, hard diplomacy, then the only way you will get your peace is through war.'
