Our police don't enforce laws. They make no distinction between on-duty and off-duty. Most police, including auxiliary constables who are not paid, are issued with a T-shirt and/or a baseball cap marked "Police". Detectives usually work in civilian clothes. Few people in Fatatatutti, including police, ever carry ID.

Only Flying Squads, which handle serious crimes, etc. have access to vehicles. Vehicles are unmarked but many of them have a flashing red light, which is admittedly not very effective in Fatatatutti's congested traffic. Most of them have a sign reading, "Police business. Please do not borrow." which can be put on the steering wheel. Only Flying Squads have access to weapons but they are seldom used and never carried on routine duties.

There are no particular rules about police officers identifying themselves or misrepresenting themselves.

How are undercover / plainclothes officers viewed by the public in your nation?: Looked upon with suspicion by criminal organisations, generally ignored by the public.

What are general legal restrictions on undercover police in your nation, if any?: Have to identify themselves when in plain clothes (unless they're posing as someone else, say to take down a criminal organisation, or during prostitution stings). Can not perform routine traffic stops in unmarked units. Officers who arrest someone off duty are subject to the same regulations as civilians making citizen's arrests.

Are there any particular crimes that your nation uses undercover officers to enforce?: Prostitution, sex trafficking, organised crime, drug/weapons trading, illegal gambling.

Domestic Security, which has the authority to operate in plainclothes, is widely feared but also generally seen as beneficial to public safety.

An undercover officer may commit crimes lesser than the one he is trying to solve in order to maintain his cover, including murder (for example, when asked to murder a captured rival of a gang he is attempting to infiltrate to prove his trustworthiness). Any such incidents are reviewed on a case-by-case basis, in most cases absolving the undercover officer of legal responsibility as long as it can be ascertained that he acted in the interests of the mission and his own survival.

If confronted by a regular officer, the undercover officer is to surrender into custody and maintain his false persona at all times, never indicating his affiliation with the authorities. Domestic Security will secure his release, but if the officer breaks his cover, he will from there on be useless for undercover work, and will face disciplinary action.

Are there any particular crimes that your nation uses undercover officers to enforce?:

DomSec is particularly fond of using undercover operatives to bait and entrap corrupt officials, political dissidents and other malcontents. Only some of those baited or entrapped are actually prosecuted - the rest are usually blackmailed into serving as informants as an alternative to facing charges for their crime. This is especially true for political offenders, who are often baited into revealing their heretical ideas by faux dissident circles set up by Domestic Security specifically for the purpose of attracting various malcontents.

That is not to say that people might not disagree with secret police in principle or act, but speaking out about abusive police violates the First Constraint against dissident speech, and holding a dissident opinion violates the Fourth Constraint concerning thought crime.

If anyone must be killed or tortured to keep order, save for government officials, unless such officials are the target, then they are authorized to do so. There are no bureaucratic distractions in their duties except that they must report to commanding officers to be pardoned of their actions and have their faithful performance verified, but they may do so subtly as to not break character when on particularly intense missions.

Are there any particular crimes that your nation uses undercover officers to enforce?: Undercover officers enforce any and all laws and are often tasked with solving specific problems. Those problems can range from smuggling to dissidence of government officials. Government officials against the Bohr or the Ministers are treated with capital punishment. Most other crimes are resolved by torture-imprisonment and/or forced labor.

How are undercover / plainclothes officers viewed by the public in your nation?:
  • To the common citizen its just one of those interesting aspects of being an officer that some people talk about. Its well-known that they have legal oversight and restrictions that do not allow for planting evidence or entrapment, so your typical citizen doesn't give the idea of plain-clothed officers a second thought. In fact most citizens will go months or even a year or more at a time without seeing an undercover officer reveal themselves - they aren't allowed to perform general traffic stops and most people don't commonly hang around pimps or drug dealers. So most common citizens on the street don't give much thought to such officers unless its brought up by others.

This ensures that other police can identify them.

Also for stopping highly dangerous drugs from entering the country via infiltration, and for tracking down the most dangerous and notorious criminals.
